The scale, location and content of the U.S.-Philippine military exercise underscore its importance near potential conflict points in the South China Sea and the Taiwan Strait.

Part of the exercise included a simulation of operations to recapture the islands and sink "enemy ships", which undoubtedly sent a signal to the outside world that preparations were made for some specific threats.
