In order to strengthen the fine management of landscape lighting along the Haihe River, comprehensively improve the quality of urban lighting, give full play to the role of the Haihe River landscape lighting engine, and carefully build a "city meeting room", recently, the Municipal Urban Management Committee has compiled the "Tianjin Haihe River Landscape Lighting Management Measures (Draft for Comments)" (hereinafter referred to as the "Measures"), which is now open to the public for comments. According to the "Measures", the landscape lighting facilities along the Haihe River plan to extend the lighting time.
The relevant rules are as follows:
The opening and closing of landscape lighting facilities along the Haihe River shall be opened and closed in accordance with the time prescribed by the municipal administrative departments of urban management, and in case of special circumstances such as major festivals and major events, landscape lighting facilities need to be opened and closed in accordance with the notice of the municipal administrative departments of urban management.
(1) Centralized control of the opening and closing of landscape lighting facilities incorporated into the unified control system along the Haihe River.
(2) Landscape lighting facilities along the Haihe River that are not included in the unified control system shall be opened and closed by their owners or users in accordance with the prescribed time.

- Municipal administrative departments of urban management are responsible for the supervision and management of the setting and maintenance of landscape lighting facilities along the Haihe River, and perform the following operation and maintenance management duties:
(A) the organization and guidance, coordination and supervision, inspection and assessment of the operation and maintenance management of landscape lighting facilities;
(B) establish and improve the operation and maintenance management standards of landscape lighting facilities, strengthen the supervision of landscape lighting facilities, and ensure the integrity and normal operation of landscape lighting facilities;
(3) Establish an intelligent monitoring and management platform for landscape lighting along the Haihe River, and implement zoning, time-sharing, and hierarchical lighting energy-saving control for landscape lighting;
(D) the organization of the district city management administrative departments and relevant units to develop the annual operation and maintenance plan of landscape lighting, the organization of project declaration, audit, the preparation of special fund allocation plan, supervision of project implementation and the use of funds, the organization of performance evaluation and information disclosure.
- In accordance with the principle of territorial management, the administrative departments of urban management in each district are specifically responsible for the following operation and maintenance management:
(A) under the guidance of the municipal administrative departments of urban management, for government investment and construction and non-government investment in the construction but in line with the transfer conditions, into the municipal intelligent monitoring and management platform of landscape lighting facilities transfer procedures;
(B) is responsible for the operation and maintenance of landscape lighting facilities within the jurisdiction of the supervision, inspection and assessment, and accept the supervision and assessment of the municipal administrative departments of urban management;
(3) Responsible for the establishment of landscape lighting facilities management account. Formulate an annual operation and maintenance plan for landscape lighting, and submit it to the municipal administrative department of urban management for review;
(4) Accept complaints about the management and maintenance of landscape lighting facilities, and deal with acts that damage landscape lighting facilities in accordance with laws and regulations.
- Tianjin City Appearance and Landscape Service Center is responsible for the specific implementation of the inspection and assessment of landscape lighting facilities, is responsible for the maintenance and management of the intelligent monitoring and management platform, and formulates an annual operation and maintenance plan, which is submitted to the municipal administrative department of urban management for review, and accepts complaints about the management and maintenance of landscape lighting facilities.
- The State Grid Electric Power Company Street Lamp Management Office is responsible for the operation and maintenance of landscape lighting facilities along the Haihe River, and accepts the supervision and assessment of the municipal urban management administrative departments, and is responsible for formulating the annual operation and maintenance plan of the landscape lighting, and submitted to the municipal urban management administrative departments for review.
- Tianjin Urban Investment Group, Tianjin Tourism Group and other property owners or users are responsible for the maintenance, operation and management of the Haihe River landscape lighting facilities, and accept the guidance and management of the municipal urban management administrative department.
- The maintenance of Haihe River landscape lighting facilities into the market competition mechanism, the establishment of a unified and open public service market, in accordance with the principle of fairness, openness and justice, by the district urban management administrative departments and relevant units in accordance with laws and regulations entrusted with qualified professional maintenance units to undertake the daily maintenance and operation of landscape lighting facilities.
- The owner or user of landscape lighting facilities shall carry out regular maintenance of landscape lighting facilities to keep their functions intact, and where the design form is backward, the facilities are outdated, damaged, and the brightness does not meet the requirements, they shall be transformed, repaired or replaced, so as to meet the following maintenance and operation standards:
(A) the operation and maintenance of landscape lighting facilities shall comply with the relevant standards and specifications, in various modes of lighting rate should reach more than 98%;
(2) Repair and replace damaged lamps and lanterns in a timely manner, clean up and dismantle abandoned landscape lighting facilities in a timely manner, and the lighting is not interrupted, and the intact rate of facilities reaches more than 98%;
(3) Regularly check the light efficiency of the light source, and replace the lamps and light sources with serious light decay and aging in a timely manner;
(4) The lamps and lanterns maintain the main projection angle of the design, without "glare" and "light pollution", and without dirty covers;
(5) Regularly clean and decorate lamps, lamp poles and lighting ancillary facilities, and keep the lighting facilities clean and tidy and in good appearance;
(6) The safe operation of power supply and distribution facilities, and the daily maintenance of cables, distribution boxes and other facilities shall strictly implement the professional and technical specifications of power distribution facilities;
(7) The dynamic lighting system is running stably, the lighting picture of the media façade is not interrupted, and the linkage deduction effect is not abnormal;
(8) Do not dismantle and disconnect the lines and equipment without authorization, and ensure the normal operation of the unified opening and closing system;
(9) There are no potential safety hazards in landscape lighting and its ancillary facilities, and the safety rate reaches 100%.
