  "In recent years, Shanghai citizens' awareness of tobacco control has been greatly enhanced. Volunteers came to supervise the rectification, and most units actively cooperated. Because there is a law that if you are complained about many times and do not implement rectification, you may be subject to law enforcement inspections and fines. Wang Zhiqin said.

  There are currently more than 10,000 tobacco control volunteers like Wang Zhiqin and Yin Peihua in Shanghai, covering all towns and districts in the city, and have become an important force in carrying out daily tobacco control publicity, inspections, and discouraging illegal smoking.

  This year, 15 years after Shanghai entered the tobacco control legislation, the Regulations on the Control of Smoking in Public Places have been amended twice. In November 2016, it was amended for the first time to prohibit smoking in indoor public places, indoor workplaces, and public transportation, and in October 2022, it was amended for the second time to include e-cigarettes in the scope of smoking prohibition in public places. The Regulations of Shanghai Municipality on Patriotic Health and Health Promotion, which came into effect on November 1, 2023, also focus on tobacco control, requiring continuous promotion of tobacco control in public places, strengthening supervision and law enforcement, improving the construction of smoking cessation service networks, and strengthening professional support for smoking cessation.

Correspondingly, the prevalence of illegal smoking in statutory smoking places in Shanghai has dropped from 37.5% before the tobacco control legislation to 12.3%.
