However, in the "Zhoushen Lane Management Area" adjacent to Changning Road, after nearly 4 months of efforts, Zhoujiaqiao Street and Lane Management Committee tailored a set of road traffic optimization plans for it, so that this back street and alley, which involves the surrounding residents and the most complex unit situation, ushered in a "big change" from disorder to order, and created a safer, clean and comfortable living and traffic environment for the residents of the lane.
"Three regardless" alleys, traffic congestion has become a big problem
The "Zhoushen Lane Management Area" is connected by three lanes: Lane 1600 of Changning Road, Lane 1488 of Changning Road and Lane 2505 of Wanhangdu Road, with a total length of 650 meters. It is in this long and narrow passage that there are 6 residential communities under the 2 neighborhood committees of Zhou Zhou and Shen Jialang, with more than 2,500 households. Because most of them are old communities, the parking overflow phenomenon in the community is serious. In addition, there are also 6 related units on both sides of the lane, including Changning Road Primary School, Zhoujiaqiao Street Community Cultural Activity Center, Zhoujiaqiao Police Station, and Jinjiang Inn.
Because it is a "three-regardless" road, the "vacuum" in management has kept the channel in a state of "out of control" for a long time, and vehicle congestion, mixed traffic and long-term parking of temporary vehicles have followed. Especially during the rush hour of Changning Road Primary School, the traffic jam at the school gate and the disorderly placement of a large number of non-motor vehicles make the traffic here even worse.
"The time when students go to school is also the time when we go out to buy food, and there are battery cars everywhere at the school gate, especially on rainy days, motor vehicles and battery cars are jammed into a 'pot of porridge', and they are worried when they walk in the alley. Residents living in Shenbei community told reporters that in the face of the chaos in the alleys, residents have changed from helplessness to habituality.

In order to give the surrounding residents a convenient, orderly, clean and tidy road, in 2022, Zhoujiaqiao Street took the lead in establishing the "Zhoushen Lane Management Committee", which was actively stepped forward by various units, communities, neighborhood committees, and property management in the territorial jurisdiction, and effectively solved the problems of residents such as garbage classification in alleys, manhole blockage, and old desertification of cement roads through everyone's consultation.
The small test of the "Zhoushen Lane Management Association" gave confidence to all parties in Zhoujiaqiao Street and Alley, but it is not easy to gnaw the biggest "hard bone" of parking chaos. "Due to the large number of subjects involved in the alley and the different demands of all parties, it is the key to formulate a set of management order that can balance the interests of each subject. At the end of 2023, the street combined with the visit and research, discussed and negotiated with the lane management committee, and decided to solve the problem of road traffic and standardized parking from the source through a package of scientific, intelligent and orderly measures such as optimizing the vehicle entry and exit routes, installing barriers, setting up guard boxes, and planning temporary parking points for vehicles outside the school.

Set up one-way traffic to solve traffic congestion
"If you want to solve the traffic congestion, you need to have a smooth driving route, and the first thing to change is the two-way traffic mode of Lane 1600 of Changning Road. Shen Lu said.
Therefore, the street and lane management committee combined the current situation of the three alleys, and after on-site investigation and repeated deliberation, it was decided to implement "one in and two out" one-way traffic in the alleys, that is, from Lane 2505 of Wanhangdu Road (near the public toilet), from Lane 1488 of Changning Road (the entrance of the Street Cultural Center) and Lane 1600 of Changning Road (near the entrance of Jinjiang Star).
The reporter saw at the scene that the alley entrance and the surrounding eye-catching positions intimately hung out reminder signs, clearly marking the direction of motor vehicle traffic.

For example, the residents of Shenbei Community, Yundu Apartment, and Hailun Apartment originally only needed to turn right directly from Changning Road into Lane 1600 of Changning Road, but now they have to spend an extra 3-4 minutes to detour to Wanhangdu Road and enter the lane.

In order to put an end to the phenomenon of random parking of temporary vehicles, the street relies on technical defense, and smart barriers are installed at the entrance of the three alleys, and motor vehicles parked in the area for more than 30 minutes without leaving the site will start to be charged.

"Through the intelligent system, we have installed vehicle entry and exit recognition machines at the entrances of 6 communities along the lane, if the vehicle enters the lane community (or unit), it will not be recorded in the parking time of the lane, and the barrier will be automatically opened when the vehicle leaves. Not only that, the vehicle identification system also adds the identification function of special vehicles such as fire trucks and garbage removal trucks to ensure that they can lift the pole by themselves in emergency situations. It is worth mentioning that considering the peak hours of pick-up and drop-off (7:30-8:20 a.m., 16:00-16:45 p.m., 17:00-17:45 p.m.), the frequent entry and exit of motor vehicles to pick up and drop off students, the lane gate will maintain a long lifting mode during this period to facilitate the rapid and free passage of vehicles.
At the same time as the installation of the access barrier, the street also added guard boxes at the two exits and the T-shaped entrance of the alley, and equipped patrol officers to be on duty 24 hours a day. Among them, the sentry box located in the T-shaped mouth has a relatively wide field of vision due to its special geographical location, and it has naturally become the "central nervous system" of the entire alley.
The reporter saw in the sentry box that a large monitoring screen was installed here, connected to 9 surveillance video screens in the alley, which was convenient for the personnel on duty to observe the traffic conditions of the alleys and turns in real time.

Improve management methods to ensure smooth roads
Different from before, there is also a new isolation fence set up at the mouth of Changning Road 1600 lane, which is just more than 10 meters, but the effect of diversion of people and vehicles is immediate. "Lane management should not only consider the difficulty of parking motor vehicles and smooth traffic, but also ensure the safety of pedestrians. Shen Lu said.
In addition, the street also cleaned up the non-motorized vehicles and even motor vehicles parked indiscriminately on the sidewalks of Lane 1488 of Changning Road and Lane 2505 of Wanhangdu Road, and really returned the road to people.
The reporter also learned that there are two garbage compartments at the mouth of Lane 1600 of Changning Road and Lane 2505 of Wanhangdu Road. According to the safety requirements around the school, the lane management committee negotiated with the school to designate the original 8 motor vehicle parking spaces on both sides of the east gate and north gate of the school as temporary stops, which are only available for parents who pick up and drop off students. At the same time, during the peak period of commuting to and from school, the school also arranged for school volunteers to maintain parking order.
"If parents need to stay outside the peak pick-up and drop-off hours due to special circumstances, and the stay time is more than 30 minutes, they can contact the patrol officer and manually release them. Refined governance to improve residents' satisfaction and happiness
Since the official implementation of the new traffic rules on April 1, the residents in the alley have really felt the changes in their doorsteps: the vehicles in the alley are parked in an orderly manner, the roads are clean and the traffic is smooth, and there are volunteers who regularly participate in the guidance, which improves the "safety factor" of residents' entry and exit.
