Recently, an electric bicycle parked in an outdoor carport in a small area of Changning District smoked and caught fire, and the Changning District Fire and Rescue Detachment quickly went to deal with it after receiving the alarm, and there were no casualties at the scene. After investigation, it was found that the reason for the smoke and fire of the electric bicycle was the illegal installation of batteries.
At 18:16 on April 21, in an outdoor carport in a small area of Yan'an West Road, an electric bicycle suddenly smoked and caught fire while charging. When rescuers arrived at the scene, they put the smoking battery into a bucket of water to cool it, but fortunately there were no casualties at the scene.
After the investigation of the fire accident, it was found that the electric bicycle had two battery compartments, the lithium battery in the battery compartment installed under the seat box was damaged by smoke, and the original car battery at the pedal was intact. The cause of the fire was the failure of the lithium battery (48V) of the e-bike in the state of charge.
After inquiry, the owner of the car involved, Wei, went to an electric bicycle repair shop in March 2024 to modify it in order to install a battery, and leased a 48V lithium battery on March 30 and used it.
The owner of the car involved, Wei, was lucky about the modification of the electric bicycle, and did not expect that the installed lithium battery would fail in the charging state and cause a fire. According to the provisions of the "Fire Protection Law of the People's Republic of China", the owner of the car involved in the accident, Wei, has been administratively detained in accordance with the law.

Article 12 of the Regulations of Shanghai Municipality on the Safety Administration of Non-Motorized Vehicles stipulates that:
Units and individuals are prohibited from engaging in the following conduct:
(A) assembled non-motor vehicles;
(2) Installing batteries, motors and other power devices on non-motor vehicles, and installing seats, umbrellas, canopies (compartments), and high-decibel audio;
(3) Changing the size of the exhaust device of a non-motor vehicle, replacing a battery that does not meet the factory rated voltage, or replacing a motor or other power device without authorization;
(4) Dismantling or altering the silencer, speed warning sound, speed limit, and exhaust gas treatment devices of non-motor vehicles;
(E) other changes in the technical parameters of non-motor vehicle stereotyping, affecting the safety of non-motor vehicle installation, modification behavior.
It is forbidden to sell non-motor vehicles that are assembled, added or modified.
