In order to strengthen the management of electric vehicle charging in residential communities in Karamay City, maintain public order in the community, and protect the safety of residents' lives and property, the Municipal Bureau of Housing and Urban-Rural Development, the Municipal Emergency Management Bureau and other relevant units jointly compiled the "Regulations on the Management of Electric Vehicles in Residential Communities in Karamay City (Trial)" (hereinafter referred to as the "Regulations"), which was officially issued and implemented on April 9.
In view of the current problems such as parking and charging of electric vehicles in residential communities, the "Regulations" further clarified the work responsibilities of the municipal and district governments and various departments, and put forward clear management measures and work requirements.
The "Regulations" clarify the construction requirements and standards for electric vehicle parking places and charging facilities in residential communities. In the residential areas that have been built, the district government should take measures to organize the construction of parking places and charging facilities according to local conditions;
At the same time, community neighborhood committees and property service enterprises are required to carry out safety publicity and daily inspections, and promptly discourage and stop illegal parking and charging of electric vehicles, and immediately report the situation of ineffective dissuasion and suppression. Individuals or units that violate the provisions will be dealt with by the law enforcement authorities in accordance with laws and regulations.
In addition, the "provisions" also encourage units and individuals to complain and report illegal acts related to electric vehicles through the "12345" government service convenience hotline; encourage residential communities to promote the application of intelligent early warning, elevator blocking and other technical means to monitor and warn electric vehicles entering the elevator; encourage and guide units and individuals to purchase fire property insurance for charging facilities and places and electric vehicles.
"The standardization and institutionalization of electric vehicle management is the embodiment of the refinement and humanization of urban management, which helps to improve the property management level of residential communities, ensure the life safety and property safety of residents, and promote the harmony and stability of the community environment. The Municipal Bureau of Housing and Urban-Rural Development said that this year plans to be built by relevant enterprises in 59 residential areas of charging facilities, the Bureau will continue to pay attention to the implementation of the provisions, combined with the actual situation to adjust and improve the relevant policies and measures in a timely manner, to ensure that the provisions can be implemented, to create a safer, more convenient and comfortable living environment for the public.
