In 2008, Quyang Road Street put forward and practiced the "three-pronged work method" of the neighborhood committee, that is, "all-weather reception, all-round acceptance, and whole-process responsibility" with the goal of "benefiting the masses, achieving practical results in management, and having vitality at the grassroots level", and explored the construction of the "all-department" neighborhood committee and the "first question responsibility system", and solved many problems that matched the work of the neighborhood committee and the needs of the masses through the innovation of governance methods.
In 2015, the "Skill Pass" was officially launched. With the goal of promoting the reduction of the burden and increasing the capacity of the cadres of the neighborhood committee, the "skill pass" reduces the assistance of the neighborhood committee to the government matters and work ledgers, so that the cadres of the neighborhood committee can achieve "one specialization and multiple abilities, all posts, one person on the post, and all matters", create a "general practitioner" style cadre team, and improve the comprehensive ability of the cadres of the neighborhood committee, which was promoted in the city in 2017.
In 2018, the "Service Pass" was officially launched. With the goal of improving the ability of neighborhood committees to serve the people, the "Service Pass" has formed two lists of "non-face-to-face service and zero-distance service", realizing online inquiry and handling of government affairs service matters and online inquiry and delivery of life service matters.
In 2019, the "Governance Pass" was officially launched. Guided by residents' autonomy and focusing on the actual needs of the community, the "Governance Pass" focuses on the "five things" of community governance, standardizes the community governance process, builds a three-level discussion and consultation platform, and implements the "proposal system", "appointment system", "commitment system" and "liaison system", and promotes the line departments to revolve around the grassroots level to form a set of governance models that can be replicated and promoted.
In 2022, Quangangtong will further explore "digital communication". With the goal of reducing the burden of grassroots work and increasing the energy of the work of the masses through digital means such as "100 tables are one", "Digital Communication" liberates grassroots cadres from cases, frees up more time and energy, focuses on resolving emergencies and difficulties for the people, actively improves the efficiency of grassroots governance, and takes the mass line in a solid manner.
Since 2023, Quyang Road Street has continued to move towards the Quangang Pass 4.0 Digital Pass. Under the support and guidance of the District Civil Affairs Bureau and the District Urban Transportation Center, the "Quangangtong" of Quyang Road Street is based on the "Yibiaotong" to explore and develop the "Digital Quangangtong". By digital means, all kinds of sporadic ledgers in the hands of the original cadres of the neighborhood committee are integrated into a unified digital ledger for the whole street, which is used and maintained by the whole street.
The reporter learned that through the "digital all-post pass", the cadres of the neighborhood committee can realize the collection, entry, uploading and correction of the basic data of residents as long as they use the mobile phone, avoiding the maintenance of redundant paper volumes and filling in multiple electronic forms, which greatly improves the accuracy of data and the convenience of line work.
At the same time, the data and information on the population base, residents' living conditions, health status, housing, water and electricity safety, and policy treatment can be compared with the cloud data of the "Digital All-Post Pass" during the visits, and the residents' demands heard can be analyzed and reported.
In order to make it easier for the cadres of the neighborhood committee to fill in the process and use the data more conveniently, Quyang Road Street sorted out the policy labels, optimized the visit form, and pre-filled the basic information in the neighborhood committee visit information form, so that the cadres of the neighborhood committee only need to simply check the information when visiting, making the visit more efficient.
At the street level, a pre-filled task form is also set up to reasonably coordinate the specific work assigned to the neighborhood committee. Work more through the streets, and work less in the neighborhood committees,

The origin of the work
At present, relying on the "digital all-gang pass", Quyang Road Street actively carries out the "four hundred" visit to residential areas, measures the people's sentiments with footsteps, and sincerely solves people's worries.
Previously, during the visit, Qian Jie, a cadre of the Quyi Neighborhood Committee, found that an elderly man living alone was in poor spirits and in poor health. He immediately contacted the old man's relatives and sent him to the hospital, so that he could receive timely treatment.
Afterwards, Qian Jie kept in touch with the old man's relatives and recorded her nursing information in the digital all-post pass. Yu Teng, secretary of the general party branch of Quyi residential area, saw the information of the incident in the "digital all-gang pass", and quickly helped the elderly find suitable housekeeping staff to take care of them by contacting the "two new" party building and co-building housekeeping service units.
During the renovation of the beautiful home in the East Fifth Community, some residents reported whether they could open the back door of the building and open up a passage so that residents could avoid taking the "wronged" road.
After the relevant appeal information was reported in the "Digital All-Post Pass", the street and the Dongwu Neighborhood Committee attached great importance to it, immediately went to the scene to inspect it, and initiated a project to renovate it.
In the end, the back doors of the two high-rise buildings No. 651, No. 641 and No. 621 in the East Fifth Community were renovated together, each opening up a new passage, and adding a ramp for the disabled to facilitate the elderly and the disabled. Resident Huang Guoping said, "It seems like a small thing, but for us older people, it is a big thing."
Since the full launch of the "Digital All-Post Pass", the efficiency of street visits on Quyang Road has continued to jump, and the feedback period of actual population changes has been shortened from about 7 days to 2-3 days, and the work efficiency has increased by more than 50%.
The relevant person in charge of Quyang Road Street said that relying on the empowerment of "Digital Quangang Pass", the "400" in residential areas has changed significantly, and the visit goals of the cadres of the neighborhood committee are clearer, the progress is visualized throughout the process, the results are efficiently accumulated, and the data is rapidly iterated.
The "Digital Quangang Pass" records the "urgency, hardship and expectation" of each resident visited in real time, so that the cadres of the neighborhood committee can come to the door with problems and solutions, and the residents feel more respected, and the sense of participation and gain is significantly enhanced.
The street will continue to develop digital governance scenarios, further enrich the functional role of "Walking 400", and continuously improve the efficiency of visits.
