Emergency drills are one of the key tasks of Tianji Group to strengthen safe production and strictly control risks. The purpose of the drill is to find out the deficiencies in the emergency plan by carrying out emergency drills, and then test, supplement and improve to further improve the practicability and operability of the emergency plan; By carrying out emergency drills, we will focus on checking the readiness of the emergency response team, materials, equipment, and technology required to deal with emergencies, and make timely adjustments and enrichment when shortcomings are found, and make every effort to make emergency preparations; By carrying out emergency drills, the familiarity of the drill organizers, participating units and personnel with the emergency plan will be further enhanced, and the emergency response ability and risk management and control ability of hazardous chemical leakage and special equipment leakage and poisoning will be continuously improved, and the organizational ability and coordination level of emergency response work will be improved.
The location of this drill is the V246 site of the second phase of hydrogen refueling of Fangyuan Company. According to the "Comprehensive Emergency Plan for Production Safety Accidents of Tianji Coal Chemical Co., Ltd.", this drill was carried out in accordance with the three-level response stages of Level III, Level II and Level I, and some functional drills were conducted.
The scenario of the drill is set as: 9:00 a.m. on April 24, the weather is fine, the wind direction is southwest, the wind force is 3-4, and the temperature is 18°C. During the normal operation of the aniline device in the hydrogenation workshop of Fangyuan Company, the front flange gasket of the stop valve of the P246 inlet pipeline of the aniline residual tank pump (pipeline HO2007-HO2008) cracked, and a large amount of aniline residual liquid leaked. The on-site inspectors found that aniline residue leakage, and in the process of checking and confirming the leakage, the leaked material was splashed on the clothes and filtering gas masks, resulting in slight poisoning of the process personnel. At the same time, aniline residue has accumulated in the cofferdam, and there is a risk of fire, explosion and environmental pollution. At this time of emergency, as the post operator quickly reported the on-site situation, the relevant personnel started the emergency plan step by step according to their duties.
During the whole exercise, the participants of the emergency drill of the alert and evacuation group, the process disposal group, the engineering rescue group, the accident disposal group, the environmental monitoring group, and the medical rescue team received emergency instructions, kept in mind their responsibilities, quickly put them in place, took scientific and effective safety measures, and quickly carried out emergency disposal.
In the actual combat of the emergency drill, all personnel always put safety first, and the emergency drill team has a clear division of labor, coordination and cooperation, rapid action, and disposal in place.
Li Jianchuan pointed out in the drill comments that the emergency drill tests the scientific, accurate, safe and efficient disposal ability. Experts from third-party technical service agencies hired by the Changzhi Emergency Management Bureau commented on the emergency drill, communicated with the person in charge of the emergency drill team face-to-face, and put forward guiding opinions and suggestions.
