The right to use state-owned construction land in Lai'an County
Announcement of listing and transfer
Coming to the Natural Resources Regulation [2024] No. 4
With the approval of the People's Government of Lai'an County (Document No. [2023] No. 83 and [2024] No. 32 of the Political Secretary), the Lai'an County Natural Resources and Planning Bureau decided to transfer the right to use 3 state-owned construction land by way of listing. The relevant matters are hereby announced as follows:
1. The basic situation and planning index requirements of the listed plots:
2. Natural persons, legal persons and other organizations within and outside the territory of the People's Republic of China (except for those who are in arrears of land transfer fees and illegal land use in the county and whose land has been idle for more than one year due to their own reasons) can apply to participate in the bidding. Bidders can apply for bidding alone or jointly. The joint bidders must go to the designated registration location at the same time to jointly sign the bidding application, and may also issue a power of attorney signed by the legal representative to designate one of them as a representative to participate in the bidding.
3. All of them are listed for sale without a guaranteed reserve price. The bidder is determined on the basis of the principle of the highest bidder. The price increase of land parcels numbered LASZ2024-8 is 500,000 yuan or an integer multiple of each time. The price increase of plots LABZD2024-2 and LAGY2024-3 is 10,000 yuan or an integer multiple of each time.
4. The applicant can obtain the listing and transfer documents from the date of the announcement to May 20, 2024 to the Land Reserve Center of Lai'an County and submit a written application to our bureau, and make a valid quotation once.
5. The deadline for paying the bidding deposit is 16:00 on May 20, 2024. After review, the applicant pays the bidding deposit according to the regulations, and if the application conditions are met, our bureau will issue the "Bidding Qualification Confirmation (Notice)" before 17:00 on May 20, 2024 to confirm its bidding qualification.
6. The listing of the right to use state-owned construction land and the confirmation of the transaction are located in the 6th bid opening room of the Lai'an County Public Resources Trading Center (the third floor of the Lai'an County Civil Air Defense Command Center Consortium at the intersection of Xiangyang Road and Shuangyong Road).
7. Listing time:
From 8 a.m. on May 13, 2024 to 9 a.m. on May 22, 2024.
8. Other matters that need to be announced:
(1) The listing accepts written applications for registration, and does not accept mail, e-mail and oral registration.
(2) The right to use the state-owned construction land listed for transfer is a one-time net land transfer according to the status quo of the ground, and the relevant taxes and fees shall be paid separately by the bidder in accordance with the regulations.
(3) Other parcel conditions that need to be explained:
No. LABZD2024-2 are sold according to the "standard transfer". The types of industries and main indicators are detailed in the transfer documents. The bidder signed the "Contract for the Transfer of the Right to Use State-owned Construction Land" with our bureau and signed the "Input-output Supervision Contract for Industrial Project Land" with the Management Committee of Anhui Lai'an Economic Development Zone, and submitted a copy for the record.
(4) The proportion of administrative office and service facilities required for each industrial land shall not exceed 7% of the total land area of the industrial project, and the construction area shall not be greater than 30% of the construction area of production buildings, and the green space rate shall not be more than 15%. The green space rate of plots numbered LASZ2024-8 is not less than 35%.
9. Requirements for the payment of the transaction price, the signing of the transfer contract, the delivery of the land and the commencement and completion of the project:
(1) After the transaction of the plot, the bidder must sign the "Transfer Contract" with our bureau within 10 working days, and within 30 days after the signing of the "Transfer Contract": 1. The bidder of the No. LABZD2024-2 and No. LAGY2024-3 plots must pay the full transaction price; 2. The bidder of the No. LASZ2024-8 plot must pay 50% of the down payment of the transfer price, and the balance shall be paid within 12 months from the date of signing the "Transfer Contract".
(2) The bidder of Lot No. LASZ2024-8 must start construction within 12 months from the date of delivery of the land and complete the project within 36 months from the date of automatic construction. Bidders for No. LABZD2024-2 and No. LAGY2024-3 must start construction within 6 months from the date of delivery of the land and complete the project within 12 months from the date of automatic construction.
(3) If the transaction price is not paid, the "Real Estate Property Certificate" shall not be issued, and the certificate shall not be divided according to the proportion of the transaction price.
