To tell the truth, after reading it, perhaps constrained by their own lack of theoretical knowledge and lack of practical experience at the grassroots level, they are skeptical of the experience and practices of the two townships and towns in the reform of public institutions in the report, and it is really difficult to agree with them.
Pilot work experience in the reform of the "large departmental system".
Make use of stock establishment. The original "eight major public institutions" in townships and towns will be further streamlined into three units: the comprehensive service center for the party and the masses, the comprehensive service center for rural construction, and the comprehensive service center for technology promotion, and the staffing of the three centers will be approved according to the proportion of about 30%, 50%, and 20% of the total establishment of the township and township undertakings.
There are "three determinations" in the stock room. The two pilot township institutions have set up unit rooms in accordance with local conditions, and have refined and clarified the functions and responsibilities of the unit rooms, so as to avoid vacancies, dislocations, and absences due to inconsistent institutional quotas and inconsistent institutional settings.

Township work is complicated and complicated, such as organization, publicity, people's congresses, CPPCC, discipline inspection, finance, land requisition and demolition, comprehensive law enforcement, cultivated land protection, environmental protection, safe production, forest fire prevention, social security for the elderly, subsistence allowance and five guarantees, letters and visits, and so on.
If, as introduced in the Xinhua News Agency report, according to the actual work of the township and town governments at present, the former "seven stations and eight institutes" have been changed to "three major centers," then after a few years, with the development of society, the work forms faced by the township and town governments have changed.
Of course, if the daily work of the township cadres in the pilot townships does not involve some specific affairs in the villages within their jurisdiction, that is to say, if all the work in the villages, whether it is some hard infrastructure construction, the demolition of illegal buildings, or the filling, induction and sorting of archives, is all completed by the village cadres, and the township and town cadres do not participate in the specific work, but are only responsible for the work at the township level, then there may be a certain degree of operability.
Let's talk about the actual situation of the township where the "Nine Farmers" are located
Township Overview: There are 29 villages in the town, with more than 39,000 and nearly 40,000 people. Two industrial parks, almost twenty industrial enterprises.
Personnel: More than 80 people in total for administration (civil servants), undertakings and workers.
Internal institutions: Party and Government General Office, Finance Office, Comprehensive Law Enforcement Office, Agricultural Comprehensive Service Center, Social Affairs Comprehensive Service Center, Cultural Tourism Service Center.
Establishment: Excluding about 20 administrative staff and seven or eight service staff, the remaining more than 50 are career staff. The establishment is all set up in the station and the center and other institutions.
Specific division of labor: more than 80 people, in addition to nearly 20 leading cadres at or above the deputy section level, one or two cadres in each village, there are about 20 people left, about 10 people in the comprehensive law enforcement office, and the rest are engaged in civil affairs, social security, distribution of funds for farmers, land acquisition and demolition and other services in the convenience service hall.
The specific work to be carried out is not at all restricted by the establishment in the day-to-day concrete work, and the civil servants who are established in the comprehensive party and government office may be stationed in that village and are cadres stationed in the village; the personnel who are established in the financial office may be engaged in comprehensive service work in the party and government office; the personnel who are established in the comprehensive service center for culture and tourism may be engaged in the law enforcement and rectification of land and sanitation films in the comprehensive law enforcement office; and those who are established in the comprehensive agricultural service center may be engaged in some specific professional work in the town discipline inspection commission。
Some Thoughts on the Reform of Township and Town Institutions
If there is no way to increase the number of townships and towns and only carry out internal reforms, no matter how they are reformed, they will still be changed from one to the next, and there will still be only a few cadres, which will be nothing more than a reorganization of the cadres who were previously established in the "seven stations and eight institutes" to the newly established "three major centers," which will have no practical significance.
It is better to make the best use of talents and materials to improve efficiency and enhance efficiency. According to the theoretical knowledge reserve and practical ability of the individual cadre, such as the major they have studied, the most suitable person should be placed in the most suitable position and play the greatest role. As for their work responsibilities, they should be studied and formulated according to the actual conditions of their work by holding meetings of township and town leading groups, and written down in the meeting minutes. There is no need to carry out such a reform of public institutions within townships and towns.
If, as introduced in the Xinhua News Agency report, only one of the newly established "three major centers" is a public institution at the deputy section level, and although the other two centers are not nominally public institutions at the deputy section level, the responsible persons of the centers can enjoy the salary and benefits of the deputy section level, then this is also a good method, and at least, it will play a certain role and have a certain effect in arousing the enthusiasm of cadres in their work.
In the end, what I want to say is that no matter how the internal institutions of townships and towns are reformed, as long as they can be convenient for the people, benefit the people, and serve the people, they will be good; if we say that we are only "reforming" for the sake of "reform," then it is completely meaningless!
