At the beginning of the activity, at the Miyun Court Ecological Restoration and Replanting Base, Meng Na, President of the Miyun Court Environmental Resources Court, introduced the restoration activities and effects carried out since the establishment of the Replanting and Regreening Base.
In order to implement General Secretary Xi Jinping's thought on ecological civilization and deeply practice the important concept that lucid waters and lush mountains are invaluable assets, the Miyun Court officially established an ecological restoration and replanting base on April 12, 2023.
In the late spring, when the grass is green and the green mountains are smiling, it is a good time to plant trees. The ecological restoration activity was jointly carried out by the Miyun People's Court, the Forest Public Security, the Procuratorate, and the Longquan Lakeside Collective Forest Farm, and at the same time led and supervised one defendant who was released from prison after completing his sentence and two defendants sentenced to probation in the illegal hunting case to fulfill their ecological restoration obligations.
On the morning of April 22, we followed the Chaohe River, came to the collective forest farm on the shore of Longquan Lake, with the entry of a water wheel and tool car, we picked up tools, picked up saplings, worked in groups of three or five, divided labor and cooperation, dug pits, planted trees, cultivated soil, watered, completed each process in an orderly manner, planted saplings, experienced the labor fun of afforestation, felt the value of replanting and regreening, and added new green to the ecological Miyun. At the same time, under the supervision of the court and various units, the three defendants planted more than 100 trees such as magnolia, whitebark pine, and pentagonal maple, and passed the acceptance of the professional and technical personnel of the forest farm.
The replanting and regreening ecological restoration activity also specially invited representatives of the Beijing Municipal People's Congress and members of the Miyun District CPPCC to witness the entire restoration process and effect.
Song Baojun, a representative of the Municipal People's Congress, said that the Miyun Court and the three units of the public security and the procuratorate carried out replanting and regreening activities, which is the embodiment of law enforcement and judicial active performance of duties and smooth cooperation. Therefore, it is very meaningful to organize criminal defendants to plant trees to replace the restoration of the damaged ecological environment today, and it is also very much in line with the overall situation of "water conservation and ecological protection" in our region.
Lu Gang, a member of the Miyun District CPPCC, said that the development of replanting and reforestation activities not only strengthened the legal punishment and educational purpose of the defendants who damaged the ecological environment, but also formed an educational orientation in the society through the appearance of the law, achieved a good legal publicity effect, and played a positive role in enhancing the environmental protection awareness of the people around the reservoir.
"The background of this replanting and regreening ecological restoration activity is two cases of illegal hunting, the defendant pleaded guilty and accepted punishment during the trial, was willing to make up for the permanent damage to the ecological environment caused by illegal hunting, actively paid compensation for the loss of wildlife resources and punitive damages, and signed a consent letter for ecological damage restoration, so we will directly use the compensation they paid today to purchase saplings, so that the infringers can make up for the permanent loss of the ecological environment in the form of 'labor substitution' and 'off-site restoration'. President Meng Na introduced, "After the establishment of the replanting and regreening base last year, we have carried out the replanting and regreening ecological restoration work of four cases of illegal hunting criminal incidental civil public interest litigation, and carried out more than 10 legal popularization and publicity activities in the base with the theme of ecological environmental protection, giving full play to the important functions of ecological restoration, rule of law publicity, and warning education of the replanting and regreening base, and have achieved good results in both ecological restoration and social education effects, which also reflects the significance of the establishment of the replanting and regreening base." ”
A year has passed, and the Miyun Court has directly used more than 60,000 yuan of compensation for illegal hunting cases in the replanting and regreening base for ecological restoration, and 10 defendants have fulfilled their obligations of replanting and regreening ecological restoration under the supervision of the court and the guidance of the forest farm.
"The establishment of the Miyun Court's replanting and regreening base has played an important role in helping the forest farm to promote afforestation and greening, allowing the defendant to pay the money and plant the trees himself, which not only achieves the purpose of education, but also makes the ecological environment green. Over the past year, the forest farm has actively performed the management and maintenance responsibilities of the trees in the replanting and greening base, and is pleased to see that the trees in the base have grown to more than 200, and the greening area has reached more than 1,300 square meters, which has also contributed greatly to the greening of the ecological environment in the jurisdiction. Wang Xinyu, director of the forest farm, said.
It not only overcomes the difficulty of not being able to restore the original appearance of the original site, but also achieves the purpose of making up for and improving the overall ecological environment, and at the same time cooperates with the forest farm to avoid ecological restoration as a mere formality. In the future, the Miyun Court will continue to deeply practice the concept of restorative justice, coordinate and promote the criminal punishment and environmental restoration of the ecological environment, give full play to the functional role of the replanting and regreening base, and actively explore multiple restoration methods, and strive to achieve the goal of "handling a case, restoring an ecology, and educating the masses", and normalize the restoration of the ecological environment.
