On April 13 this year, a fire broke out in a woodland located at the east gate of Anjialou Village, Jiangtai Township, Chaoyang District, Beijing. Investigators from the Chaoyang District Fire and Rescue Detachment and the Jiangtai Police Station of the Chaoyang Public Security Bureau found that at about 13:30 on the same day, when the man Yan Moumou was smoking in the woodland, he used a lighter to ignite the catkins and caused a fire.

After being questioned by investigators from the fire and rescue detachment and the public security police station, Yan Moumou confessed to his act of igniting the catkins in the woodland and causing the fire. In accordance with the provisions of Article 64 (2) of the Fire Protection Law of the People's Republic of China, the public security organs decided to give Yan XX a punishment of 10 days of administrative detention.
