  Demonstrate the preservation of the country

  To study the issue of the comprehensive revitalization of Northeast China, we should have a broad pattern and a broad vision, and should correctly understand and grasp the national mission of the comprehensive revitalization of Northeast China from the perspective of the overall national development and the national and regional coordinated development strategy. General Secretary Xi Jinping clearly pointed out that "the Northeast region is an important industrial and agricultural base on the mainland, and it is very important to maintain the strategic position of national defense security, food security, ecological security, energy security and industrial security, which is related to the overall development of the country." From the strategic perspective of maintaining the country's "five major security", this puts forward requirements and expectations for promoting the comprehensive revitalization of Northeast China in the new era.

  First, in terms of national defense security, it is necessary not only to rely on the comparative advantages of important bases of science, technology and industry for national defense to speed up the building of a modern new system of science, technology and industry for national defense, but also to scientifically coordinate the relationship between economic construction and national defense construction, accelerate the formation of a new pattern of military-civilian integration and development, and steadily improve the ability to guarantee national defense security.

  Second, in terms of food security, it is necessary to speed up the modernization of agriculture and rural areas and enhance the overall grain production capacity. We will comprehensively strengthen the protection and utilization of black soil, effectively implement the strategy of "storing grain on the ground and storing grain in technology", build a high-quality national food security industrial belt, and be the "ballast stone" for stable national grain production and supply, and always put food security in the first place.

  Third, in terms of ecological security, firmly establish and practice the concept of "lucid waters and lush mountains are invaluable assets, and ice and snow are also invaluable assets", and the concept of green development will run through all aspects of economic and social development in Northeast China, so as to build a solid ecological security barrier in Northeast China.

  Fourth, in terms of energy security, we will accelerate the construction of the Northeast Corridor of Sino-Russian energy cooperation, promote the transformation and upgrading of the traditional energy and chemical system in Northeast China, and at the same time increase the development of renewable energy such as solar energy and wind energy in Northeast China, build a modern new energy industrial system, and strengthen energy security.

  Fifth, in terms of industrial security, according to the internal requirements of the construction of a modern economic system, the real economy will be strengthened, better and stronger in the coordinated development of the real economy and scientific and technological innovation, modern finance and human resources, and continue to improve the industrial basic capacity and industrial chain modernization level in Northeast China, so as to consolidate the foundation of industrial security.

  Based on the advantages of the Northeast

  Build a modern industrial system

  As an old industrial base, the revitalization and development of Northeast China must firmly grasp the primary task of high-quality development, and the key to it lies in innovation-driven development. At present, a new round of scientific and technological revolution is profoundly changing and affecting the industrial structure, the pattern of international industrial division of labor is also being reshaped, and the northeast region is in a critical period of transforming the economic development mode and optimizing the economic structure. At this historical juncture, we should promote industrial innovation with scientific and technological innovation, and accelerate the construction of a modern industrial system with the advantages of Northeast characteristics, as an important starting point for promoting the comprehensive revitalization of Northeast China in the new era.

  In terms of promoting the optimization and upgrading of the industrial structure in Northeast China, it is necessary to combine the transformation and upgrading of traditional industries with the cultivation of emerging strategic industries, take the deep integration of informatization and industrialization as the entry point, and take intelligent manufacturing as the main direction of advanced manufacturing equipment base, major technical equipment strategic base and R&D base, promote the penetration of information technology into all aspects of the manufacturing industry, and promote the transformation and upgrading of traditional manufacturing industry to high-end manufacturing in Northeast China. At the same time, with the integrated development of producer services and manufacturing industry as the main means, guide the Northeast manufacturing industry to develop in the direction of division of labor, extend the manufacturing industry chain, form an industrial integration development ecology, and promote the transformation of manufacturing industry from production-oriented to production-processing services.

  Further, the comprehensive revitalization of Northeast China in the new era is achieved on the basis of building a modern industrial system with Northeast characteristics. First, it is not a simple restoration and revitalization of the original foundation of the old industrial base, but the reconstruction of the industrial base capacity, the reshaping of economic creativity, and the transformation of old and new kinetic energy. Second, instead of continuing to develop the old economy that is compatible with the traditional mode of production, it is necessary to develop a new economy based on the requirements of the innovative and modern economic system and compatible with the new mode of production, as well as the traditional economic form transformed by the new economy. Third, it is not to reduce or expand production capacity on the basis of the traditional industrial system, but to embed the adjustment of the industrial structure into the construction of a modern economic system, and then rebuild the industrial ecology and build a modern industrial system with the advantages of Northeast characteristics. Fourth, it is not only to realize the transformation of the form of production on the original micro basis by combining it with modern technological means, or to realize the reorganization of factor resources on the basis of the original production relations, but to change the production relations of the original micro basis, so that it can form new production relations and combine them with new qualitative productive forces to form a new mode of production, or explore new production modes under new forms of business and new business models. Fifth, it is not simply through the formulation and implementation of preferential policies, specific differentiated policies and the flow of factors and resources to attract investment, but through the establishment of inclusive, open and inclusive institutional rules to create a world-class business environment.

  For a long time, state-owned enterprises have been an important micro subject of economic and social development in Northeast China, and they are also an important force to promote the optimization of industrial structure and achieve high-quality development. Objectively speaking, state-owned enterprises are not naturally inefficient and lack innovation power, and the key is to have an institutional mechanism and environment that stimulates vitality and forms competitive pressure. Based on this, an important measure to promote the comprehensive revitalization of Northeast China in the new era is to deepen the reform of state-owned assets and state-owned enterprises, strengthen and expand state-owned enterprises in Northeast China, and promote the comprehensive revitalization of Northeast China with the revitalization of state-owned enterprises in Northeast China to make new breakthroughs.

  For the Northeast region, subject to the management system of segmentation, state-owned enterprises have failed to form a market-oriented and socialized division of labor and coordination mechanism with the local economy, and have failed to form a good industrial ecology of common development of enterprises under multiple ownership systems and cooperation and symbiosis of large and small enterprises, and still need to be further improved in serving local economic development. Because of this, it is necessary to organically combine stronger, better and bigger central enterprises with local economic and social development goals, and break the problem of coordinated development between local central enterprises and local state-owned enterprises and private enterprises by improving the mechanism of interest connection and sharing, so as to provide a new breakthrough for high-quality promotion of the comprehensive revitalization of Northeast China.

  Cultivate new advantages of open economy in Northeast China

  General Secretary Xi Jinping pointed out that Northeast China is an important gateway for the mainland to open up to the north, and its strategic position and role in strengthening regional cooperation in Northeast Asia and connecting domestic and international dual circulation are becoming increasingly prominent. This important strategic positioning puts forward higher requirements for giving full play to the role of the government and the market in Northeast China.

  First, it is necessary to properly handle the relationship between the government and the market, let the market play a decisive role in the allocation of resources, and at the same time give better play to the government's role in guiding, regulating, and supervising economic operations, and organically combine an effective market with a promising government. The second is to speed up the transformation of government functions, combine the streamlining of administration and decentralization, the construction of the legal system, the construction of the credit system, the construction of the service platform and the optimization of the business environment, deepen the reform of the commercial system, and fully implement the negative list system for market access, so as to provide institutional and institutional guarantees for optimizing the business environment. The third is to speed up the construction of a unified market system, a perfect factor market, a standardized market order, a healthy industrial ecology and a socialized service platform, and eliminate barriers and obstacles that affect the free flow of factor resources and fair competition. Fourth, in the design of policies, it is necessary to avoid the hedging effect, to encourage policies to go higher and to constrain policies to go lower; in policy implementation, to avoid the phenomenon of "multiple government departments", so as to achieve unity of government decrees. Fifth, it is necessary to protect and stimulate the vitality of various business entities, improve the competitiveness and innovation ability of enterprises, and at the same time actively rebuild micro entities and form a new mode of production that is compatible with the new productive forces and coordinated with the new production relations.

  It should be emphasized that the comprehensive revitalization of Northeast China in the new era is by no means a revitalization under the condition of a closed economy, but an all-round revitalization in a high-level opening up. The unique geopolitical pattern of Northeast Asia further requires that the comprehensive revitalization of Northeast Asia in the new era should be planned for peaceful development in Northeast Asia, especially in the context of mutual benefit and win-win cooperation in Northeast Asia.

  First, we need to seize the development opportunities of the Regional Comprehensive Economic Partnership (RCEP). The formal entry into force of the RCEP agreement will accelerate the process of regional economic cooperation and integration in Northeast Asia. The Northeast region should make full use of this favorable condition to promote the development of border economic cooperation zones and cross-border economic cooperation zones, promote the transformation of its own industrial structure from industrial production to processing trade, and promote the transformation of relevant enterprises from focusing on domestic demand to paying equal attention to domestic demand and foreign demand, so as to cultivate new advantages of open economy in Northeast China.

  Second, it is necessary to seize the opportunities for the development of the Russian Far East. As the forefront of the mainland's opening up to the Russian Far East, the Northeast region can give full play to the advantages of the China-Russia-Mongolia Economic Corridor as an important channel in the construction of the China-Russia-Mongolia Economic Corridor in the context of building a comprehensive strategic partnership of coordination between China and Russia in the new era, and continue to deepen the economic and trade cooperation between China and Russia in the Northeast and the Far East with the development of resources and energy, agriculture, aquatic and animal husbandry, and infrastructure construction as breakthroughs.

  Third, it is necessary to firmly grasp the positive factors in the political and economic relations between China, Japan, and the ROK. In the complex and ever-changing geopolitical landscape, we should find opportunities for cooperation, seek common ground while reserving differences, seek common ground while reserving differences, eliminate interference, manage differences, tap the potential of China-Japan-ROK cooperation, and seek a definitive vision and goal for cooperation and development in the ever-evolving geopolitical relationship, so as to jointly promote the development, prosperity and stability of Northeast Asia.
