In order to further improve the city's social security card (hereinafter referred to as the "social security card") service bank change and replacement card business, combined with the actual situation of the city, the relevant matters are hereby notified as follows:
1. Application conditionsFoshan social security card holders can change the social security card service bank after applying for a social security card (including replacement card) and completing the card activation (subject to the time recorded in the social security card management system) for one year. At present, the service banks that can handle this business in our city are: Agricultural Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Bank of China, Postal Savings Bank of China, China Everbright Bank, Foshan Rural Commercial Bank, Nanhai Rural Commercial Bank, Shunde Rural Commercial Bank, China Resources Bank, Industrial Bank, Bank of Guangzhou, and China CITIC Bank.
2. The first step of the handling method: make an appointment to replace the card, pay attention to the WeChat official account of "Foshan Social Security", click on the menu bar "Online Service" - "Social Security Card Business Handling" - "I want to apply for a card" - "Online application" - "Service Bank Change Card", and the cardholder will select the new service bank to make an appointment for card replacement according to the prompts. Tips: 1. If the original service bank fails to pass the review, the cardholder can review the card by himself through the "Citizen Willingness Review" function within 10 days after the review is not passed, and if the cardholder does not review by himself for more than 10 days, the cardholder will not continue to replace the card, and the card replacement process will be terminated. 2. The operation methods of the inquiry of the audit results, the review of the public's wishes and the appointment for card replacement are the same. 3. If the cardholder holds more than one social security card in Guangdong Province, the cardholder needs to go through the "one person, one card" clean-up business before making an appointment for registration, otherwise the cardholder will not be able to handle the business normally.
Step 2: Within 10 days after the original service bank has passed the review or self-review, the cardholder can go to the new service bank to apply for card replacement with his or her valid identity document, and the inter-bank card replacement only supports offline counter application or fast card issuance, if the cardholder has not replaced the card for more than 10 days, he or she needs to make a new appointment for card replacement. Tips: It is recommended that cardholders go to the outlets of the fast-issuing banks to apply for the card, receive the card and activate it immediately, which is convenient and fast. Inquiry path of fast card-issuing bank outlets: Follow the WeChat official account of "Foshan Social Security", click on the menu bar "Online Service" - "Social Security Card Business Handling" - "I want to query" - "Quick Card Issuing Network Query".
Step 3: After the new social security card is issued and distributed to the bank outlets, the cardholder needs to go to the new service bank to activate the card with his or her valid identity certificate, and keep the "Guangdong Social Security Card Business Acceptance Receipt" or "Foshan Social Security Card Service Bank Change Business Handling Receipt" issued by the bank. Tips: How to check the progress of card issuance: Pay attention to the WeChat official account of "Foshan Social Security", click on the menu bar "Online Service" - "Social Security Card Business Handling" - "Card Issuance Related Functions" - "Card Production Progress Query".
Step 4: Cancellation of the old social security card account and fund carryoverIn order to avoid the service bank changing the card replacement business and affecting the cardholder's normal use of the social security card, within 3 working days after the new social security card is activated, the cardholder shall go to the old social security card service bank to cancel the account and carry over the funds with his or her valid identity certificate, the "Guangdong Province Social Security Card Business Acceptance Receipt" or the "Foshan Social Security Card Service Bank Change Business Handling Receipt" and the new and old social security cards, and at the same time need to return the old social security card.
3. Cost of production charge1. If the cardholder chooses to replace the card after the expiration date (including three months before the expiration), the new card issuing service bank shall pay the cost of production on behalf of the cardholder. 2. If the cardholder who has not yet reached the expiration date chooses to replace the card, the relevant responsible party shall pay the cost of production according to the provisions of the replacement card. The above validity period is subject to the date recorded on the face of the second-generation social security card. Reminder: Due to the cancellation of the validity period of the third-generation social security card, citizens who hold the third-generation social security card need to pay the cost of replacing the card with the service bank.
4. Implementation time: This notice will come into force on April 28, 2024.

If the cardholder receives social security benefits through the social security card, he or she needs to go through the procedures for changing the account number for the issuance of social security benefits such as pension, unemployment, and work-related injury in a timely manner after replacing the card.
(1) Online processing
Log in to the "Guangdong Provincial Affairs" WeChat Mini Program and click on the "Social Security" service.
1. Pension: In the "Pension-Pension Security" business, select "Social Security Card to Receive Basic Pension", and follow the prompts to carry out the corresponding business operations.
2. Unemployed: Click "Personal Insurance Information" next to your name, select "Change of Basic Personal Information of Unemployment Insurance", and follow the prompts to handle the corresponding business operations.
3. Work-related injury: Click "Personal Insurance Information" next to your name, select "Change of Basic Personal Information of Work-related Injury Insurance", and follow the prompts to handle the corresponding business operations.
(2) Handling at the social security business window
The cardholder shall go through the procedures for changing the bank account number at the local social security agency (or social security front desk) with his/her valid identity document and social security card.
If the agent is entrusted, the agent's valid ID card or social security card and power of attorney must also be provided.

After the card is replaced, the cardholder's electronic social security card still displays the information of the old social security card, and can be unlinked and rebound through each application channel of the electronic social security card.
