Steadily increase grain production capacity and promote the comprehensive revitalization of the countryside - the relevant person in charge of the Ministry of Agriculture and Rural Affairs interprets the development of the "three rural" in the first quarter

April 19 ushered in the valley rain solar term, spring plowing and spring sowing has entered a critical period. What is the situation of grain production this year? What are the achievements of consolidating and expanding poverty alleviation? How can rural construction better benefit the peasant masses? At a press conference held by the State Council Information Office on 19 July, a responsible person of the Ministry of Agriculture and Rural Affairs answered a reporter's question.

1. Spring sowing is progressing smoothly There is a foundation for a bumper summer grain harvest

According to Li Jinghui, a member of the party group of the Ministry of Agriculture and Rural Affairs, since the beginning of this year, the Ministry of Agriculture and Rural Affairs has made every effort to do a good job in agricultural production in winter and spring. According to the agricultural dispatch of the Ministry of Agriculture and Rural Affairs, the area of winter wheat increased slightly in a stable manner, and the proportion of first- and second-class seedlings was 91%, which was better than that of the previous year and the perennial year. It is the busy season for spring ploughing. Pan Wenbo, director of the Planting Industry Management Department of the Ministry of Agriculture and Rural Affairs, said that the Ministry of Agriculture and Rural Affairs focuses on strengthening the stabilization of the area, the increase in yields, and the prevention of disasters. This year, the state will continue to increase support for grain production, raise the minimum purchase price of wheat and early indica rice, stabilize subsidies for corn and soybean producers, expand the scale of funds for grain yield improvement projects, and continue to implement full coverage of wheat "one spray and three preventions" and subsidies for the construction of centralized rice seedling raising facilities in southern China, so as to stabilize farmers' expectations for grain planting income.

At the same time, the relevant departments have carried out large-scale yield improvement actions in the main producing counties, mainly in increasing planting density, improving sowing quality, precise regulation and control of water and fertilizer, and reducing yield loss. The Ministry of Agriculture and Rural Affairs, in conjunction with meteorological, water conservancy, emergency and other departments, shall formulate disaster prevention and mitigation plans and technical plans, and dispatch working groups and science and technology teams in a timely manner to guide the implementation of key technical measures for disaster prevention and mitigation and ensure spring sowing grain production.

2. What is the current situation of summer harvest grain and oil production?

"Summer grain output accounts for more than one-fifth of the annual grain output, summer oil accounts for forty percent of the annual oil, and the first victory in the summer grain and summer oil is of great significance to the whole year and the overall situation. Pan Wenbo said that summer grain and summer oil are mainly winter wheat and winter rape, and this year's summer grain and oil production situation is good, and there is a good foundation for a bumper harvest. The Ministry of Agriculture and Rural Affairs will pay close attention to each node, focusing on "insects and grains", fertilizer and water regulation and control, and "dragons and mouths to seize grain", and make every effort to win the first battle of summer grain and oil.

3. The achievements of poverty alleviation continue to be consolidated and expanded

Consolidating and expanding the achievements of poverty alleviation and preventing large-scale return to poverty is the bottom-line task of comprehensively promoting rural revitalization.

Li Jinghui said that since the beginning of this year, the mainland's achievements in poverty alleviation have continued to consolidate and expand. By the end of March, about 60 percent of the monitored subjects had eliminated the risk of returning to poverty, and through the campaign to prevent them from returning to poverty, 30.487 million people had been lifted out of poverty and employed, reaching the annual target. From January to March, the Ministry of Agriculture and Rural Affairs (MOA) has issued 20.48 billion yuan of microcredit for people lifted out of poverty, benefiting more than 462,000 households lifted out of poverty.

Only when the industry is prosperous can the income of the peasant masses grow steadily.

According to the data released at the press conference, the development momentum of rural industries in the first quarter was good, the agricultural product processing industry developed steadily, the rural leisure tourism industry continued to heat up, and the e-commerce of agricultural products grew rapidly. According to the National Bureau of Statistics, the per capita disposable income of rural residents in the first quarter was 6,596 yuan, an increase of 7.7 percent in real terms after deducting price factors.

"In the next step, the Ministry of Agriculture and Rural Affairs will focus on guarding the bottom line, increasing momentum, promoting revitalization, concentrating more resources, and striving to enhance the endogenous development momentum of poverty alleviation areas and poverty alleviation people. Li Jinghui said that we will pay close attention to monitoring and assistance, grasp industrial employment assistance, and do a good job in key areas and collaborative assistance.

He said that the relevant departments will study and improve the national monitoring and assistance system for preventing the return to poverty, use big data to strengthen screening and early warning, and work with relevant departments to promote the convergence and integration of the poverty prevention assistance policy and the normalized assistance policy for the rural low-income population, establish and improve the relevant normalized assistance mechanism, and strive to promote the consolidation and expansion of the achievements of poverty alleviation to the comprehensive revitalization of the rural area.

At the same time, the Ministry of Agriculture and Rural Affairs will guide all localities to rely on rural characteristic resources to develop multiple functions of agriculture, explore the diversified value of rural areas, promote the upgrading of the whole chain of rural industries, and improve the mechanism of rural industries linking agriculture with agriculture, so that farmers can share more of the value-added benefits of the industrial chain.

4. Rural construction should be built according to needs

Improving the level of rural construction is a key task to promote the comprehensive revitalization of rural areas, which is related to the sense of gain of the peasant masses.

As of the end of March, a total of 614,000 projects have been stored in the county-level rural construction project database, and 250.74 billion yuan of project funds have been implemented. The Ministry of Agriculture and Rural Affairs has guided the central and western regions with suitable resource conditions and mature technical models to steadily promote the transformation of rural household toilets, promote the treatment of rural domestic sewage and garbage by category, and continue to improve the rural living environment.

He said that in the next step, he will aim at the goal of "rural areas basically have modern living conditions", take the experience of learning and using the "10 million project" as the guide, give full play to the functional role of the rural construction project library and task list, and do a good job of doing a number of practical things that can be felt by the masses.

"Give full play to the role of the two village committees, organize farmers to start from the urgent and difficult problems, focus on the needs of roads, safe drinking water, reliable power supply, mail and logistics, garbage and sewage and toilet fecal treatment, child care and elderly care, etc., so as to build according to the needs. Li Jinghui said that priority should be given to projects that have a direct bearing on the vital interests of peasants, have a strong reaction from the masses, and are both convenient for life and promote production, and the list of construction tasks has been determined, and the tasks have been refined to the villages.

He said that it is necessary to promote all localities to use the task list as the carrier, accurately connect government investment with farmers' needs, start from what farmers want to do, are willing to do, and can participate, concentrate on construction, and promote village by village, give full play to the agglomeration effect, and prevent "pepper noodles".
