The report of the 20th National Congress of the Communist Party of China proposed to deepen the reading activities of the whole people. In 2023, the comprehensive reading rate of adult citizens, including books, newspapers and digital publications, will be 81.9%, an increase of 0.1 percentage points from 81.8% in 2022. The 3rd National Reading Conference will hold a series of publicity and promotion activities for national reading, in-depth discussion on topics such as reading and urban development, reading and ethnic unity, reading and libraries, reading and ecological civilization, and youth reading, exchange and promote the work experience of reading for all, cultivate the social trend of loving reading, reading good books, and being good at reading, and promote the improvement of modern social civilization.

For example, Yunnan Province has accelerated the construction of a modern public reading service system, continuously polished the brand of "Scholarly Yunnan", organized and carried out a series of national reading activities with distinct themes, rich content and diverse forms, created a new reading cultural space, supported the upgrading and new development of various reading facilities such as physical bookstores, libraries and rural bookstores, and coordinated the construction of community reading centers, digital rural bookstores, public digital reading terminals and other facilities, and accelerated the construction of public digital culture, smart libraries and public cultural cloud projects.
