In order to implement the spirit of the "Notice on the Implementation of the Fourth Round of the "Three Branches and One Support" Plan for College Graduates in Anhui Province (Anhui Ren She Fa [2021] No. 16) issued by the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security, promote the employment and entrepreneurship of college graduates, encourage the orderly flow of talents to the grassroots level, and promote the comprehensive revitalization of the countryside, combined with the actual situation of our province, the recruitment work of the "Three Branches and One Support" plan in Anhui Province in 2024 is hereby announced as follows.
1. Recruitment: quantity, targets and conditions
(1) The number of recruits
In 2024, our province plans to recruit 1,061 college graduates to engage in teaching, agriculture, medicine and rural revitalization at the grassroots level in rural areas. The specific plan is shown in the job list (Annex 1).
(2) The scope of recruitment targets
1. College graduates with a full-time college degree or above, graduated in 2022, 2023 and 2024 within the province.
2. Personnel in specific positions at the grass-roots level who are still in the labor contract period.
3. Volunteers of the Western China Program who have served for no less than two years, and who have passed the assessment and completed their service period within three years.
4. Graduates of full-time senior engineering classes and preparatory technician classes of technical colleges and universities are regarded as graduates of junior college and bachelor's degree.
5. Retired college student soldiers who will retire from active duty in 2022, 2023, and 2024 and have performed well during their service. Among them, those who retire in 2024 must complete the retirement procedures before July 31, 2024.
(3) Recruitment conditions
1. College graduates within the province, including three categories of personnel: (1) students from this province or household registration in this province, (2) students from other provinces who have studied and graduated from ordinary colleges and universities in our province, and (3) college graduates from other provinces whose immediate family members (spouses) are registered in our province (both parties have registered their marriage before April 20, 2024).
2. Full-time college degree or above, of which graduates with bachelor's degree or above must have corresponding degree certificates. Graduates of full-time senior engineering classes and preparatory technician classes of technical colleges in our province who have obtained senior vocational qualification certificates, senior vocational skill level certificates, and preparatory technician certificates can apply for positions with unlimited majors. Part-time graduate students graduating in 2022, 2023 and 2024 with degree certificates and academic certificates can also apply.
3. College graduates graduating in 2024 must obtain the corresponding academic (degree) certificates before July 31, 2024.
4. Under the age of 30 (born in April 1993 or later).
5. The deadline for the number of years of service of volunteers in the Western Plan is July 31, 2024.
6. Retired college students and soldiers must be recruited by the military service organs of our province to enlist in the army or Anhui personnel who enlist in other provinces or their immediate family members (spouses) are retired personnel from other provinces who are registered in our province.
7. College graduates who apply for volunteer teaching positions must have the teacher qualification certificate required by the post. Those who have met the requirements for teacher qualification certification and participated in the teacher qualification certification in the spring of 2024 and can obtain the teacher qualification certificate before the end of July 2024 can also apply for the teaching position.
8. Good political quality, law-abiding, physical and mental health, decent style, qualified academic performance, and corresponding professional knowledge.
9. Other conditions required for the post.
10. Personnel with any of the following circumstances shall not apply for the examination: (1) personnel who do not meet the requirements of the recruitment position; (2) full-time non-fresh graduates of ordinary colleges and universities; (3) active military personnel; (4) the "three branches and one support" plan and the "special post plan for school teachers in the rural compulsory education stage" who are still in the service period (5) Persons who have been identified by the government human resources and social security department as having violated discipline in the examination and are within the period of suspension; (6) Persons who have been criminally punished for crimes, persons who have been dismissed from public office, persons who have not yet been subject to party and government disciplinary sanctions, persons who are under disciplinary examination, persons who are in the period of criminal punishment or are undergoing judicial investigation and have not yet reached a conclusion; (7) Other circumstances that are prohibited by law from participating in the examination.
2. Recruitment procedures and schedule
(1) Online registration
1. Registration time: 9:00 on April 20 - 17:00 on April 25
2. The registration website is Anhui Provincial Personnel Examination Network (www.apta.gov.cn), and candidates log in to the Anhui Provincial Personnel Examination Network to register, and after SMS verification, complete entry of relevant information according to the website prompts and requirements.
3. Each person is limited to one position, and the same valid resident ID card is used to take the test.
4. The application information submitted by the applicant shall be true and accurate. If false application information is provided, once verified, the qualification of the corresponding link will be cancelled in accordance with the relevant regulations. Those who forge or alter relevant certificates, materials, and information, and fraudulently obtain examination qualifications will be dealt with in accordance with relevant laws and regulations.
(2) The proportion of examinations
The opening ratio of this examination is not less than 2:1, of which there is no opening ratio for agricultural technology, water conservancy, and medical support positions. If it is confirmed that the ratio of the number of applicants to the number of job recruitment plans does not meet the above ratio requirements, the number of job recruitment plans will be cancelled, reduced or adjusted accordingly.
(3) Preliminary examination of qualifications
1. Preliminary qualification time: 9:00 on April 20 - 17:00 on April 26
2. Candidates should log in to the Anhui Provincial Personnel Examination Network before 17:00 on April 26 after registration to check the qualification review results. Those who have passed the qualification examination shall not apply for other positions; those who have not been examined or failed to pass the qualification examination can be re-reported before 17:00 on April 26.
3. Candidates who have cancelled their positions can change to other positions from 9:00 to 14:00 on April 30.
(4) Payment
1. Candidates who have passed the preliminary examination of qualifications shall log in to the Anhui Provincial Personnel Examination Network before 17:00 on April 28 after passing the registration and pay 90 yuan for the written examination fee. Persons from families with minimum subsistence allowances, those who have been lifted out of poverty and those who are eligible for poverty alleviation monitoring and assistance, and those who are eligible for poverty prevention monitoring and assistance, can enjoy the policy of reducing or exempting written examination fees. After such personnel register, online confirmation and online payment will be implemented. From May 7 to 9, 2024, log in to the Anhui Provincial Personnel Examination Network as required, enter the minimum living security family refund portal and submit the required supporting materials, and reduce the written test fee after comparing and reviewing the data with the relevant national platforms.
2. Candidates who have successfully paid the fee should print the admission ticket through the Anhui Provincial Personnel Examination Network from May 23 to May 25.
(5) Written examination
1. Subjects and content of the written test
The subjects of the written test are "Vocational Ability Test" and "Comprehensive Knowledge". The two subjects do not specify the examination reference book, and the test content and answer requirements are referred to the "Anhui Province 2024 College Graduates "Three Branches and One Support" Plan Recruitment Written Examination Syllabus (Annex 2).
2. Written test arrangement
(1) The examination will be held on May 26, 2024, and the specific arrangements are as follows:
08:30-10:00 Vocational Aptitude Test
10:00-12:00 Comprehensive Knowledge
The maximum score for both subjects is 100 points.
(2) The two subjects of "Vocational Ability Test" and "Comprehensive Knowledge" are tested consecutively, without interruption in between. The test papers of the two subjects are bound together, which will be distributed before the start of the examination, and the answer sheets of each subject will be distributed separately. After the deadline for the first subject, the answer sheet for the first subject exam will be collected, and after the deadline for the second subject, all the examination materials distributed will be withdrawn.
(3) The written test center is located at the seat of the municipal government divided into districts (candidates who apply for the positions directly under the Provincial Department of Water Resources, Guangde City and Susong County will be tested at the test centers in Hefei, Xuancheng and Anqing respectively).
3. Release of test results
The written examination will end in early June, when the Provincial Personnel Examination Institute will announce the examination results to candidates through the Anhui Provincial Personnel Examination Network, and the specific time will be notified separately.
Due to the use of the score processing automation system for the marking work, there is no manual registration and accumulation process, except for special circumstances such as absenteeism, discipline violations, and zero scores, in principle, candidates will not be accepted to check their scores.
(6) Qualification review and confirmation
1. According to the total score of the written test, the candidates for qualification review will be determined from high to low scores according to the ratio of 1:1 in the recruitment plan. If the total score of the written test is the same, the candidate with the highest score of "Comprehensive Knowledge" will enter the qualification review, and if the score of "Comprehensive Knowledge" is also the same, he will enter the qualification review together. In order to ensure the quality of recruitment, those with a total score of less than 100 points in the written test will not be recruited.
2. Candidates who participate in the qualification review need to provide ID cards and graduation certificates, and graduates with bachelor's degree or above need to provide the original and photocopy of the corresponding degree certificate (employment recommendation form for fresh graduates), household registration or proof of place of origin, etc. Those who apply for the teaching position must also provide the original and photocopy of the teacher qualification certificate and the Putonghua proficiency test grade certificate. Among them, those who have met the requirements for teacher qualification certification and can obtain a teacher qualification certificate before the end of July 2024 to participate in the spring 2024 teacher qualification certification can participate in the qualification review with a written certificate issued by the teacher qualification certification agency of the city or county (city or district). In addition, graduates of full-time senior classes and preparatory technician classes of technical colleges in our province need to provide the original and photocopy of the vocational qualification certificate (or senior vocational skill level certificate and preparatory technician certificate); Certificates issued by the competent department of human resources, social security, and employment at the same level; Volunteers in the western region who have completed their service period shall provide the volunteer service certificate of the Western Plan, and volunteers in the western region who are still serving in the post shall provide the certification materials issued by the Youth League Committee at the same level.
3. Those who do not meet the requirements of the qualifications, or who cannot provide the required supporting materials, or who do not accept the qualification review at the specified time, will be disqualified from participating in the physical examination.
4. After the review and confirmation, if the vacancy of the post participating in the physical examination is vacant, it shall be filled in equal amounts from the highest score to the lowest score within the specified time.
(7) Physical examinations, inspections, and supplements
1. Physical examination
(1) Candidates who have passed the qualification review and have been confirmed will participate in the physical examination.
(2) The physical examination shall be carried out with reference to the revised General Standards for Physical Examination for Civil Servants (Trial) and the Operation Manual for Physical Examination for Civil Servants (Trial) issued by the Ministry of Human Resources and Social Security, the former National Health and Family Planning Commission and the State Civil Service Bureau (Ministry of Human Resources and Social Security [2016] No. 140).
2. Investigation
In accordance with the standard of having both ability and political integrity and taking morality as the first, the inspection work adopts a variety of forms to comprehensively understand the political ideology, moral character, law-abiding, self-discipline awareness, mental health, ability and quality, work attitude, learning and work performance, and the situation that needs to be avoided, etc., and further review the qualifications of the subject to confirm whether the registration information is true, accurate, complete and standardized.
3. Supplementation
If there is a vacancy in the candidates who have passed the physical examination and inspection, they will be filled in equal amounts according to the examination results from high to low scores, and each can be filled twice (the number of replacements is calculated by batch).
(8) Determine candidates
The list of personnel to be recruited in each locality shall be publicized on the website of the Human Resources and Social Security Bureau of each city divided into districts and the website of the personnel examination (the list of Guangde City and Susong County shall be on the website of the Human Resources and Social Security Bureau of Xuancheng City and Anqing City and the personnel examination website respectively); The publicity time is 3 days, and if there is no objection to the publicity, the final list of hires can be determined.
If the recruitment position includes 2 or more units, the candidates will be selected according to the order of the total score after recruitment; if the total score of the written test is the same, the candidate with the highest score of "comprehensive knowledge" will be given priority.
(9) Training and posting
The graduates of the "three branches and one support" college recruited in 2024 must participate in pre-job training and report to the service unit before the end of August.
