The Supreme People's Procuratorate reported on April 19 that the case of Wang Yongsheng, former member of the Party Committee and vice president of the China Development Bank, who was suspected of accepting bribes, was investigated by the State Supervision Commission and designated by the Supreme People's Procuratorate to be reviewed and prosecuted by the People's Procuratorate of Jilin City, Jilin Province. Recently, the Jilin Municipal People's Procuratorate has filed a public prosecution with the Jilin Intermediate People's Court.

During the examination for prosecution stage, the procuratorate informed the defendant Wang Yongsheng of his procedural rights in accordance with the law, interrogated the defendant Wang Yongsheng, and listened to the defender's opinions. The procuratorate's indictment alleges: Defendant Wang Yongsheng took advantage of his position as secretary of the party committee and president of the Liaoning branch of the China Development Bank, member of the party committee and vice president of the China Development Bank, and other positions, as well as the convenience of his own authority or position, to provide assistance to others in matters such as loan financing, bond purchases, and personnel arrangements, and illegally accepted property from others, the amount of which was particularly huge, and he should be investigated for criminal responsibility for the crime of accepting bribes in accordance with law.

On July 20, 2023, it was reported that Wang Yongsheng was investigated, and on January 5 this year, Wang Yongsheng was expelled from the party.

After investigation, Wang Yongsheng lost his ideals and beliefs, betrayed his original mission, turned a deaf ear to the spirit of the eight central regulations, violated discipline, accepted gifts and money in violation of regulations, accepted banquets, tours, and golf activities arranged by private business owners in violation of regulations, and borrowed other people's vehicles in violation of regulations; violated organizational principles, concealed and failed to report relevant personal matters, and wantonly interfered. Interfering in the recruitment of employees of financial institutions; owning shares of non-listed companies in violation of regulations; inflating their greed, failing to abide by the bottom line of discipline and law, engaging in power-for-money transactions on a large scale, wantonly accepting the transfer of benefits through covert means such as investment and shareholding, taking advantage of their positions to seek benefits for others in loans, financing, bond subscriptions, and so on, and illegally accepting huge sums of money.

Wang Yongsheng seriously violated the party's organizational discipline and integrity discipline, constituted a serious violation of public office and was suspected of taking bribes, and did not restrain or stop after the 18th National Congress of the Communist Party of China, which is serious in nature and has a bad impact, and should be seriously dealt with. In accordance with the "Regulations on Disciplinary Sanctions of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law of the People's Republic of China on Governmental Sanctions for Public Employees," and other relevant provisions, the Standing Committee of the Central Commission for Discipline Inspection studied and reported to the CPC Central Committee for approval, and decided to expel Wang Yongsheng from the party; cancel his benefits in accordance with regulations; confiscate his disciplinary and illegal gains; transfer his suspected crimes to the procuratorial organs for review and prosecution in accordance with the law, and transfer the property involved together.

According to public information, Wang Yongsheng was born in 1958 and served as the president of the Zhengzhou branch of the China Investment Bank, the president of the Zhengzhou branch of the China Development Bank, the president of the Shenyang branch, the president of the Liaoning branch, and the director of the enterprise bureau, and later served as the vice president of the China Development Bank, retiring in 2018.
