On April 16, the General Office of the National Development and Reform Commission issued the "List of Green and Low-carbon Advanced Technology Demonstration Projects (First Batch)", including 1 charging and swapping project.

Project Name: Phase II Project of Construction and Operation of Large-scale Vehicle-Network Interactive Virtual Power Plant

Direction: carbon reduction at the source

Construction content: advanced power grid and energy storage demonstration project. The project adopts the internal circulation microgrid based on the co-construction of photovoltaic station piles, the intelligent control technology of V2G two-way pile group, the capacity evaluation and auxiliary services of the vehicle-network interactive virtual power plant, the response time of the battery swap station, the adjustment time, and the control accuracy of the battery swap power have reached the leading level in China. It mainly builds more than 50 battery swap stations (including at least 3 photovoltaic charging and swapping stations) and more than 200 charging piles (including more than 50 V2G bidirectional piles), combined with 129 battery swap stations and 1,732 charging piles that have been completed in the first phase to improve the construction and operation of virtual power plants. After the completion of the project, the collaborative interaction of "vehicle, pile, network" can be realized, and then the "peak shaving" of adjustable load and the local consumption of distributed photovoltaic can be realized, and the virtual power plant will be connected to the Shanghai power grid through the vehicle-network interaction, so as to realize the actual verification and demonstration application of charging piles participating in power grid dispatching.

The Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the State-owned Assets Supervision and Administration Commission of the State Council, the National Energy Administration, the General Office (General Department) of the Civil Aviation Administration of China, the Development and Reform Commission of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Development and Reform Commission of the Xinjiang Production and Construction Corps, and the China Development Bank:

In order to implement the decisions and arrangements of the Party Central Committee and the State Council, accelerate the demonstration and application and promotion of green and low-carbon advanced technologies, and in accordance with the work deployment of the "Implementation Plan for Green and Low-Carbon Advanced Technology Demonstration Projects" (Fagai Huan Zi [2023] No. 1093), our committee and relevant departments organized the application and selection of the first batch of green and low-carbon advanced technology demonstration projects. The list of the first batch of demonstration projects has been determined through the selection and review procedures such as the application of the project unit, the review and recommendation of the local government, the review of the third-party organization, the review of the department and the locality, and the public solicitation of opinions, which is hereby announced, and the relevant matters are notified as follows:

1. Strengthen the guarantee of project elements. All relevant regions and departments should guide the project units to do a solid job in land use approval, planning permission, energy conservation review, environmental impact assessment, etc., guide financial institutions to increase financing support, and encourage social capital to participate in the construction of demonstration projects in various forms. Our committee will make overall use of the existing investment channels in the central budget to actively support the construction of eligible demonstration projects. All localities should actively support eligible projects through budgetary investment and other financial funding channels.

2. Strengthen the supervision and management of the whole process. The regional development and reform commissions should continue to track the progress of the scheduling project, strengthen work coordination, and ensure that the construction of demonstration projects achieves practical results. Our committee will work with relevant departments to strengthen the supervision of demonstration projects and organize and carry out effectiveness evaluation in a timely manner. For projects with outstanding demonstration effects, our committee will work with relevant departments to strengthen publicity and promotion. For projects whose construction progress is slow and the results are not as expected, the regional development and Reform Commissions should strengthen supervision, guidance and assistance, and if the requirements are not met after rectification, the withdrawal list shall be adjusted.

3. Do a solid job in the follow-up project reserves. The regional development and Reform Commission, in conjunction with the relevant departments of the region, shall establish a reserve of green and low-carbon advanced technology projects, take the initiative to connect with relevant enterprises, universities and research institutions in the field of green and low-carbon, map out the reserve of advanced and applicable technologies, and update the reserve projects on a rolling basis, so as to lay a good foundation for the follow-up work of the green and low-carbon advanced technology demonstration project.
