A new round of 10,000 yuan new energy vehicle replacement subsidy policy has been released!
The Municipal Development and Reform Commission recently issued the "Implementation Rules for Promoting Automobile Consumption Subsidies in Shanghai". From January 1, 2024 to December 31, 2024 (both inclusive), if an individual user purchases a new pure electric passenger car, the registered use nature is non-operational, and the non-commercial passenger car registered in the city under his name is scrapped or transferred (excluding change of registration) within the specified period, the city will give the individual user a one-time purchase subsidy of 10,000 yuan.
Important time nodes for subsidy application
(All dates below are inclusive)
1. The delivery time on the "Scrapped Motor Vehicle Recycling Certificate" or the billing time on the "Uniform Invoice for Second-hand Car Sales" submitted for the old car should be between June 1, 2022 and December 31, 2024;
2. The Uniform Invoice for the Sale of Motor Vehicles for the purchase of a new car shall be issued between January 1, 2024 and December 31, 2024, and the new car must be registered in the city before January 31, 2025;
3. The deadline for applying for subsidy funds is February 28, 2025, and the deadline for applying for objection review is March 31, 2025.

Personnel requirements
1. Individual users (all kinds of enterprises and institutions are not within the scope of subsidy application).
2. The owner of the old and new car (i.e. the owner of the vehicle) must be the same person.
3. Good personal credit status. The following records of untrustworthiness shall not be made on the municipal Public Credit Information platform:
Information on non-payment of various types of taxes and fees; information on illegally engaging in commercial passenger transport activities; administrative punishment or criminal responsibility for driving a motor vehicle after drinking alcohol or while intoxicated; information on administrative punishments such as temporary seizure of motor vehicle driving license, revocation of motor vehicle driving license, and detention for committing serious road traffic violations; substitution of demerit points by others; Substituting others for scoring or introducing information on alternative scores, information on escaping after a traffic accident, information on not enforcing effective judgments, and information on being entered into the list of seriously untrustworthy entities in accordance with laws, regulations, and state provisions.

Vehicle requirements

First, the scrapped or transferred old car shall be registered in the name of the individual user before December 31, 2023 (including that day).
Second, the old car should be a Shanghai brand passenger car (excluding large passengers, small goods and large goods, etc.), and the nature of use is non-operational. If the passenger car with the license plate of another province or city is transferred or scrapped, or the passenger car is used in the nature of operation, it is not supported to apply for subsidies.
It should be particularly pointed out that if the scrapped or transferred Shanghai brand old car used by individual users is a non-operating passenger car, there is no special requirement for the fuel type, and gasoline vehicles, diesel vehicles, plug-in hybrid or pure electric new energy vehicles, as long as they meet the above conditions, also meet the application conditions.
Third, the date of scrapping or transfer of the old vehicle should be between June 1, 2022 and December 31, 2024.
Scrapped vehicles refer to individual users in accordance with the provisions of the "Measures for the Administration of Scrapped Motor Vehicle Recycling" and its implementation rules, to scrap the qualified enterprises for scrapped motor vehicles to scrap the individual in accordance with the provisions of the regulations, obtain a valid "scrapped motor vehicle recycling certificate", and complete the cancellation registration procedures. The scrapping date is between June 1, 2022 and December 31, 2024, and the delivery time stated on the "Scrapped Motor Vehicle Recycling Certificate" shall prevail.
The transfer of vehicles refers to the transfer of the ownership of the passenger car in the name of the individual user (excluding the change of registration), obtaining a valid "Uniform Invoice for the Sales of Second-hand Cars", and completing the transfer registration procedures, and the transfer time is between June 1, 2022 and December 31, 2024, subject to the billing date stated on the "Uniform Invoice for the Sale of Second-hand Vehicles".
Fourth, the old car has not applied for the city's relevant vehicle replacement subsidy policy as an "old car" under my name, including but not limited to "subsidy for promoting automobile consumption", "subsidy for trade-in of fuel vehicles", "subsidy for early scrapping of diesel vehicles in China III", etc.
New cars
First, the new car should be a pure electric vehicle that conforms to the announcement of the national vehicle manufacturer and the management regulations of compulsory product certification, and is included in the "Announcement of Road Motor Vehicle Manufacturers and Products" or other relevant national model catalogs.
At present, the vast majority of pure electric passenger cars on the market meet the above conditions, and consumers can consult with car sales agencies when buying new cars.
Second, when individual users buy new cars, they should obtain the "Uniform Invoice for Motor Vehicle Sales" issued by the city's automobile sales agency, and go to the traffic management department of the Municipal Public Security Bureau to go through the motor vehicle registration procedures and obtain a valid "Motor Vehicle Registration Certificate" and "Motor Vehicle Driving License" of the city.
Third, the purchase date of the new car should be between January 1, 2024 and December 31, 2024, and the purchase date shall be subject to the billing date stated in the "Uniform Invoice for Motor Vehicle Sales" issued by the automobile sales agency.
Fourth, new cars must be registered in the city before January 31, 2025 (including that day).
Fifth, where the nature of the vehicle is changed to operation within one year from the date of registration of the new vehicle and the obligation to return funds is not fulfilled, the relevant record of untrustworthiness will be included in the Public Credit Information platform.
Subsidy application path
The subsidy application is mainly online and by appointment, and must be initiated by the car owner himself.

(2) Submit an application for subsidy under "Car Purchase Subsidy" on the homepage of the "Chexinmeng" APP.
Appointment: Applicants holding passports, Mainland Travel Permits for Hong Kong and Macao Residents, Mainland Travel Permits for Taiwan Residents, Permanent Residence ID Cards for Foreigners and other valid documents to apply for subsidy funds should contact the 400-820-3152 hotline as soon as possible to make an appointment for offline processing after submitting an online application and receiving the review SMS.

Applicant's materials
- Applicant's name, valid ID number and type of certificate;
- The number of the first-class debit card of the bank with the logo of "UnionPay" held by the applicant;
- The mobile phone number owned by the applicant that can normally receive SMS must be the same as the personal mobile phone number reserved by the above-mentioned bank card provided by the applicant;
In addition to the above-mentioned supporting materials, if there are special circumstances such as name change, bank card account opening information and vehicle owner information, etc., relevant supplementary and corrective materials shall be provided, such as resident household registration booklet, passport and marriage certificate, supporting materials corresponding to bank account opening information (such as bank statements) and others.

Vehicle materials
- The number plate number of the scrapped or transferred used vehicle registered in the city;
- If the old car is scrapped or transferred, the "Uniform Invoice for the Sales of Second-hand Vehicles" or the "Scrapped Motor Vehicle Recycling Certificate" must be provided respectively as required;
- the number plate number of the new vehicle registered;
- The city's "Uniform Invoice for Motor Vehicle Sales" obtained when purchasing a new car.

A list of materials to be prepared when submitting an application for a used car, including but not limited to:
✔ "Motor Vehicle Cancellation Certificate" for the old car;
✔ The "Motor Vehicle Driving License" of the old car;
✔ The "Motor Vehicle Registration Certificate" of the old car (large green book);
✔ Contracts for the transfer or scrapping of old vehicles, etc.
A list of materials to be prepared when submitting an application for a new car, including but not limited to:

✔ Purchase contracts for new vehicles, etc.
Inquiry of audit results and disbursement of funds
After the application is submitted, the applicant will receive an SMS notification of the preliminary review result within 15 working days, and if the information submitted by the applicant is unclear and unrecognizable, or further supplementary information is needed, the applicant will also be notified to supplement the information as required.
If necessary, if the applicant has any objection to the review result, he or she can make an appointment to submit the supplementary materials on the spot in advance, and the applicant shall submit an application for review at the designated place with the original, copy or image data of the relevant materials, and after confirming the receipt of the relevant materials, the review opinion will be submitted within 30 working days, and the applicant will be notified by SMS through the "Chexinmeng" platform again.
If the application submitted by the applicant is reviewed and there is no objection after publicity, the Municipal Development and Reform Commission will regularly summarize the applicant's information and the amount of subsidies and report to the Municipal Energy Conservation and Emission Reduction Office; After the Municipal Development and Reform Commission summarizes, it will regularly submit to the Municipal Finance Bureau the information of the applicant and the amount of the subsidy that have been reviewed and confirmed to meet the conditions for allocation, and apply for fund allocation. The Municipal Finance Bureau shall allocate funds in accordance with the provisions after review.
Application inadmissibility
Applications for subsidies will not be accepted if:
1. The personal account number or bank account provided at the time of application has not been authenticated by real name;
2. Failure to submit complete information in accordance with the requirements of these Regulations;
3. The delivery time of the "Scrapped Motor Vehicle Recycling Certificate" or the "Uniform Invoice for Second-hand Car Sales" submitted for the old car is not between June 1, 2022 and December 31, 2024, and the billing time of the "Uniform Invoice for Motor Vehicle Sales" for the new car is not between January 1, 2024 and December 31, 2024;
4. Applications submitted after the application deadline specified in these Regulations.
Precautions
1. Please keep the submitted mobile phone number unblocked to ensure that you receive the SMS result notification in time;
2. During the period of applying for the receipt of subsidy funds, ensure that the debit card and the corresponding bank account are always valid before receiving the subsidy funds, and the funds can be received normally, so as not to affect the arrival of the subsidy funds.
