Carrying the national mission and shouldering the heavy responsibility of the times, the start-up area started and took advantage of the momentum, and the "Yellow River New Town" in the "Quehua New District" grew jointly, and the green, low-carbon and high-quality development was full of spring. On the occasion of the third anniversary of the approval, the WeChat official account of the starting area launched a series of reports on "The Spring Tide of the Great River, See the Future in Three Years", focusing on the banks of the big river and seeing how the starting area writes a new chapter in the Yellow River era on the new journey of Chinese-style modernization.
The starting area is benchmarked against the Xiong'an New Area, focusing on the beautiful vision of the city of hope in the future, combined with the construction of the sub-center demonstration area of the city, to simultaneously build an underground three-dimensional city, an above-ground pastoral city, and a smart city on the cloud, so as to promote the co-construction of the "three cities".
The above-ground pastoral city is laid out with a central green corridor
The "City Sub-center Demonstration Zone" is the core area of the Bridge Group in the Start-up Area, which innovatively explores the concept of "Modern Pastoral City in the New Era", and takes the lead in planning and laying out the first ecological business district in Shandong, with a total area of 12 square kilometers, of which the ecological function area accounts for 60%, forming a central green corridor open to the society and the public in the demonstration area.
In order to ensure high-standard planning and high-standard implementation, the starting area organized four planning teams, including Academician Duan Jin and the Chinese Academy of Planning, to carry out systematic research on the bridge group, and the team of SWECO and the Chinese Academy of Planning and Planning of Sweden absorbed the characteristics of the integration plan, and further optimized and improved it from the aspects of target positioning, spatial pattern, overall style, urban skyline, and urban color, and strived to create a "demonstration window to show the image of urban construction and development of Shandong and Jinan".
At present, we are speeding up the construction of four projects including the Dasi River Basin Comprehensive Treatment Project (Phase I), promoting the construction of No. 5 storage space construction project as soon as possible, and enhancing the flood control and drainage capacity; Three projects, including the G309 conversion node landscape improvement project, will start construction as soon as possible to comprehensively improve the natural ecological environment. In 2024, a total of 8 ecological protection projects will be planned and implemented, with a total investment of 4.35 billion yuan, and an annual planned investment of 701 million yuan, and strive to complete 3 projects within the year.
While creating a good ecological environment, the start-up area strives to improve the regional carrying capacity and comprehensive service capacity of the sub-center demonstration area of the city, adheres to the priority of supporting facilities, and lays out moderately advanced and age-friendly infrastructure. In 2024, a total of 22 infrastructure supporting projects will be implemented, with a total investment of 14.32 billion yuan, and an annual planned investment of 2.305 billion yuan, and strive to complete 7 projects within the year.
In addition, the demonstration area took the lead in exploring the bottom line of urban safety, moderately raising the land use of each group to form an "island-like" three-dimensional spatial form. In the vertical unit enclosed by the water network, a "turtle back" micro-terrain model of "high in the middle and low in all sides" is created to ensure that important facilities are located at a safe elevation, so as to achieve flood prevention once in 200 years and flood prevention once in 50 years, and build a safe and resilient city.
The comprehensive pipe gallery connects the underground three-dimensional city
The rational development and utilization of underground space is an important concept for the planning and construction of the starting area. The utilization of underground space is most prominent in the construction of underground comprehensive pipe gallery in the starting area, the construction of underground sewage treatment facilities and the high-intensity underground development of key areas.
Through the comprehensive use of underground space, avoiding repeated excavation of roads, ensuring pipeline safety, and intensive underground space resources, the municipal supporting facilities will not interfere with the lives of the masses while serving the development of the city, and unblock the "urban artery" and "underground lifeline".
According to the "Special Plan for Municipal Infrastructure in Jinan New and Old Kinetic Energy Conversion Starting Area", a comprehensive pipe gallery system with a total length of 114.26 kilometers will be built. Among them, the sub-center of the city is planned to have 42.4 kilometers of trunk and branch pipe corridors.
In the demonstration section of the comprehensive pipe gallery in the demonstration area, the pipe gallery is laid out in accordance with the power cabin, comprehensive cabin and thermal cabin, and the pipelines into the corridor have electricity, water supply, communication, reclaimed water, heat, etc., and the location of the vacuum garbage pipeline is reserved. Within the group, through the "ring + shot, trunk + branch" and other ways to realize the pipe corridor networking, gradually build a unified intelligent management platform, relying on information technology, to explore the realization of unmanned supervision of the pipe corridor.
At present, the comprehensive pipe gallery system in the starting area has been (under construction) with a length of 32.5 kilometers, and in 2024, it is planned to start the construction of 22.4 kilometers of pipe corridors such as the second phase of the Yellow River Avenue, the west extension of Fenghuang North Road, and the north extension of the East Second Ring Road, and the construction mileage of the direct management area will account for 78% by the end of 2024.
Digital empowerment of "cloud-based" smart cities
The construction of digital cities has always been the top priority of urban construction in the starting area. The implementation plan for the construction of the sub-center demonstration area of the city clearly requires "building smart application scenarios and building a digital smart city." ”
In order to further turn the idea of "one city on the cloud" into reality, the start-up area puts forward the overall idea of "1+4+N" digital city construction, and deploys and carries out N actions in the digital start-up area: promote the construction of digital base, build a district-level comprehensive perception empowerment platform, an integrated big data platform and other support platforms, and build a basic system for intelligent integration; Digital and intelligent management of public buildings and municipal facilities, public data management measures have been introduced, data sharing and open utilization have been carried out efficiently, data of various departments (units) have been gathered in batches, data catalogs have been opened, and departmental government affairs data have been "gathered and gathered" vertically, and data at the three levels of "city, district, and street" have been vertically opened up, forming a new pattern of horizontal and vertical linkage and unimpeded data flow.
At present, the construction of "a city on the cloud" has achieved initial results in related fields. In order to avoid various planning conflicts, arbitrary modifications, illegal changes and other behaviors, Jinan Start-up Area combines BIM+CIM technology to strengthen the full-cycle online supervision and management of "preparation-approval-implementation-supervision" to ensure that a blueprint is drawn to the end.
Focus on functional positioning, use big data, artificial intelligence and other advanced technologies to build a "investment brain" platform, formulate a dynamic investment promotion plan, and achieve accurate investment promotion. Establish an "industrial power system" platform that includes regional industrial panorama, building economic monitoring, personnel flow monitoring, high-quality development evaluation, etc., to empower the efficiency and quality of economic governance with digital.
