According to Article 28 of the Regulations on the Administration of Urban Gas, gas users and relevant units and individuals shall not engage in the following acts: installing, modifying or dismantling indoor gas facilities and gas metering devices without authorization, and misappropriating gas.
Article 49: If a gas user or relevant unit or individual installs, modifies or dismantles indoor gas facilities and gas metering devices without authorization, the gas management department shall order them to make corrections within a time limit; if they fail to make corrections within the time limit, they may be fined not more than 1,000 yuan on the individual; if they cause losses, they shall be liable for compensation according to law; and if a crime is constituted, they shall be investigated for criminal responsibility according to law.
Article 118 of the Criminal Law of the People's Republic of China: Whoever destroys electricity, gas or other inflammable or explosive equipment, endangering public safety, and has not caused serious consequences, shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years.
