The meeting pointed out that since the beginning of this year, the work of the people's congresses in townships, towns, and neighborhoods has been running smoothly, showing the characteristics of a good start in work, solid construction of basic positions, and flexible work methods, but there are still problems and gaps such as inaccurate grasp of the performance of duties, inconspicuous role of positions, and lack of outstanding characteristics.
The meeting stressed that the people's congresses of all townships, towns, and neighborhoods should thoroughly study and implement the spirit of the Central People's Congress Work Conference, conscientiously perform the functions and powers entrusted to them by the Constitution and laws, and further strengthen and improve the work of the people's congresses in the new era. The first is to uphold the party's overall leadership and put the people's congress in a quasi-position in terms of ideological understanding. Consciously put the party's leadership throughout the whole process and all aspects of the work of the people's congress, actively report to the party committee for instructions, take the initiative to integrate into the region's efforts to create the "eight new situations" of economic and social development, play a representative role, and highlight the achievements of the people's congress. The second is to implement accurate and effective supervision, and show the achievements of the people's congress in helping development. Focusing on key project construction, rural revitalization, ecological and environmental protection, grassroots social governance, people's livelihood protection and other work matters, focusing on hot and difficult issues that the people are concerned about, carrying out in-depth supervision, strengthening joint supervision, and leading representatives and the masses to support the implementation of various government work.
