Nanchang City will complete 70% of the remediation tasks of the main stream of the Fuhe River and the sewage outlets of Poyang Lake this year

  The sewage outlet into the river is connected to the river at one end and the pollution source on the land, which is the last "gate" for pollutants to enter the river. Since December last year, the city has dispatched more than 200 people to carry out the investigation and rectification of sewage outlets into the river, and has achieved full coverage of 890 outlets in Ganjiang River, 193 outlets in Fuhe River and Poyang Lake. A series of effective measures have enabled the main stream of the Ganjiang River, the Fuhe River and the Luhe River section to reach Class II for two consecutive years, the total phosphorus concentration in the Nanchanghu Lake area of Poyang Lake has decreased year-on-year for two consecutive years, and the coastal ecological environment has been significantly improved.

  Nanchang is located in the middle and lower reaches of the Yangtze River and has abundant water resources. In order to improve the quality of the city's water environment, effectively control the discharge of pollutants into the river, and ensure that the water quality of the river is stable and up to standard, in recent years, the Municipal Bureau of Ecology and Environment has actively carried out the investigation and remediation of the sewage outlet into the river in accordance with the requirements of relevant technical guidelines.

  All inspections should be carried out to ensure that there are no dead ends in the investigation and rectification

  Early in the morning of April 18, the investigators of the Municipal Ecological Environment Bureau came to the east branch of Fuhe to start a day's work. The east branch of the Fuhe River is an important river that flows into the Changhu Lake area of Poyang Lake, and the water flow eventually flows from Poyang Lake into the Yangtze River, and the importance of its water quality status is self-evident.

  "In the early stage, we used the satellite map to preliminarily lock the location of the suspected sewage outlets and suspicious areas along the shoreline of the Nanchang County section of the eastern branch of the Fuhe River. Li Lizhi, head of the water and soil ecological environment unit of the Nanchang Ecological Environment Bureau of Nanchang City, said.

  At the scene, the investigators carried a rapid test bag through the grass and climbed the ditch, and investigated more than 2,000 meters along the river shoreline. Every time they arrive at a verification point or a newly discovered outlet, the investigators must take pictures, locate them, verify the "identity" for it, compare them one by one, and carry out rapid water quality testing on the suspected sewage outlets into the river, make a preliminary judgment on the type of sewage outlets, analyze the situation of pollutants entering the river, and finally confirm the location of the outlets that have not been found due to positioning deviations and rising water levels.

  "When we investigate, we will try to choose the low water level period of rivers and lakes to observe whether there is water flowing out around the outfall during the rainless period, as well as the color and gas of the water, so as to better identify the outlet. Li Lizhi told reporters that during the field survey, they will also communicate with the villagers, grasp the catchment range of the river basin, the status of the water environment, etc., and clarify the scope and objects of key investigations.

  According to reports, the east branch of the Fuhe River has a long shoreline, and there are many green plants around it, and sometimes the sewage outlet will be covered up and difficult to find. For places that are difficult to reach by manpower, the investigators carried out all-round exploration and drainage with the help of high-tech equipment such as drones and unmanned boats in accordance with the principle of "all mouths are checked and all should be investigated", so that some sewage outlets hidden under water, under bridges and culverts have nothing to hide.

  Accurate traceability and consolidation of the main responsibilities of all parties

  "Come and take a look, there's a drain here!" At a position about 100 meters away from the Fuhe Barrage West Electric Discharge Station, investigator Wang Cheng found a suspected outlet with a diameter of about 1 meter.

  While speaking, Wang Cheng took out the water quality rapid test package, took water samples as required, and tested and analyzed the COD, ammonia nitrogen and other indicators of the samples. By comparing with the standard color card, the results show that the water quality of the outlet exceeds the surface water environmental quality class V standard, which needs to be sent to the laboratory for further testing.

  In order to find out the source of sewage and find the main body of sewage discharge, Wang Cheng and his colleagues used manual investigation to trace the source upstream one by one based on the direction of the sewage outlet, and collected water quality and other data every 100 meters. After finding the source, Wang Cheng fed back the traceability results to the territorial responsible department, and at present, the relevant problems have been rectified.

  "In fact, the environment of many sewage outlets in our city is relatively complex, which requires the use of data traceability, manual investigation, technical traceability and other measures. Qian Yujia, a staff member of the Water Ecology Department of the Municipal Bureau of Ecology and Environment, said that in the traceability stage, for the sewage outlets that can be easily traced, they determined the pollution source by comparing the records of the sewage outlet investigation stage and the existing data. In view of the sewage outlets where the pollution source is unclear and the traceability is difficult, the traceability investigation is carried out by means of unmanned aerial surveys and unmanned ships, so as to find out where the wastewater comes from, where it is going, who is discharging and what is discharged, and draw a "context map" that runs through the pollutant discharge unit, sewage channel, sewage outlet and receiving water body.

  According to the results of investigation and traceability, the Municipal Bureau of Ecology and Environment, in accordance with the requirements of "banning a batch according to law, cleaning up and merging a batch, and standardizing and rectifying a batch", takes pollution interception and pollution control as the fundamental purpose, formulates a "one mouth, one policy" remediation plan for the sewage outlet into the river, clarifies the remediation objectives, remediation measures, responsible units and completion time limits, and implements list-type and pin-type management.

  At the same time, the city has also introduced the optimization of the examination and approval plan for the sewage outlets into the river, and promoted the approval of the sewage outlets that have been built without procedures, and has successively completed the approval of the establishment of sewage outlets into the river such as Qingshan Lake Sewage Treatment Plant, Chengdong Sewage Treatment Plant, Peng Harrier Sewage Treatment Plant, Chengbei Sewage Treatment Plant, Chaoyang Sewage Treatment Plant, Xianghu Sewage Treatment Plant, etc., which has solved the historical legacy of Nanchang City's urban sewage treatment plant without procedures for sewage discharge into the river.

  Long-term supervision to improve the level of water environment governance

  In the east branch of the Fuhe River near a sewage outlet, a blue sign was erected, the reporter saw that the name of the outlet, the code and type of the outlet, the supervision unit, the responsible subject, the supervision telephone number and other basic information were clearly marked.

  "This is the river outlet sign, the local government in accordance with the relevant technical specifications, to carry out the construction of standardized sewage outlets, in the east branch of the Fuhe River, Qinglan Lake 18 key sewage outlets set up in the obvious position of the signs, at the same time near the discharge port also installed high-definition cameras, to achieve remote video monitoring of the outlet, can timely grasp the discharge of the drainage. Li Lizhi said.

  The completion of remediation is not the end, and long-term supervision can ensure the long-term stability of the sewage outlet into the river. In recent years, the Municipal Bureau of Ecology and Environment has comprehensively planned the standardized construction project of key river outlets in Nanchang City, selected 85 river outlets in the city, and installed automatic water quality monitoring, video surveillance and other equipment.

  "Last year, the city has completed 70% of the remediation work of the Ganjiang River outlet, according to the plan, we will complete the 70% remediation work of the main stream of the Fuhe River and Poyang Lake outfall this year, strengthen the daily inspection and monitoring of the outfall that has been remediated, grasp the dynamic changes of the inlet outlet, and prevent the rebound of the rectification problem. At the same time, the supervision and management of sewage outlets should be promoted simultaneously in combination with the urban water environment treatment work, and a supervision and management system of river outlets with clear rights and responsibilities, reasonable settings, supervision in place, and standardized management should be formed.
