Mr. Chen believes that in order to manage Shanghai well, the support of the people - the people's will is the most important. Therefore, in addition to "completely preserving Shanghai" in the war, the PLA must also win the support of the citizens; for this reason, Chen Yi strengthened the education of the troops on the discipline of entering the city, stipulating and emphasizing two things: First, heavy weapons are not allowed to be used in urban combat; second, all troops are not allowed to enter civilian houses after entering the city.

Mr. Chen's "No Entry into People's Houses" formulated by Mr. Chen for the liberation of Shanghai was immediately implemented in all units as the "Rules for Entering the City."
Chairman Mao was in Xibaipo, and after he saw Mr. Chen's addition of "not entering the house", he said four "very good" in a row and praised it: "Very good! Very good! Very good!"
On May 27, the army of Sanye liberated Shanghai and entered the city. Early the next morning, after the citizens got up, they opened the window and saw that the street was full of PLA soldiers, tired and lying on the cold street, row by row, with no end in sight. Hundreds of thousands of soldiers, not a single one entered the house. When the citizens saw all this, they were moved and said, "What a teacher of benevolence and righteousness!"
Mr. Chen waved his army to liberate Shanghai, and "not entering the people's house" was written into the annals of history.
