In order to severely crack down on crimes in the fields of ecological environment, food, drugs, and intellectual property rights in accordance with law, and to further encourage citizens, legal persons, or other organizations to actively report leads on violations and crimes, on the basis of the "Inner Mongolia Autonomous Region Public Security Organs' Measures for Rewarding Reporting Leads on Crimes of Ecological and Environmental Food and Drug Rights" (hereinafter referred to as the "Measures"), relevant leads on violations and crimes are hereby openly solicited from the public. If the reported illegal and criminal acts fall under the jurisdiction of the public security organs and are verified to be true, a reward ranging from 500 yuan to 30,000 yuan will be given in accordance with the provisions of the "Measures". The notice is as follows:
1. The scope of leads on reporting violations and crimes
(1) Leads on crimes in the field of ecology and the environment
Crimes of illegally occupying cultivated land in grasslands and woodlands, destroying nature reserves, illegally felling and indiscriminately felling forests, and endangering plants under national key protection; illegally introducing, releasing or discarding invasive alien species, infectious disease strains, and the spread of poisonous species; destroying ancient and famous trees, and illegally digging and indiscriminately harvesting wild medicinal plants; discharging, dumping, or disposing of radioactive wastes, wastes containing infectious disease pathogens, toxic substances, or other harmful substances in violation of state regulations, seriously polluting the environment; undermining the environmental quality monitoring system, Key pollutant dischargers discharge air pollutants in excess of standards, as well as crimes involving "dual carbon" and ozone-depleting substances, illegal discharge, dumping, and disposal of hazardous wastes by using hidden pipes, seepage wells, and other methods to evade supervision, illegal recycling, utilization and disposal of hazardous wastes such as waste lead-acid batteries, waste mineral oil, aluminum ash slag, and tailings slag, causing environmental pollution crimes, and crimes of environmental pollution committed by third-party environmental protection service organizations.
(2) Leads on crimes in the field of wildlife
Illegal hunting or killing of rare or endangered wild animals under key national protection, or illegal purchase, transportation, or sale of rare or endangered wild animals under key national protection and the products thereof, hunting in prohibited areas, hunting during prohibited periods, or using prohibited tools or methods in violation of hunting laws and regulations, illegal hunting, purchasing, transporting, or selling terrestrial wild animals for the purpose of eating, or illegally fishing aquatic products in prohibited areas, fishing ban periods, or using prohibited tools or methods.
(3) Leads on crimes in the field of mineral resources
Illegal mining of mineral resources or destructive mining methods to extract mineral resources: illegal mining and destructive mining of lithium, iron and non-ferrous metals, illegal river sand mining, illegal excavation and indiscriminate excavation of black soil, illegal mining of gold mines by "washing holes", over-mining of groundwater resources and other criminal acts.

The production or sale of food that does not meet safety standards is sufficient to cause serious food poisoning accidents or other serious foodborne diseases (including: producing and selling food containing pesticide residues, veterinary drug residues and other substances that seriously endanger human health in excess of the standard limits; producing and selling livestock, poultry, animals, aquatic animals and their meat and meat products that have died of illness, the cause of death is unknown, or have failed inspection and quarantine); Harmful non-food raw materials or the sale of food that is knowingly adulterated with toxic or harmful non-food raw materials; violating the relevant provisions of the state or autonomous region by privately setting up slaughterhouses (farms) to engage in slaughtering, sales, and other business activities; selling fake and shoddy food in bulk through online livestreaming platforms, employing Internet celebrities, and livestreaming goods; manufacturing and selling fake cigarettes and wine; producing and selling counterfeit and shoddy pesticides, veterinary drugs, fertilizers, seeds, and other criminal acts.
(5) Leads on crimes in the field of drug safety
Production, sale, or provision of counterfeit or inferior drugs; Carrying out acts that obstruct drug administration, producing or selling drugs prohibited by the drug regulatory department of the State Council, producing, importing or selling the above-mentioned drugs without obtaining relevant approval documents, fraudulently obtaining drug registration applications by providing false certificates, data, materials, samples, etc., and fabricating production and inspection records, etc., which are sufficient to seriously endanger human health; Illegally purchasing or selling drugs purchased by fraudulent insurance through medical insurance; Selling medical equipment and cosmetics that do not meet health standards, illegally collecting human genetic resources, smuggling genetic resources materials, illegally implanting gene editing and cloning embryos, and causing the spread of infectious disease strains and viruses.
(6) Leads on crimes in the field of intellectual property rights
Manufacture and sale of products that do not meet safety standards, counterfeiting registered trademarks or selling goods with counterfeit registered trademarks without the permission of the registered trademark owner, illegally manufacturing and selling illegally manufactured registered trademark logos, counterfeiting others' patents, infringing copyrights or copyright-related rights or selling infringing copies, infringing trade secrets by improper means or disclosing, using, or allowing others to use illegally obtained trade secrets, manufacturing and selling counterfeit and shoddy products for minors, children's toys, clothing, shoes and hats, auto parts, household appliances, etc. Crimes of infringement and counterfeiting of building materials and fire-fighting products, illegal reproduction and distribution of books, online dissemination of pirated literature, film and television works and other crimes of copyright infringement, production and sale of adulterated, adulterated, fake and shoddy products, shoddy products, or substandard products passed off as qualified products.
2. Conditions for receiving rewards for whistleblowing
Where the public security organs directly crack a criminal case or seize a den and arrest a criminal suspect on the basis of a reported clue, the report provides clues on a crime that the public security organs have already filed and investigated but have not yet grasped and verified to be true, and the reported leads play a major role, and other situations.
3. Methods of reporting
Units and individuals may make reports by telephone, letter, visit, or other means by dialing "110" or other reporting telephone numbers announced by the public security organs, or by sending text messages to "12110"; In order to facilitate verification and reward, real-name reporting is encouraged. The public security organs shall keep the information of informants strictly confidential and protect the rights of informants in accordance with the law; those who maliciously make reports, make false accusations, frame others, or retaliate against whistleblowers will be investigated for their legal responsibility in accordance with the law.
