Hedong recruits 50 teachers

According to the relevant regulations on the open recruitment of public institutions, it has been determined that in 2024, some public institutions in Hedong District, Linyi City will openly recruit 50 teachers (including 7 kindergarten personnel control total record management). The relevant matters are hereby announced as follows:

1. Scope and conditions of recruitment

(1) Have the nationality of the People's Republic of China and abide by the Constitution and laws.

(2) Have good conduct and professional ethics.

(3) Have the professional or technical conditions, physical conditions and other conditions required for the post.

(4) Applicants with a bachelor's degree should be under the age of 35 (born after April 1988), and applicants with a master's degree or above should be under the age of 40 (born after April 1983).

(5) Applicants who have returned from overseas study must be recognized by the Ministry of Education as having equivalent academic qualifications and degrees.

(6) Full-time graduates of senior technical schools (technician colleges) who have obtained the vocational qualifications (vocational skill level) of senior workers and preparatory technicians (including technicians) at the time of graduation can apply for qualified positions according to their college and undergraduate degrees.

(7) Fresh graduates must obtain the graduation certificate, degree certificate and teacher qualification certificate required for the corresponding academic system before July 31, 2024, and non-fresh graduates must obtain the graduation certificate, degree certificate and teacher qualification certificate required for the corresponding academic system before April 25, 2024.

(8) If the applicant is an incumbent employee, a certificate of consent to the application shall be issued from the department or unit with the authority to manage the person. Graduates of orientation and commission training must obtain the consent of the orientation and commission training unit to apply for employment.

(9) Chinese citizens who are residents of Hong Kong and Macao may apply for qualified positions.

(10) The following persons must not apply for employment: active military personnel, non-recent graduates, persons who have received criminal punishment for crimes, persons expelled from the Party, persons who have been dismissed from public office, persons who have received Party discipline and government sanctions that have not yet completed the period of punishment or influence, persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, and persons in other circumstances that laws and regulations provide must not be employed. Applicants are not allowed to apply for positions under the circumstances specified in the "Provisions on the Avoidance of Personnel Management of Public Institutions" (Ministry of Human Resources and Social Security Regulation [2019] No. 1).

2. Recruitment positions and plans

Recruitment is carried out by means of written examination and interview, and the recruitment positions and plans and specific requirements are detailed in Annex 1.

After the registration is completed, except for the township (street) ordinary teacher positions, for the positions where the final number of applicants is less than 3 times the planned number of recruits, and the recruitment plan is planned to recruit 1 person, the recruitment plan will be cancelled; Applicants for positions that have cancelled the recruitment plan may, with their consent, change to other qualified positions within the specified time. Once the recruitment plan is determined and announced to the public, it shall not be changed without the approval of the competent authority for public recruitment of municipal institutions.

For township (street) ordinary teacher positions, the final number of applicants does not reach 3 times the number of planned recruitment, and reaches or exceeds the planned number of recruits, and the recruitment plan may no longer be cancelled or reduced with the research and consent of the competent authority for public recruitment of municipal institutions.

3. Registration and qualification review

The registration and qualification review shall be carried out according to the following procedures:

(1) Online registration

The registration shall be carried out in the form of online registration and online payment at the same time in the city. Within the city, each person is limited to one position, and once the candidate's registration information is approved, it cannot be changed to other positions, please choose carefully.

1. Online registration time: 9:00 on April 25 - 16:00 on April 28.

2. Online preliminary examination and registration inquiry time: 9:00 on April 25 - 16:00 on April 29.

Applicants should carefully read the recruitment brochure, log on to the website of Hedong District People's Government (http://www.hedong.gov.cn/), and truthfully fill in and submit personal relevant application information. Applicants can modify the application information before the preliminary examination of qualifications, and the latter will automatically replace the previous information. Once the application qualification is approved, the application information cannot be changed. After 16:00 on April 28, 2024, if the unit has not yet been pre-examined or has not passed the preliminary review, it cannot be re-applied for other positions, and the application information cannot be modified or supplemented. Applicants must use valid ID documents for registration and examination, and their names, ID numbers and other personal information must be true and consistent. If there is malicious registration information, disrupting the registration order, etc., the qualification for this application will be cancelled after verification. The performance of the candidates during the application period will be one of the important contents of the open recruitment inspection. The district education department is responsible for the preliminary review and explanation of the professional requirements of the recruitment position, and arranges a special person to answer the consultation telephone (no rest on holidays during the registration period), and provides the consultation telephone, which is shown in Annex 1.

After submitting the registration information online, the applicant should log in to the registration website in time to inquire about the preliminary examination results of the registration qualifications. Personnel who fail to pass the preliminary examination can change to other eligible positions in the city or county within the registration time, and cannot change to other positions after the registration deadline, and can not modify or supplement the application information.

Applicants should complete the operation of each link as soon as possible in accordance with the prescribed process and time limit when registering, and if the registration and review are affected by the "whistle registration", the consequences shall be borne by the applicant himself.

3. Online payment: Those who have passed the preliminary examination of qualifications should log in to the registration website for online payment during the period from 11:00 on April 25 to 11:00 on April 30. No refunds will be given after successful registration. Those who have successfully registered should log in to the registration system from 9:00 on May 22 to 9:30 on May 25 to print the admission ticket, the "Registration Form for Teachers Recruited by Public Institutions" and the "Letter of Commitment to Integrity of Teachers in Public Institutions" (used when participating in interviews).

Applicants should pay a written examination fee of 40 yuan per person.

After completing the registration information in the registration system and passing the preliminary examination review, click "Application for Fee Reduction" in the menu bar, and upload the reduction and exemption materials according to the system prompts and click submit before 16:00 on April 29, 2024. Among them, persons from families with minimum livelihood security shall submit the certificate of enjoying the minimum livelihood security and the minimum guarantee issued by the civil affairs department of the county (city, district) where the family is located; After submission, please log in to the registration system before 11:00 on April 30, 2024 to check the review status of the exemption application. Those who exceed the payment time will not be accepted.

(2) Qualification review

The qualification review of candidates runs through the whole process of recruitment. For those who do not meet the application requirements, once found and verified, their qualifications will be cancelled. Those who enter the scope of interview review must submit their relevant supporting materials, "Registration Form for Public Recruitment of Teachers in Public Institutions", "Letter of Commitment to Integrity of Teachers in Public Institutions", "Written Examination Admission Ticket", original and photocopy of second-generation ID card (the copy is clearly copied on A4 type paper) and 2 one-inch frontal bareheaded photos (the same bottom version as the photo uploaded for online application). Relevant supporting materials mainly include:

Fresh graduates in 2024 should submit: (1) a nationally recognized academic certificate, a degree certificate or an employment recommendation form issued by the school (including a study transcript stamped by the school), ;(2) a certificate of acceptance of the application by the orientation and commission training unit, and (3) other relevant certificates and materials such as teacher qualification certificates provided by the post.

Other applicants submit: (1) academic certificates and degree certificates recognized by the state; (2) in-service personnel submit the "Certificate of Consent to Apply for the Examination of the Unit" stamped by the unit (department) with personnel management authority (see Annex 2) ;(3) and other relevant certificates and materials such as teacher qualification certificates required by the post.

Applicants who have returned from overseas study must provide academic degree certification materials from the national education department before September 30, 2024. Chinese citizens who are residents of Hong Kong and Macao must also provide the Mainland Travel Permit for Hong Kong and Macao Residents.

The original and photocopy of the above-mentioned documents and supporting materials must be provided.

Candidates who have obtained the qualifications for interview review and fail to submit relevant materials to the recruiting unit within the specified time shall be deemed to have waived their rights. Those who do not meet the requirements for application or provide false information in the materials will be disqualified from the interview. Vacancies caused by waiver or cancellation of interview qualifications will be filled in turn according to the written test results if the passing score of the written test is above (inclusive).

Those who enter the interview scope shall pay the interview and examination fee of 70 yuan per person. After review, the candidates who enjoy the exemption and exemption of the written examination fee will no longer pay the interview examination fee.

The time and place of the interview qualification review will be notified separately.

Fourth, the content and method of the examination

The exam is divided into a written test and an interview.

(1) Written examination

All kinds of positions are tested in one subject, and the written test uses a 100-point system to calculate the results of candidates.

1. The content of the written test is the basic knowledge of education and the professional knowledge required by the position. The basic knowledge of education mainly includes pedagogy, psychology, pedagogy, teaching materials, teaching methods, education laws and regulations, and teachers' professional ethics. The basic knowledge of education and the professional knowledge required by the position account for 40% and 60% of the score of the entire test questions respectively.

2. Written test time: 9:00-11:30 a.m. on May 25, 2024, and the written examination for the open recruitment of primary and secondary school teachers in all counties and districts of the city will be held at the same time.

The location of the written test is shown in the "Written Examination Admission Ticket".

After the results of the written test are announced, the passing score of the written test will be determined according to the recruitment position and the examination situation. The interviewers will be determined from the candidates who have reached the passing score of the written test and will be determined in order from high to low scores according to the recruitment plan. The number of interviews is determined in a ratio of 1:3. If the last person to enter the interview range is tied, they will enter the interview range together. If the number of persons entering the interview scope does not reach the proportion of the required number of interviews, it shall be determined according to the actual number of people above the passing score line (inclusive) of the written test. The list of candidates for interview shall be announced to the public in accordance with the prescribed procedures.

(2) Interview

Interviews will be conducted by means of trial lectures. The specific method, time and place of the interview will be notified separately on the website of the People's Government of Hedong District (http://www.hedong.gov.cn/).

The total score of the examination of candidates shall be calculated on a 100-point system according to the proportion of 50% of the written test score and the interview score. The written test score, interview score, and total test score are all calculated to two decimal places, and the mantissa is rounded. According to the ranking of the total score of the examination, the employer and the position are divided, and the candidates for the examination and physical examination are determined in equal amounts according to the ratio of 1:1. If the employer has the same total test score of the applicant for the same recruitment position, the candidates for the examination and physical examination will be determined according to the written test score from high to low. If the results of the written test and interview are the same, the candidates for the examination and physical examination shall be determined through the method of additional tests. The interview score of the candidates to be determined for the examination and physical examination shall not be less than 60 points. After the end of the interview, the vacancies caused by the abandonment of the qualifications or the disqualification of the application will not be filled. The results of the written examination, the results of the interview and the total results of the examination shall be announced to the public in accordance with the prescribed procedures.

5. Inspection and physical examination

After the candidates for the inspection and physical examination are determined, the competent department of the recruiting unit or the employer shall conduct the inspection and physical examination in accordance with the relevant regulations, and may independently determine the order of the inspection and physical examination in light of the actual situation, and organize them in equal amounts. Vacancies caused by giving up the qualification for inspection and physical examination or failing to pass the inspection or physical examination will not be filled.

1. Investigation

The competent department of the recruiting unit or the employer shall form an inspection team to inspect the candidates for physical examination, and adopt a variety of forms according to the requirements of the recruitment position to fully understand the political ideology, moral character, ability and quality, learning and work performance, discipline and law-abiding of the subject of the investigation. Integrity and self-discipline and whether it is necessary to recuse and other aspects, and in accordance with the relevant provisions on the management of cadre personnel files, the files of the inspection objects shall be strictly reviewed, and whether the inspection objects meet the prescribed qualifications for application, as well as whether the application information and related materials provided are true and accurate.

2. Physical examination

The physical examination shall be carried out in accordance with the relevant provisions such as the general standards for the physical examination of civil servants. The physical examination should be conducted in a general hospital at or above the county level. For those who need to be re-examined according to the regulations, they shall not be carried out in the original physical examination hospital, and the re-examination can only be carried out once, and the results shall be subject to the conclusion of the re-examination. If the applicant intentionally conceals the illness or medical history that affects the employment during the physical examination, or colludes with the physical examination staff to cheat or asks others to replace the physical examination, or exchanges or replaces laboratory samples, etc., the applicant shall not be hired.

The time and place of the physical examination will be notified separately.

6. Publicity and employment

According to the results of examinations, inspections and physical examinations, the recruiting unit shall determine the personnel to be hired in accordance with the relevant procedures, and if there is no objection to the publicity within 7 working days after reporting to the competent department for review and approval, the competent department shall put forward employment opinions, and fill in the "Registration Form for Personnel Employed by Public Institutions" and "Summary Table of Personnel Employed by Public Institutions", and report to the competent authority for public recruitment in public institutions in the district for the record.

If the employment conditions are met, the competent authority for open recruitment of public institutions in the district shall issue a "Notice of Filing of Recruitment Personnel of Public Institutions". After the employee is recorded, the legal representative of the employing unit or its representative shall sign an employment contract with the hired person, establish a personnel relationship, and go through the relevant formalities with the Notice of Filing of Personnel Recruited by Public Institutions. The probationary period is implemented for the hired personnel, and the probationary period is included in the term of the employment contract. Those who pass the examination at the end of the probationary period shall be formally employed; those who fail to meet the requirements shall be terminated from the employment contract.

7. Miscellaneous

1. Applicants who violate the discipline of public recruitment examinations shall be dealt with in accordance with the "Provisions on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security), and the applicants who have dishonesty in the recruitment work shall be included in the archives of public recruitment violations of discipline and integrity in public recruitment. Personnel who violate the discipline of open recruitment shall be dealt with in accordance with the "Law on Governmental Sanctions for Public Employees", "Regulations on Disciplinary Sanctions of the Communist Party of China", "Interim Provisions on the Punishment of Personnel of Public Institutions" (Order No. 18 of the Ministry of Human Resources and Social Security, Ministry of Human Resources and Social Security) and other relevant provisions;

2. This recruitment does not specify the exam tutoring book, and does not authorize or entrust any institution to hold exam tutoring training courses. In accordance with the relevant regulations on open recruitment by public institutions, experts engaged in propositions, marking papers, interviews, etc., are not allowed to participate in any form of examination counseling. At present, any tutorial classes, counseling websites, publications, Internet cards, etc., held in the name of public institution open recruitment management bodies and public institution open recruitment proposition groups, have nothing to do with the competent authorities for open recruitment of public institutions at all levels in Linyi City.

3. Applicants should keep abreast of the latest information released on the recruitment website during the application period, and keep the contact number open 24 hours a day.
