Minors are the future of the motherland and the hope of the nation, and it is the responsibility of the whole society to care for the healthy growth of minors. In order to prevent children from becoming addicted to the Internet, effectively protect the physical and mental health of minors, and create a safe, healthy and civilized online environment, we have issued the following proposals:

It is necessary to have a sense of the rule of law, develop good habits of civilized surfing the Internet, do not spread rumors, do not believe rumors, and do not follow the trend to hype; do not produce or disseminate harmful information that endangers national security and social stability, violates laws and regulations, or is obscene, pornographic, superstitious, or so on; does not click on unhealthy websites; and does not run games with murder or pornographic content. It is necessary to be "self-disciplined" and "cautious and independent"; when surfing the Internet, it is necessary to be vigilant against all kinds of "welfare" and consciously resist bad temptations; when surfing the Internet, we must not listen to biased beliefs, we must not casually meet with netizens, we must not open unknown websites, we must not easily disclose personal privacy and important identity information on the Internet, and we must consciously abide by the rules of the Internet and maintain network security. It is necessary to improve personal network literacy, consciously focus on learning, use network resources to learn useful knowledge, improve their own quality, and seek help from parents and schools in a timely manner when encountering problems, and call the police when necessary

Schools
It is necessary to conscientiously implement the responsibility of network literacy education, incorporate the improvement of network literacy education into the content of school quality education, integrate it into the curriculum of information technology, digital technology and psychology, and popularize information identification, Knowledge of network security and other areas should be increased to increase minors' awareness of online media; it is necessary to systematically increase teachers' level of network literacy, and increase teachers' ability to identify and intervene in the early stage of minor students' addiction to the Internet; it is necessary to strengthen the prevention and control of Internet addiction and other online ecological governance and network security publicity, and increase the awareness of minor students on network security precautions and network ethics.

Family
It is necessary to set an example, strengthen the establishment of family education and family style, strengthen education, demonstration, guidance, and oversight of minors' use of the Internet, do a good job of teaching by word and deed, and do not be a "low-headed family" or "mobile phone party", and do not be a "promoter" or "spokesperson" for games at home. Alipay, WeChat, and online banking payment passwords should be properly kept, real-name registration requirements should be implemented, and "parent mode" and other technologies should be used to control the time and duration of games, and promptly discover, stop, and correct children's addiction to online games and improper consumption. It is necessary to keep abreast of children's online status, guide communication in a timely manner, explain the harm of indulging in online games, and enhance their judgment and immunity. It is necessary to take the initiative to cooperate with the school, pay attention to the child's performance inside and outside the school, discover the hidden dangers of addiction as soon as possible, and guide the child to "go green".

Online media should regulate the release of news and information, and persist in providing a healthy online environment and links to content; Internet access service business premises should strengthen industry self-discipline and strictly enforce the "Law on the Protection of Minors" and the "Regulations on the Management of Internet Access Service Business Premises" Internet platforms should truly increase awareness of minors' responsibility to protect themselves online, promote effective methods to prevent minors' internet addiction, strictly abide by all laws and regulations, and fulfill social obligations.
