According to the "Interim Provisions on Open Recruitment of Personnel in Public Institutions" (Order No. 6 of the Ministry of Personnel) and the "Interim Measures for Open Recruitment of Personnel in Public Institutions in Gansu Province" (Gan Banfa [2011] No. 22) and other relevant regulations, our center is open to the public to recruit 12 staff. The announcement is as follows:
(1) Have the nationality of the People's Republic of China and enjoy the basic political rights of citizens.
(2) Abide by the Constitution and laws and be of good character.
(3) Physical and mental health, no major diseases, hard-working, diligent and dedicated.
(4) The age requirement for applicants is: born after April 23, 1994.
(5) Have the required academic qualifications, majors and skills for the post. Among them, the academic qualifications and majors (professional directions) marked on the applicants' graduation certificates should be consistent with the academic qualifications and majors (professional directions) required by the recruitment position. Applicants who have obtained foreign academic certificates shall be subject to the certified majors of the Service Center for Overseas Study of the Ministry of Education, and similar majors abroad and domestic universities shall decide whether to be included in the recruitment scope after being studied by the recruitment leading group of Gansu Provincial Big Data Center. Persons with one of the following circumstances are not allowed to register:
1. Persons suspected of violating discipline or law who are being reviewed by specialized agencies and have not yet reached a conclusion.
2. Persons who have been criminally punished for crimes or dismissed from public office.
3. Persons who have received Party and government discipline (school discipline) sanctions for which the period has not yet expired.
4. Personnel who have been recorded in the integrity file due to violations of discipline and regulations in personnel recruitment examinations at all levels and the record period has not yet expired.
5. Persons who have been entered into the list of targets for joint disciplinary action for untrustworthiness in accordance with law.
6. Other circumstances stipulated by laws and regulations.
Second, the recruitment position
A total of 12 staff members are planned to be recruited, all of whom are professional and technical positions, and the specific situation is detailed in the "Gansu Provincial Big Data Center Open Recruitment Position List".
3. Recruitment Procedures
(1) Registration
1. Registration time: Registration is from 9:00 on May 6, 2024 (Monday) to 18:00 on May 10, 2024 (Friday). The recruitment announcement was published on the Gansu Government Service Network (http://zwfw.gansu.gov.cn/) and reprinted on the website of the Gansu Provincial Department of Human Resources and Social Security (http://rst.gansu.gov.cn).
2. Registration method: Select "Gansu Provincial Big Data Center 2024 Open Recruitment of Staff" through the "Registration System" (https://ks.gszhaopin.com/) for online registration.
(1) Online registration. Candidates must log in to the "Registration System" and register as a user, and must accurately fill in their name and ID number when registering, and keep their username and password properly. After the registration is completed, upload a recent bareheaded frontal electronic photo of yourself (PNG or JPG format, size within 1MB). Candidates must use a valid national ID card to register, and the registration must be the same as the national ID card used for the test.
(2) Upload attachments. Applicants must upload their resident ID cards, graduation certificates, degree certificates and relevant supporting materials to the registration system (PNG or JPG format) in the form of attachments.
When registering online, candidates should carefully read the "Letter of Commitment to Integrity", "Announcement" and the list of positions. Once the application has been submitted and approved, it cannot be changed. The relevant information submitted by the applicant must be true, accurate and valid, and meet the conditions of the post, otherwise the consequences shall be borne by the applicant. The academic and professional information submitted should be the information on the same graduation certificate and meet the requirements of the recruitment announcement. For those who provide false information and affect the results of the registration review, once discovered, they will be disqualified, and they will be severely dealt with in accordance with the relevant provisions of the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security), and the fees paid will not be refunded.
3. Preliminary examination of qualifications. The Gansu Provincial Big Data Center will conduct a preliminary examination of the qualifications of the candidates according to the requirements of the announcement and the job conditions.
4. Query the qualification review results. Candidates should log in to the registration system 2 days after submitting the registration application to check whether they have passed the qualification examination. Applicants who fail to register on the last day shall be responsible for the failure to register.
5. Registration and payment. Candidates who have passed the preliminary examination of qualifications should log in to the registration website from 8:30 on May 7, 2024 (Tuesday) to 18:00 on May 11, 2024 (Saturday) and pay the written test registration fee of 150 yuan according to the regulations. After the payment is successful, it will be deemed that the registration is successful, and those who fail to register and pay the fee according to the regulations will be deemed to have given up automatically. After successful registration, please print the "Registration Form" by yourself.
6. Print the admission ticket. The announcement issued by the Gansu government service network shall prevail.
(2) Written examination
1. The specific time and place of the written test will be notified separately, and the announcement notice issued by the Gansu government service network shall prevail.
2. The full score of the written test is 100 points, closed-book form, and the time is 150 minutes.
3. The written test is entrusted to a third party, and the content of the written test is the professional basic knowledge and comprehensive ability required by the position.
4. In principle, the ratio of the written test shall not be less than 3:1 between the number of participants in the written test and the number of recruitment plans, and if it does not reach 3:1, the Gansu Provincial Big Data Center Open Recruitment Leading Group shall delineate the minimum control score line, and inform the candidates in writing before the written test. Those who fail to reach the minimum control score will be disqualified from entering the next link.
5. The results of the written test will be announced on the Gansu government service network within 3 days after the end of the written test.
6. You must bring your original valid ID card and admission ticket for the written test, and you are not allowed to participate in the written test.
(3) On-site qualification review
The qualification review will be conducted before the interview, which will be organized by the Gansu Provincial Big Data Center, and the time, place, and precautions of the qualification review will be announced on the Gansu government service network. The qualification review personnel shall be determined in the order of the written examination results from high to low, and the ratio of the number of recruitment plans to the number of participants in the qualification review shall be 1:3; During the qualification review, candidates should provide the following materials:
1. One original and one copy of the admission ticket and valid ID card;
2. 1 original and 1 copy of the graduation certificate and degree certificate, 1 copy of the academic record certificate of the academic information network, and 1 copy of the graduation certificate and degree certificate issued by the institution issued by the institution where the college graduates have not yet graduated;
3. 2 recent 1-inch ID photos with no hat (must be consistent with the online registration photo);
4. Applicants who have a work unit need to provide a certificate of consent issued by the department with personnel management authority;
5. Returnees must present the certification of foreign academic qualifications and degrees issued by the Service Center for Scholarly Study of the Ministry of Education.
Those who do not meet the recruitment conditions, have false information in relevant materials and affect the results of the qualification review, and fail to participate in the qualification review on time will be disqualified and the registration fee will not be refunded. If there is a vacancy due to unqualified qualification review or automatic abandonment, it will not be filled. Applicants who have passed the qualification review will be issued an "Interview Notice".
(4) Interview
1. The specific time and place of the interview will be notified separately, and the announcement notice issued by the Gansu Government Service Network shall prevail.
2. Interview candidates: According to the order of the written test results from high to low, the interview candidates will be determined according to the ratio of 1:3 between the number of recruitment plans and the shortlisted interviewers. If it fails to reach 1:3, the Gansu Provincial Big Data Center Open Recruitment Leading Group will delineate the minimum control score line, and inform the candidates in writing before the interview.
3. Interview format: The interview adopts structured and other methods, and a 100-point system is implemented. Focus on the professional basic knowledge and comprehensive ability required for the position. The results are announced on the spot and signed by the candidates. Candidates must bring the admission ticket, the original valid ID card and the "Interview Notice" during the interview. Those who do not have one of the above documents will not be allowed to attend the interview.
4. If the interviewer is absent or gives up the vacancy, it will not be filled.
(5) Accounting and publication of results
Total score = written test score ×70% + interview score ×30%, written test score, interview score and total score are kept to two decimal places. When there is a tie in the total score, the one with the higher score in the written test will be given priority, and when the score in the written test is the same, the interview assessment will be organized separately, and the one with the higher score will be given priority. The interview results and total scores will be announced on the Gansu government service network within 3 days after the interview.
(6) Physical examination
According to the order of the total score from high to low, the physical examination personnel will be determined 1:1 according to the planned number of recruits. The physical examination shall be carried out in accordance with the "Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial)" and the Operation Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140). Participants in the physical examination must hold a valid ID card, admission ticket and "Interview Notice", which is organized by the Gansu Provincial Big Data Center and conducted in Lanzhou Grade III General Hospital, and the cost is borne by the applicants. The time and place of the physical examination will be notified to the candidates by phone (text message) and other means, please be sure to keep the communication unimpeded.
If there is any doubt about the physical examination, the applicant can apply for a re-examination within 3 days, and the conclusion of the re-examination shall prevail. Candidates should strictly abide by the regulations and requirements of the physical examination, make the identity true and effective, and conscientiously complete all the physical examination items. For serious violations of discipline and rules such as falsification or concealment of the true situation (such as concealment of diseases and medical history that affect employment), resulting in distortion of physical examination results, the recruitment qualification will be cancelled.
(7) Investigation
After the physical examination, the Gansu Provincial Big Data Center will inspect the qualified personnel. The inspection runs through the whole process of open recruitment, and adopts individual conversations, access to files, etc., to conduct a comprehensive investigation of the morality, ability, diligence, performance, learning, integrity and other aspects of the object, and make the investigation conclusion objectively and fairly. If the applicant provides false materials, conceals the truth or has other behaviors that hinder the inspection work, interferes with or affects the objective and fair conclusion of the inspection unit, the recruitment qualification shall be cancelled.
If there is a vacancy due to unqualified physical examination and inspection, it will not be filled.
(8) Announcement of the personnel to be hired
According to the results of the physical examination, the party group of the Gansu Provincial Big Data Center will study and determine the personnel to be hired, and publicize them on the Gansu government service network, and the publicity time will be 5 working days. For the problems reflected in the announcement, after investigation and verification, the proposed personnel who do not meet the employment conditions will be disqualified, and the vacancies in the publicity and subsequent links will not be filled.
(9) Filing and employment
Personnel who have no objection to the publicity shall be reported to the Gansu Provincial Department of Human Resources and Social Security for the record after being studied by the Party Group of the Gansu Provincial Big Data Center. In accordance with the regulations, determine the post level, sign the employment contract, cash the corresponding benefits, and handle the file transfer and other related procedures.
4. Other matters
(1) The whole process of this open recruitment is carried out under the supervision of the Discipline Inspection and Supervision Group of the General Office of the Gansu Provincial Commission for Discipline Inspection and Supervision and the Discipline Inspection Commission of the Gansu Provincial Big Data Center.
(2) This examination does not specify the examination textbooks, does not delineate the scope of the examination, and does not hold or entrust any institution to hold examination counseling training.
(3) In any link of open recruitment, any person who commits fraud will be disqualified from applying for the job once it is verified, no matter when it is discovered.
(4) Applicants shall not apply for recruitment positions that constitute a recusal relationship after being hired, that is, positions in employers where persons who have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close in-law relationship serve as a leading member, as well as other positions with other influencing circumstances. For specific circumstances of recusal, please refer to the "Provisions on the Recusal of Personnel Management of Public Institutions".
(5) Applicants who must obtain graduation certificates and degree certificates with corresponding academic qualifications before July 31, 2024, and whose graduation certificate information cannot be queried on the "China Higher Education Student Information Network (Xuexin.com)" and who have untrustworthy behaviors verified on websites such as "Dinglixin", will not be approved for employment.
(6) Written examinations, qualification reviews, interviews, physical examinations and other notices will be notified through the Gansu government service network announcement, telephone, etc., please pay attention at any time, and keep the communication unimpeded, if I do not read the relevant information in time, the consequences will be borne by yourself.
