On April 24, the Huizhou Municipal Bureau of Natural Resources issued an announcement on the "Special Plan for the Farmers' Market in Huicheng District, Huizhou City (2023-2035) (Draft)" (hereinafter referred to as the announcement) on its official website. According to the announcement, a total of 142 farmers' markets are planned in Huicheng District. Among them, 60 farmers' markets have been retained, 63 farmers' markets have been implemented, and 19 new farmers' markets have been added.

The announcement explained that as of December 2023, there are a total of 67 existing farmers' markets in the planning scope of Huicheng District. Among them, there are 5 wholesale markets for agricultural products, and 62 are only planned to implement the current farmers' markets, of which 14 are the largest number of streets on the south bank of the river, followed by 9 in Shuikou streets. Luzhou Town has the smallest number, with only 1.

According to the announcement, the total planned population control of Huicheng District is based on the "Huizhou City Land and Space Master Plan (2021-2035)", and the planned population size of Huicheng District is predicted to be about 2.35 million by 2035, while in terms of market demand forecast, the service scale of the farmers' market is set at 30,000-50,000 people (building scale ≥ 2,500 square meters per place), and there will be no less than 47 farmers' markets at the end of the planning period within the planning scope. According to the configuration standard of 15,000-25,000 people (building scale of 750~2,500 square meters/place), there are no less than 94 farmers' markets at the end of the planning period within the accounting planning scope.

Specific to the planning of farmers' markets in various towns and streets in Huicheng District, there are at most 24 streets on the south bank of the river, and there are at least two in Luzhou Town.

The announcement explained that the property rights of the new farmers' markets are recommended to be state-owned, and state-owned enterprises are encouraged to invest in the new farmers' markets within the scope of their main responsibilities and main businesses according to the principle of marketization. For the farmers' market built on the transferred plot, it is recommended that the relevant government departments operate and manage it in a unified manner, and the stalls and shops shall not be divided and sold. For the existing farmer's market, synchronous construction, synchronous acceptance, synchronous use, shall not change the use without authorization.

The relevant person in charge of the Huizhou Municipal Bureau of Natural Resources explained that it is necessary to strengthen the land security of the farmers' market, strengthen the public welfare characteristics of the farmers' market, incorporate the planning and distribution of the farmers' market into the land and space planning, and ensure the control factors such as the location and scale of the farmers' market. In the construction of new urban areas and the renovation of old urban areas, farmers' markets should be planned as public service facilities to ensure the demand for land for farmers' markets.
