That is to say, the A2 plot that is being built as a parking lot has not been able to start construction so far, and it is completely caused by Jinke itself. According to the measures for the disposal of idle land just announced by Kunming City, if it has been idle for one year, it will be levied on the land idle fee at 20% of the land transfer fee. If it has been idle for two years, the land will be recovered without compensation.

According to the Supplementary Contract for the Transfer of the Right to Use State-owned Construction Land signed between Jinke and the former Kunming Municipal Bureau of Land and Resources (now Kunming Municipal Bureau of Natural Resources and Planning) in 2018, the commencement time of the two lands is before May 10, 2019, and the completion time is before May 10, 2022. Calculated at this point in time, by this year, both parcels of land have been idle for nearly 5 years, and even if calculated in terms of the time of passing the regulations, the idle time of the A2 plot has been nearly 3 years.

Jinke did not build the land for a long time after acquiring the land, and there may have been reasons for applying for regulation adjustment at the beginning, but in the past two years, it was basically because Jinke itself was in financial difficulties. In February this year, the debt-laden Jinke Real Estate Group submitted an application for bankruptcy reorganization to the court, because Jinke is a listed company and the debts involved are relatively large, although the Chongqing Fifth Intermediate People's Court has received the reorganization application materials, it has not yet issued an acceptance announcement.

With Jinke's current situation, the two commercial lands in Jinke Sunshine are basically unable to be developed. Now the problem is that Kunming has just announced the new version of the "Idle Land Disposal Measures", Jinke's two idle land in the A2 plot belongs to Jinke's own reasons caused by idleness, idle time is at least two years, according to the provisions should be recovered free of charge, but now it is leased for the construction of parking lots, is this considered to be started?
