I am Bai Jincun, with a college degree, and I serve as the secretary of the party branch of Ji Xiaotan Village, Qinhe Town, Yuyang District, Yulin City, Shaanxi Province. In April 2018, I began to serve as the secretary of the Jixiaotan Village Branch, and in 2021, I began to "shoulder to shoulder" as the branch secretary, director of the village committee and chairman of the cooperative.
Jixiaotan Village is located 7 kilometers northwest of Yulin City, and the Yulin West Ring Expressway passes through the village, with obvious traffic and location advantages. The total area of the village is 48 square kilometers, with 7 villager groups, 535 households, 1,637 people, and an existing cultivated land area of 6,800 mu, with a per capita cultivated land area of 4.1 mu. There are 45 party members in the village, including 7 female party members and 12 with college diplomas or above. The per capita disposable income in 2023 will be 18,800 yuan. There are a number of rural cultural tourism, characteristic agriculture, farmhouse and other industries in the jurisdiction, such as this farmhouse, Peach Blossom Lake, Military Park, Shagaimei, etc.
I have organized many meetings of party members and mass representatives, invited public officials and wealthy experts to return to the village for many discussions, gave full play to the advantages of our village being located in the suburbs and adjacent to the airport ecological zone, and made full use of the land acquisition policy to return more than 2,800 acres, and built our village into a characteristic new countryside around Yulin that integrates ecological health care, industrial integration and rural tourism during the "14th Five-Year Plan" period.
Since 2018, our village has actively sought superior funds to complete the full coverage of the construction of cement roads and household roads in the whole village, and at the same time completed the lighting of 259 solar street lamps on the main roads of the village group, and planned to complete the lighting project of all roads by the end of the 14th Five-Year Plan, and update 1,100 acres of agricultural water conservancy facilities.
Do a good job in the demonstration and upgrading project of traditional white cashmere goats. White cashmere goat breeding is a leading industry in our village, and more than 10 breeding demonstration households with a scale of more than 1,000 such as Liu Yunfa and Liu Peng have been formed, with an annual income of more than 200,000 yuan. During the 14th Five-Year Plan period, we plan to expand and develop 50 large breeding households through the demonstration of demonstration households, and strive to achieve 100 demonstration households with a breeding scale of more than 30,000 sheep, and take white cashmere goat breeding as an advantageous leading industry in our village. At the same time, we should also do a good job in the construction of vegetable greenhouses. Taking advantage of the transportation location, in 2021, the village joint-stock economic cooperative will build 40 vegetable greenhouses along the West Ring Expressway to develop the facility vegetable industry and broaden and promote the channels for farmers to increase their income.
Actively strive for more than 400 yuan of superior funds to complete the renovation of 195 old residences of "three reforms in one", 238 households in the renovation of enclosures, and 362 households in the toilet revolution. We should pay attention to afforestation and improve the level of ecological construction. Seize the opportunity of the Municipal Party Committee and the Municipal Government to improve the quality and efficiency of Forest City, increase ecological greening, and vigorously promote the greening of the whole area.
What kind of countryside to build and how to build the countryside has been a historical issue facing the Chinese nation for thousands of years. Before I participated in the "Head Goose" cultivation project in Yuyang District, as the secretary of the Party branch of Jixiaotan Village, Qinhe Town, I was already actively exploring the industrial development of my village, hoping to lead the villagers to dig deep into local resources, give full play to geographical advantages, and explore the industrial development model suitable for our village. In this process, we have achieved remarkable results and led everyone on the road to prosperity.
I believe that as the "head goose", we must have a sense of mission and responsibility to lead the masses to industrial revitalization, unswerving ideals and beliefs, the courage to judge the situation, and the craftsman spirit of excellence.
Through this week's cultivation and study at Northwest A&F University, I have a deeper understanding that what I have done in the past coincides with today's identity as a "head goose". This has greatly strengthened my confidence and determination to start a business, and in the future position, I will continue to play a leading role in the "head goose" and demonstrate and lead the "wild goose" innovation and entrepreneurship. Lead the villagers to deepen industrial development, improve the quality and added value of agricultural products, and promote the prosperity and development of the rural economy.
