On clarifying the work of flood prevention and drought control in 2024
Municipal contact persons and responsible persons shall notify the flood control and drought relief headquarters of all districts and counties and the member units of the municipal flood prevention and drought control headquarters:
In order to effectively do a good job in flood prevention and drought control in 2024 and strictly implement the responsibility system for flood prevention and drought control, in accordance with the relevant provisions of the "Flood Prevention Law of the People's Republic of China", "Flood Prevention Regulations of the People's Republic of China", "Drought Relief Regulations of the People's Republic of China" and the relevant provisions of the "Responsibilities of the Chief Executive of Local People's Governments at All Levels for Flood Prevention and Drought Relief" of the National General Administration of Flood Prevention and Drought Control, and with the consent of the main leaders of the Municipal Party Committee and the Municipal People's Government, the city-level contact persons and responsible persons for the city's flood prevention and drought control work in 2024 are hereby clarified.
Contacts and responsible persons for flood prevention and drought control at all levels should adopt a highly responsible attitude, enhance their awareness of flood prevention and drought control, conscientiously perform their duties, strictly enforce the discipline of flood prevention and drought control, and ensure that ideology, responsibility, work, and guidance are in place. The city's flood prevention and drought control work will strictly implement the system of affixing responsibility, and those who cause serious losses due to bureaucracy, dereliction of duty, ineffective command, or insufficient preparation will be held accountable in accordance with discipline and law.
All districts, counties, and relevant units should, in accordance with their management and dispatch authority, comprehensively implement the responsibility system for flood prevention and drought control in reservoirs, sluices and dams, hydropower stations, and flood control projects under their jurisdiction, clearly define the administrative, technical, and inspection and management responsibilities at all levels such as counties, townships (towns), and villages, publish at all levels the list of persons responsible for flood prevention and drought control, clarify their responsibilities, and accept social supervision.
