Article 11 In any of the following circumstances, an industrial and trade enterprise with a risk of dust explosion shall be judged to be a major accident hazard:

(1) The dust explosion hazard site is set up in a multi-storey building (structure) that is not a frame structure, or the dust explosion hazard site has staff dormitories, conference rooms, offices, rest rooms, and other places where people gather;
