According to relevant information, in November 1962, the above sent people to investigate the problem of Comrade Lu Mingshun, president of the Linxian County Bank, using the refund money for the construction of the Hongqi Canal in violation of regulations. Yang Gui and other leading comrades in the county jointly reported to the investigation team, explaining that the surplus money after the refund was used, and that the county party committee had decided to use it for the construction of the Hongqi Canal, and that it had nothing to do with Comrade Lu Mingshun. The investigation team wanted to deal with the secretary in charge and remove Lu Mingshun from his position, but the county party committee did not agree, and finally gave Lu Mingshun an intra-party warning. The matter was reported to Vice Premier Li Xiannian, who said:
