Dongsheng District 2024 Public Welfare Job Recruitment Announcement
In accordance with the spirit of the "Notice on Further Improving the Development and Management of Public Welfare Posts" (Nei Ren She Ban Fa [2020] No. 50) and the "Notice on Printing and Distribution<内蒙古自治区就业困难人员认定办法>" (Nei Ren She Ban Fa [2020] No. 58), in order to further develop and make good use of public welfare posts and help people with employment difficulties to find employment, with the consent of the Dongsheng District Human Resources and Social Security Bureau, we are now open to the public to recruit personnel in public welfare positions, and the specific matters are announced as follows:
First, the principle of recruitment
Adhere to the principles of openness, fairness, justice, autonomy and voluntariness, and competition and merit.
2. Recruitment plan
This time, it is planned to develop 227 public welfare positions, and the specific positions are detailed in the "2024 Dongsheng District Public Welfare Post Demand Table".
3. Registration conditions
(1) Applicants must meet the following conditions:
1. Support the Constitution of the People's Republic of China, abide by national laws, have strong organizational discipline, and obey distribution;
2. Have good conduct and a sense of social responsibility;
3. Have the physical conditions to perform the job responsibilities of the recruitment position normally, be in good health, have a good image, have good facial features, and have no audio-visual impairment.
4. Persons with employment difficulties who meet the provisions of the "Measures for the Identification of Persons with Employment Difficulties in the Inner Mongolia Autonomous Region" and have been identified by the Dongsheng District Employment Service Center, persons with employment difficulties refer to the following six categories of persons who are within the legal working age, have the ability to work and have the desire to work, and have been registered as unemployed:
(1) Elderly unemployed. refers to unemployed persons aged 40 or above for women and 50 years of age or older for men who have resided in their habitual residence for more than 6 months and have participated in social insurance for urban employees for more than 1 year.
(2) Persons with disabilities. Refers to a disabled person who holds the Certificate of Disabled Persons of the People's Republic of China.
(3) Zero-employment family members. It refers to urban residents who have two or more members living together in the same household registration, and all family members of legal working age who have the ability to work and employment requirements have been registered as unemployed, and have no business or investment income.
(4) Landless farmers and herdsmen. It refers to farmers and herdsmen who have completely lost their original contracted cultivated land or pasture, and are over 40 years old for women and 50 years old for men after being requisitioned for unified land by the government at or above the county level in accordance with the law. Persons who are enjoying the monthly standard of land acquisition compensation higher than the local unemployment insurance premium standard are not included in the scope of such persons.
(5) Long-term unemployed. refers to unemployed persons who are enjoying the minimum subsistence allowance and have been registered as unemployed for more than one year for women over the age of 35 and men over the age of 45;
(6) College graduates with employment difficulties. refers to college graduates who have left school for more than 2 years and have never been employed (college graduates mainly refer to students who have graduated from full-time colleges and universities).
Persons who meet one of the above conditions can submit an application to the community public employment service platform of their permanent residence (if there is no community, they can submit an application to the Sumu Township (Street) Public Employment Service Platform), fill in the "Inner Mongolia Autonomous Region Application Approval Form for Employment Difficulties Personnel" (see attachment), provide their identity documents (or social security card or "Employment and Entrepreneurship Certificate"), and non-local household registration personnel need to provide proof of residence.
(1) Persons with disabilities shall provide the Certificate of Disabled Persons of the People's Republic of China issued by the Disabled Persons' Federation;
(2) Landless farmers and herdsmen are required to provide relevant proof materials for land acquisition;
(3) College graduates with employment difficulties shall provide graduation certificates and other supporting materials.
(4) Long-term unemployed persons shall provide a certificate of minimum subsistence guarantee issued by the civil affairs department.

(2) Those who have any of the following circumstances cannot apply for employment:
1. Those who have received criminal punishment or are suspected of violating the law or crime and have not yet been clarified;
2. Those who have been given administrative detention, compulsory drug rehabilitation, or other public security administrative punishments restricting their personal liberty for illegal conduct;
3. Those who have received Party or government disciplinary sanctions or have been dismissed or expelled from public office;
4. Persons who violate social morality and professional ethics, causing a negative impact;
5. Have a history of hereditary infectious diseases or mental illness;
6. Those who have achieved employment through other means, those who have paid social security for employees in the unit, those who have registered industrial and commercial information (including but not limited to legal persons, shareholders, supervisors, directors, directors, managers, persons in charge of finance, contact persons, untrustworthy persons, etc.), those who belong to financial supporters, those who have registered private non-enterprise information, and those who have registered business vehicle information;
7. The period of enjoying employment assistance policies has expired;
8. Those who have reached the statutory retirement age, received pension insurance benefits, or died;
9. Other situations where it is not suitable to work in public interest positions.
4. Recruitment Procedures
The recruitment work is carried out in accordance with the procedures of announcement, registration, review, interview, publicity, and employment procedures.
(1) Publish an announcement
Publish recruitment announcements on the official website of the Dongsheng District People's Government and the WeChat public account of "Dongsheng Employment".
(2) Registration stage
1. Registration method: This recruitment adopts the on-site registration method, and the applicants must register with the relevant registration materials to the Dongsheng District Employment Service Center within the specified time, and each person is limited to one position, and repeated applicants will be disqualified.
2. Registration time: April 8, 2024 - April 19, 2024, 8:30 a.m. - 12:00 p.m., 3:00 p.m. - 6:00 p.m. (except weekends and holidays).
3. Registration location: Room 310, third floor, Dongsheng District Employment Service Center.
4. Materials to be provided for registration:
(1) Original and photocopy of valid second-generation resident ID card (front and back copies are required);
(2) The original and photocopy of the Employment and Entrepreneurship Certificate (2, 3, 6 and 7 pages must be copied);
Eligible persons with employment difficulties should choose the registration position according to their actual situation, and register at the Dongsheng District Employment Service Center with relevant registration materials, and fill in the "Dongsheng District Public Welfare Post Recruitment Registration Form" when registering.
(3) Qualification review stage
1. Preliminary examination: After the employer reviews the qualifications of the applicants, it will sign the opinions and affix the official seal to the qualified applicants.
2. Review: On the basis of the employer's preliminary examination, the district employment service center will conduct a review by means of data review, big data comparison, visit and verification, etc., and sign opinions that meet the requirements and affix the official seal.
3. Final review: The District Human Resources and Social Security Bureau will conduct a final review of the personnel who have passed the review, determine the objects to be hired, and sign the opinions and affix the official seal to the qualified ones.
(4) Inspect the interview stage
After the selection of qualified personnel for the final examination of registration, each employer shall organize an inspection and interview according to the position setting and registration situation, and select the best candidates. The content of the interview will be specifically examined by the employer, including: political and ideological quality, moral character, ability to work in the post, compliance with discipline and law, and history of mental illness. During the inspection, it is necessary to re-verify the registration conditions and submitted materials of the inspection object to confirm that the relevant materials submitted are true and valid. Each employer should set up an inspection and interview working group, and the inspection and interview team should listen to opinions extensively, and must ensure that the conditions are objective, the assessment is fair, and the process is transparent. The Dongsheng District Employment Service Center will supervise and guide the interview process, and after the interview, the employer shall submit the interview plan and interview results to the Dongsheng District Employment Service Center.
(5) Publicity stage
The personnel who pass the interview are determined to be hired objects, and the district employment service center will publicize them on the official website of the Dongsheng District People's Government, with a publicity period of 5 working days, and a reporting telephone number will be set up during the publicity period: 0477-5125035, which is widely supervised by the masses. If there is no objection after publicity, the employer shall sign the "Employment Agreement for Public Welfare Posts in Dongsheng District, Ordos City" with the employer and submit it to the Dongsheng District Employment Service Center for the record.
5. Other matters
(1) Applicants must fully agree to all the terms in the announcement before they can participate in the recruitment of public welfare positions in Dongsheng District in 2024.
(2) In the recruitment process, if the application materials are deliberately concealed or falsified, once it is found and confirmed, the qualification will be cancelled, and I shall bear all the consequences arising therefrom.
