At the beginning of this year, the Municipal Party Committee and the Municipal Government organized a work conference on the promotion of key projects in the city to fully deploy and mobilize the project work in 2024. In 2022, in order to further improve the work of ensuring the supply of coal-fired power in the autonomous region, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) will arrange a number of new coal-fired power projects in addition to Xinjiang's 14th Five-Year Plan for electric power. After careful argumentation and active efforts, the Autonomous Region Development and Reform Commission finally decided to lay out a 2×660 MW ultra-supercritical large-scale coal power project in Karamay City to solve the problem of power shortage at the end of the 14th Five-Year Plan. In November 2023, the feasibility study report of the project was approved by the board of directors of China National Petroleum Corporation. The project is expected to start at the end of this month.

Hydrogen energy, as a strategic emerging industry and a key development direction of future industries in Karamay, is ushering in a critical stage of development. In recent years, Karamay has insisted on expanding and strengthening diversified industries such as digital economy, new energy, and cultural tourism, and hydrogen energy has become an important part of the industrial layout.
In 2024, Karamay will accelerate the layout of the hydrogen energy industry, striving to invest more than 5 billion yuan and have a green hydrogen production capacity of more than 20,000 tons.
According to the "Karamay Hydrogen Energy Industry Development Action Plan (2023-2025)", Karamay will build an industrial chain of "wind and solar hydrogen production, petrochemical hydrogen, and hydrogen power supply" around five major projects: hydrogen energy production, chemical application, green power demonstration, transportation pilot, and industrial support, and the city will build a hydrogen energy industry ecology of "production, storage, transportation, processing, and use" in the future.

As an important investment attraction project for Karamay to vigorously develop the digital industry, the carbon and water-cooled data center is invested and built by Karamay Carbon and Network Technology Co., Ltd., and is the first large-scale green data center in Xinjiang and one of the few in the country to adopt a plate water-cooled heat dissipation system. In the past two years, with the goal of effectively improving energy efficiency and reducing energy costs, the carbon and water-cooled data center has achieved new breakthroughs in four core technologies: efficient refrigeration, advanced ventilation, waste heat recovery, and intelligent energy management.
Wang Tao, general manager of Carbon and Technology, said that according to the construction plan, the carbon and water-cooled data center has successfully completed the first phase of the project, and built a circular data center computer room, two standard data center buildings and supporting facilities (including 110KV substation), with 1008 built-in high-density plate water-cooled cabinets, which can undertake AI computing power, film and television animation rendering computing power, cloud storage and other businesses.
The successful operation of the project has also become one of the epitome and achievements of Karamay City in accelerating the development of new quality productivity.

On March 14, the first intelligent computing center in Xinjiang, China Mobile (Karamay) Cloud Computing Intelligent Computing Center, was opened in Karamay Cloud Computing Industrial Park. As one of the cores of China Mobile's "3+3+X" computing resource layout in Xinjiang, China Mobile (Karamay) Cloud Computing Center is the largest data center in Xinjiang, covering an area of 173 acres and a total of 14,000 planned cabinets. By the end of 2024, the computing power cluster will reach 2023PFLOPS (floating point operations per second), making it the largest intelligent computing center in Northwest China, which is essential for the development of fields requiring high-performance computing power such as scientific research, weather forecasting, and large-scale engineering simulation.
This year, Karamay will also lay out commercial satellite launch bases, fine chemicals and other projects to fully release the strong momentum of new quality productivity.

On March 15, the infrastructure supporting project (phase II) of Karamay Jinlonghu Area resumed work. According to the staff of the Karamay District Housing and Urban-Rural Development Bureau, the project covers an area of about 730 hectares and has a construction scale of about 325 hectares. At the same time, relying on the existing main ring road, 8.5 kilometers of second-level fitness trails and 3.6 kilometers of third-level leisure trails will be added to form a rich tour experience space and slow traffic system.

According to reports, the project is implemented by the Karamay District Agriculture and Rural Bureau, Hunan Provincial Water Conservancy and Hydropower First Engineering Co., Ltd. is responsible for the construction, with a total investment of 127 million yuan, and plans to build a high-standard farmland area of 69,200 mu, including new irrigation projects, field road projects, replacement of irrigation equipment, new management stations and field projects.
The construction and application of the project can improve the irrigation water utilization rate of 69,200 mu of cultivated land in Xiaoguai Township, Karamay District, improve the agricultural production conditions in Xiaoguai Irrigation Area, and improve the accessibility rate of field roads in Xiaoguai Irrigation Area.
