Fifty percent of civil disputes in buildings are settlement and labor issues
As the core location of the Xinchuang Industrial Base in Kaifu District, there are many buildings and science and technology enterprises in the jurisdiction of the Elite Road Community. Among them, the three buildings of Fuxing World Financial Center alone have gathered 136 enterprises and 5,986 employees. Only the functional center of Kaifu District Information and Innovation Industrial Base in Fuxing Building gathers 13 head R&D enterprises such as Feiteng Information, Kylin Software, and Rongteng Network. Allowing the mediation of civil disputes in building enterprises not to "go downstairs" has become an important measure to optimize the business environment in Kaifu District.
The Elite Road Community Police was hired as the "room chief" of the police network integration building mediation studio.
"Many small and micro enterprises do not have a dedicated legal department, or even long-term legal counsel, and often do not know how to mediate disputes and conflicts. Failure to mediate minor disputes in a timely manner will lead to "civil to criminal punishment" or going to court, which will not only increase the burden of litigation but also aggravate social harm.

Kaifu District's first-in-class third-party research method for resolving petition backlogs in the province has brought inspiration to the mediation of building disputes without "going downstairs". Since the beginning of this year, the Party Committee of the Elite Road Community has cooperated with the police station, judicial office, law firm and other parties in the jurisdiction to try to work together to send mediation and police services "upstairs".
This year, Yang contracted an elevator project in the jurisdiction of the Elite Road community and subcontracted to Ai for construction, but before the start of construction, Ai sat on the ground and raised the price, resulting in a delay in the construction period. Yang then defaulted on the project payment to retaliate against Ai, and Ai demanded money by cutting off the power. The two "quarreled", but it affected the entire building, causing a police situation. The community party committee convened a meeting of all parties, presided over by the police station, mediated by the judicial office, and the senior lawyer popularized the law in the middle from the position of a third party, and finally the two sides shook hands and made peace, reconciled the accounts on the spot, and Yang promised to pay off the arrears within three days, resolving the conflict.
Public security, justice, law firms, psychological counselors and other forces have set up mediation studios in commercial buildings, and disputes are resolved without "going downstairs".
The Police Network Convergence Building Mediation Studio is an upgraded version of this mediation experience, which not only resides in the public security, justice, lawyers and social workers, but also recruits psychological counselors and social elites and moral models in the grid.
"Social problems are all human problems, and human problems are often 'heart' problems. Zhang Mingxiang, a "good person in Hunan" and a national second-level psychological counselor, is a member of the third-party research working group for resolving the backlog of letters and visits in Kaifu District, and has also become a member of the mediation studio this time. She said that the high-quality people in the building are densely populated and the awareness of rights protection is strong, and the involvement of psychological counselors in dispute mediation is more conducive to empathy with both parties to the dispute, bring a sense of respect, and promote conflict resolution.
