In recent years, the province and city attach great importance to the development of the petrochemical industry, and the provincial leaders led the Quanzhou economic and trade delegation to the French Adisseo Nutrition Group Co., Ltd. to discuss investment matters, and the main leaders of the county party committee also made a special trip to the company's French headquarters to negotiate. Bluestar Adisseo inspected and selected sites in Ningbo, Lianyungang, Quanzhou and other places, comprehensively evaluated the advantages of Quanhui Petrochemical Industrial Park, such as great development potential, clear industrial chain, complete raw material supply and public works, and good local business environment, and finally decided to invest 4.932 billion yuan to build a 150,000 tons/year solid methionine project in Quanzhou Hui'an Quanhui Petrochemical Industrial Park.

The solid methionine project is in line with the national food security development strategy and is a key project of Sinochem's "14th Five-Year Plan", which will contribute to the food security and sustainable development of the mainland and help the green transformation of agriculture. The construction period of the project is about 26 months, and it is planned to start trial production in November 2026, with an estimated annual output value of 4.6 billion yuan and tax revenue of 450 million yuan after reaching production.
It is reported that in recent years, Hui'an County has deepened and expanded the Provincial Party Committee's action of "striving for excellence, daring to be the first, and striving for efficiency through hard work", implemented the "1+3" special action deployment of the Municipal Party Committee, gave full play to the leading and raw material advantages of Sinochem Quanzhou Petrochemical Company, and increased investment promotion in petrochemical downstream industries. In order to promote the early implementation and early production of the Bluestar Adisseo solid methionine project, the Hui'an County Party Committee and County Government have focused on the needs and outstanding problems of the project, and provided accurate and front-line services with "one enterprise and one policy" to promote the solution of problems and the removal of blockages. The first is to optimize the process and speed up project approval. Set up a special working group to provide the whole process of "mother-style" service guarantee, take the solid methionine project as a demonstration project of the "director walks the process" action, and adopt the methods of pre-examination and parallel approval to promote the rapid completion of the company registration of the project, and it is expected that the "five certificates will be issued at the same time" such as the "construction land planning permit", which will shorten the preparation time for the project by 2~3 months. The second is to improve the supporting facilities and consolidate the basic support. Combined with the special action of "1,000 cadres entering 1,000 enterprises, one enterprise and one policy to promote development", the leaders of the Management Committee of Quanhui Petrochemical Industrial Park and the relevant departments directly under the county should coordinate and solve the problems of the project in advance, strengthen the guarantee of water, electricity, land and other elements of the project, and actively build a "connecting bridge" with the enterprise to provide perfect basic conditions for project construction and production. The third is to solve problems and get through the difficult points. There are extremely high technical barriers to methionine production, and the Management Committee of Quanhui Petrochemical Industrial Park has organized many meetings to discuss the raw material supply plan of the methionine project with Sinochem Quanzhou Petrochemical Company and Sinochem Park Development Company, and organized experts to pre-review the difficulties of the project safety assessment, and guide the enterprise to revise and improve the safety assessment report according to the preliminary review opinions to ensure a smooth review. At the same time, it helps enterprises to consult with higher authorities in advance about relevant industrial policies and approval procedures required for production facilities, so as to speed up the project construction process.
