As an important starting point for improving the quality connotation of the city and improving people's livelihood and well-being, the renovation of the old community in Ganzhou is a people's livelihood project, a people's heart project, and a development project to promote the effective circulation of endogenous economic power. Since July 2020, when the State Council issued the "Guiding Opinions on Comprehensively Promoting the Transformation of Old Urban Communities", in accordance with the decisions and arrangements of the Party Central Committee and the State Council, Ganzhou District has adhered to the people-centered development philosophy, implemented the new development concept, vigorously transformed and upgraded old urban communities in accordance with the requirements of high-quality development, improved the living conditions of residents, and promoted the construction of a community governance system of "vertical to the end, horizontal to the edge, co-construction, co-governance and sharing", so as to make the people's lives more convenient, comfortable and better.
In the past few years, the housing conditions of residents in Ganzhou District have improved significantly, but at the same time, they are also facing practical problems such as disrepair, loss of management, lack of maintenance and imperfect municipal supporting facilities in some old communities. With the continuous implementation of urban renewal actions, Ganzhou District has comprehensively promoted the "corridor revolution", "environmental revolution" and "management revolution" of old residential areas in the urban area, and has taken solid steps in improving the quality of human settlements. Ganzhou District seized the opportunity of the old community renovation policy, and invested a total of 280.94 million yuan to renovate 150 communities, 340 buildings, 1,181,100 square meters and 11,068 old residences built before 2005, benefiting 33,204 urban residents.
Scientific planning and steady progress. Ganzhou District regards the renovation of old residential areas as the top priority of urban renewal work, concentrates on promoting the transformation work, and makes great efforts to solve the problems of urgency, hardship and longing that the people have strong reactions to. Through the transformation, the livability of the old community, the satisfaction of the people, and the acceleration of the connotative development of the city have been changed, so that the happiness of the people continues to "heat up". The relevant units of the district shall promote the transformation of old urban communities in accordance with the "project-based" management, and include infrastructure, livelihood facilities and community supporting service facilities into the scope of old community renovation to the greatest extent. Establish a renovation project database covering 184 old communities and 12,315 residents, scientifically compile the 2021-2025 urban old community renovation plan, adhere to the combination of "top-down" and "bottom-up" ideas, and comprehensively promote and implement it.

A total of 856 parking spaces have been added, 104 new electric bicycle charging piles have been added, and 64 community fitness areas have been built. The "Ganzhou Plan" of "three demolitions, three treatments, three links, and four increases" has become a classic case of the transformation of old communities. Demolition of the old and replacement of the new is to delete the complicated and simplified, what to dismantle, how to demolish, the planning unit and the residents to discuss and decide, what to add, how to build, the needs of the people are the most important, after the transformation, the community has a green cultural corridor, convenient service center, pension service center, residents' activity fitness square, to achieve the "open the window to see the green, go out to see the scene", "15 minutes of convenient life service circle" has become the "standard" of the community. Create and upgrade a compound service position for all ages, and renovate the external wall insulation, roof waterproofing, windows and other facilities of 5 kindergartens in the urban area to help the development of education. Combined with the renovation of the old community, the installation of elevators was promoted simultaneously to effectively alleviate the problems of "hanging old people" who are difficult to go up and down the stairs. At present, a total of 205 elevators have been installed in the district, benefiting 1,640 residents.
Strengthen governance and standardize management. The renovation and improvement of old communities is the foundation, and the management of the "lining" is the key. By taking civil air defense, physical defense, and technical defense measures, standardized management, while strengthening the management of social services, a safe and stable new "line of defense" has been built for the old community, so that the residents of the community can live more comfortably and securely. According to the actual situation of each community, the main entrances and exits of the community are set up with gates, the guard duty room of the community is added, and a total of 128 management systems for vehicle barriers are installed to increase the sense of security of residents. Monitoring probes are set up at the entrance of the community, main road sections and nodes, and a total of 97 monitoring cells have been added. Replace the original damaged unit door with the building intercom unit anti-theft door, cancel the garbage collection point according to the standard of the garbage road in the building, set up sealed garbage cans, clean and dredge the fire escape, ensure the fire spacing and the effective evacuation width of the evacuation stairwell, and improve the fire protection facilities in accordance with the requirements of the fire protection code in the residential area.
Party building leads, co-construction and integration. In accordance with the idea of "party building leading, market operation, multi-party linkage, and pluralistic co-governance", a four-level pioneer grid of "community party committee + property party branch + party member center household + party member masses" is built to form a "four-in-one" work pattern of community party committee, business committee, property party organization and property company. Adhere to the two-line promotion of mass supervision and departmental supervision, governance and transformation at the same time, a total of 6,589 anti-theft fences and 4,039 shelves have been removed, 522 "flying lines and spider webs" have been banned, 2,451 external solar downspouts have been removed, and 464 private buildings have been demolished. Through the convening of "consultation meetings" in advance, "coordination meetings" during the event, and "appraisal meetings" after the event, the wishes of residents are fully respected, and decision-making conspiracy, development and construction are jointly managed, effects are jointly evaluated, and results are shared. Through the support of state-owned enterprises and the introduction of private enterprises to take over, the orderly introduction of market-oriented property companies for standardized management, the realization of the government-led, residents' autonomy, social forces coordinated grassroots community governance and service system, jointly and efficiently maintain the results of the transformation of old communities.
