On June 30, 2022, the National Health Insurance Administration, together with the Ministry of Finance, issued the Notice on Further Improving the Direct Settlement of Cross-provincial and Non-local Medical Treatment for Basic Medical Insurance (Yibaofa [2022] No. 22, hereinafter referred to as the "Notice"). The "Notice" clarifies that insured persons who live in different provinces for a long time or temporarily go out for medical treatment across provinces can enjoy direct settlement services for cross-provincial and remote medical treatment after filing for medical treatment in other places.
In order to provide more convenient services for the insured, the WeChat official account of the National Health Insurance Administration has opened the function of filing for medical treatment in other places. Eligible insured persons only need a few simple steps to complete the filing of cross-provincial and remote medical treatment, and realize direct settlement when seeking medical treatment in other places.

01 Who is it for?
Long-term residents across provinces and places. Including retirees, long-term residents, permanent staff and other long-term work, residence and life outside the insured provinces (autonomous regions, municipalities directly under the Central Government);
Temporary medical treatment across provinces. Including those who are referred for medical treatment in other places, emergency rescue personnel in other places due to work, travel and other reasons, and other people who temporarily go out for medical treatment across provinces.
02 How to apply for cross-provincial and remote medical treatment filing?
Step 1: Start ICP filing
Enter the WeChat official account of the "National Health Insurance Administration", click on the microservice→ national remote medical record, and enter the remote filing applet page. Click the "Application for Filing for Remote Medical Treatment" button to start the filing.
Step 2: Select an ICP filing type
Enter the application page for remote medical treatment, the insurance place is the default of the system, and the insured can adjust it according to the actual situation, and at the same time make a good selection of the place of medical treatment, the type of insurance, and the type of filing.
Step 3: Submit the filing materials
Read the ICP filing notice, select I have carefully read the ICP filing notice, and then click the I have read it, start ICP filing button.
Fill in the ICP filing information, contact information, upload relevant materials, confirm that they are correct, and click the "Submit ICP Filing" button to complete the ICP filing application.
Some regions allow the insured to go through the filing through personal commitment, and when the eligible insured person is unable to submit the identification materials, he or she can click the "Personal Commitment" and click the "Submit Filing" button to complete the filing application after completing the signature as required.
Tips
If you have already been admitted to the hospital, you should select the start time of the filing before the admission date. After the filing is successful, it is recommended to re-register for admission as a non-local medical insurance person to ensure that you can enjoy cross-provincial direct billing services when you are discharged.
Step 4: Check the ICP filing progress
Click the [Filing Record] button on the home page to enter the filing record page for remote medical treatment, and view the filing progress in real time.
03 What other query services does the Mini Program have?
In addition to applying for the record, the insured can also inquire about the opening of designated medical institutions in each coordination area and remote network in the mini program.
Click [More Inquiries for Remote Medical Treatment] to query the "Details of Medical Treatment Expenses in Other Places", "Notification of Outpatient Chronic Disease", and "Qualification for Outpatient Chronic Disease".
