In order to thoroughly implement General Secretary Xi Jinping's important ideas on doing a good job in talent work in the new era, accelerate the construction of a strong talent area in the new era and a high-level talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area, strengthen the talent support of the manufacturing industry and the "high-quality development project of 100 counties, thousands of towns and 1000 villages" and "green and beautiful Guangdong ecological construction", give full play to the demonstration and leading role of all kinds of outstanding talents, and cultivate and reserve a group of top-notch talents in the district with national, provincial and municipal talent growth potential, according to the "Measures for the Selection and Training of Top-notch Talents in Huicheng District" , the relevant matters concerning the selection and training of top-notch talents in Huicheng District are hereby announced as follows:
1. The number and scope of selection
The top-notch talents selected this time are the ninth batch of top-notch talents in district management. The application objects of top-notch talents should generally work in our district for at least one year, and can continue to work in our district for at least three years after being selected, support the basic line and principles and policies of the Communist Party of China, and meet the basic conditions of "excellent moral quality, significant professional contributions, outstanding team effect, significant leading role, and great development potential".
No more than 20 top-notch talents will be selected and trained this time, mainly from 10 special platforms such as scientific and technological innovation, operation and management, rural revitalization, education and teaching, medical and health, publicity and culture, social work, law and finance, tourism and sports and others (see the annex for details of the selection conditions in each field). The top-notch talents in district management are talents with solid basic theories, outstanding business capabilities, significant innovation and entrepreneurship results, and talents who can represent the current leading level of our district in various industries and fields in the district.
2. Enjoy treatment
The training period of top-notch talents is 3 years, and each person enjoys a free health examination once a year during the training period; the advanced deeds and performance achievements of talents will be widely publicized, and they can enjoy relevant service guarantees. During the training period, the top talents in the district management will be given a training fund of 1,000 yuan per person per month.
3. Application procedures
(1) Recommendation (mid-April - mid-May 2024)
Adopt the method of organization recommendation, industry association recommendation and individual self-recommendation, and recommend the selection objects step by step. If the organization recommends, the employer shall first submit the recommended list of top-notch talents of the unit to the grass-roots party (work) committee according to the selection conditions, and then the grass-roots party (work) committee shall organize relevant personnel to review the materials recommended by each unit, and determine the recommended list of top-notch talents of the grass-roots party (work) committee to report to the corresponding leading organization and implementation department according to the field. If recommended by the industry association, there must be more than one deputy senior professional title expert to sign the recommendation and affix a seal, and directly recommend it to the leading organization and implementation department according to the field. If an individual recommends himself, he or she may apply to the employer, or directly to the grassroots party (work) committee or the leading organization and implementation department. Talents who have applied for the 10th batch of top talents in Huizhou but have not been selected can be given priority to participate in the selection.
(2) Preliminary review of the platform (before the end of May 2024)
The lead organization shall conduct a qualification review of the applicants according to the specific standards that have been announced, and conduct quantitative scoring according to the relevant materials submitted by the applicants to determine the shortlisted review list.
(3) Professional review (mid-June 2024)
The leading organization and implementation department will set up a professional review team according to the characteristics of different fields, and conduct professional review of the shortlisted candidates by means of "defense", and report the review results to the Talent Office of the District Committee.
(4) Investigation and review (early July 2024)
The Talent Office of the District Party Committee, in conjunction with relevant departments, will compare the evaluation of candidates in various fields, determine the list of shortlisted candidates according to the proportion of 20% difference, and conduct on-site inspections of the candidates, focusing on understanding the moral quality, professional contributions, team effect, leading role, development potential, etc. After the completion of the inspection, the comprehensive situation study and put forward a list of recommended candidates, and simultaneously solicit the opinions of relevant departments.
(5) Public announcement (mid-to-late July 2024)
The list of recommended candidates is to be announced to the public through the media and subject to public supervision, and the publicity period is 5 working days. For candidates with objections, the Talent Office of the District Party Committee will investigate, verify and deal with them in conjunction with the leading organization and implementation department.
(6) Determination of candidates (early August 2024)
If there is no objection at the expiration of the publicity period, the final list will be determined after being approved by the talent work leading group of the district committee.
IV. Registration Instructions
(1) The selection of top-notch talents in district management is not subject to nationality, household registration and age restrictions.
(2) Those who have been selected for the national and provincial major talent plans, Dongjiang scholars, and municipal management top-notch talents will no longer participate in the application, and those who have been selected for two training cycles will no longer participate in the application. Civil servants (including managers participating in public service) do not participate in the declaration.
(3) When registering, the following materials must be submitted (please print one copy on A4 paper and bind into a book), and submit electronic documents at the same time:
1. Fill in the "Application Form for Top Talents in Huicheng District".
2. Personal work summary (about 3,000 words), focusing on the professional and technical achievements achieved since 2021 and the economic and social benefits generated, the important projects participated in or supported, and the thinking plan for the next three years.
3. Personal technical achievements, performance certification materials (according to the items listed in the "Summary Table of Honor and Achievements of the Applicant" to be submitted, provide copies of relevant certificates, photos, unit certificates, etc.) and supporting materials that have worked in our district for at least one year.
4. If the contribution of the talent performance is particularly outstanding, the application conditions can be appropriately relaxed and declared as an exceptional candidate. The unit where the talent is located will provide an exceptional explanation.
(4) The registration time is from the date of issuance of the "Announcement" to 17:30 pm on May 24, and the registration materials will be stamped and scanned in color before being sent to the relevant departments.
