According to the "Interim Measures for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises" (hereinafter referred to as the "Measures"), the sixth batch of specialized, special and new "little giant" enterprises are now organized to cultivate and the third batch of specialized, special and new "little giant" enterprises to review the work. The relevant matters are notified as follows:
1. Application requirements for enterprises
(1) Provincial-level specialized, special and new small and medium-sized enterprises can apply for the sixth batch of specialized, special and new "little giant" enterprises, and the third batch of specialized, special and new "little giant" enterprises can submit an application for review, and no fees will be charged for the relevant applications.
(2) Enterprises need to fill in the report truthfully and independently, and provide relevant supporting materials. Our ministry has not entrusted any institution to carry out specialized and special new application business, and the review is guaranteed through "double random (random group review, random selection of experts)" and "blind review", etc., and enterprises are requested to beware of unscrupulous intermediaries spreading false information and making illegal profits.
(3) The applicant enterprise shall meet the relevant identification standards of specialized, special and new "little giant" enterprises in the "Measures". The relevant indicators should be strictly grasped in accordance with the "Description of Some Indicators and Requirements" in Annex 4 of the Measures.
(4) In order to reduce the application burden of enterprises, enterprises are no longer required to provide supporting materials such as the certificate of "domestic market share of the previous year" issued by a third-party institution, the domestic invention patent certificate and other supporting materials (if it involves overseas invention patents, integrated circuit design layouts and other Class I intellectual property rights, it is still necessary to provide them). Enterprises only need to fill in the description and truthfully fill in the quantity to ensure that the data is true and standardized. Our ministry will increase data sharing with the State Intellectual Property Office and other departments, and the patent data will be subject to the data provided by the State Intellectual Property Office.
(5) Our ministry will provide free online application training for enterprises through the gradient cultivation platform for high-quality small and medium-sized enterprises.
(6) The application and review of specialized, special and new "little giant" enterprises shall adopt a combination of online filling and offline submission. The online address is the Gradient Cultivation Platform for High-quality Small and Medium-sized Enterprises (https://zjtx.miit.gov.cn), and the filling time is from April 25 to May 19, 2024. The relevant requirements for offline reporting shall be subject to the requirements of the competent department of small and medium-sized enterprises in the territory of the enterprise, and the offline and online data shall be consistent.
(7) The relevant financial data of the enterprise are based on the audit report issued by the accounting firm. Please upload the original electronic copy of the accounting firm that has been assigned the code after completing the filing on the unified supervision platform (http://acc.mof.gov.cn) of the CPA industry of the Ministry of Finance to the gradient cultivation platform for high-quality small and medium-sized enterprises, if it is inconsistent, it will affect the declaration result.
(8) Please remind the accounting firm to include the two indicators of main business income and main business cost in the audit report.
(9) If it is found that the enterprise has falsified the declaration data, our ministry will cancel the titles of innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises, and specialized and special new "little giant" enterprises in accordance with the "Interim Measures for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises", and prohibit the enterprise from declaring again for at least three years. The relevant situation involving accounting firms will be reported to the competent department of the industry.
2. Recommended requirements
(1) The competent departments for small and medium-sized enterprises of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps (hereinafter collectively referred to as the provincial-level competent departments for small and medium-sized enterprises) are responsible for organizing the preliminary review and recommendation of the sixth batch of specialized, special and new "little giant" enterprises and the review and recommendation of the third batch of specialized, special and new "little giant" enterprises.
(2) It is necessary to select the best enterprises to fill in the "Sixth Batch of Specialized and Special New 'Little Giant' Enterprise Applications" (Annex 1) or "The Third Batch of Specialized and Special New 'Little Giant' Enterprise Review Applications (Annex 2), and put forward supporting material requirements in combination with the actual work, and put forward recommendations after the initial review.
(3) It is necessary to earnestly fulfill responsibilities, strictly check the gates, increase the review of the authenticity and technological innovation of the enterprise's financial data, ensure that the data filled in the application form is consistent with the supporting materials, and improve the quality of recommendations. It is necessary to increase the intensity of service and organize forces to provide free consultation and counseling services with full coverage for the declared enterprises. In order to further consolidate the responsibility of review and recommendation, for the provinces with a large number of recommended enterprises but a low pass rate in the sixth batch of "little giant" enterprises, our ministry will reduce points or quotas in the relevant support policies for specialization, refinement, and innovation.
(4) For enterprises that have become a single champion demonstration enterprise or a single champion product of the manufacturing industry of the Ministry of Industry and Information Technology, it is no longer recommended to apply for the sixth batch of specialized, special and new "little giant" enterprises;
(5) Enterprises that have had major safety, quality, or environmental pollution accidents in the past three years, or have serious untrustworthiness, tax evasion, or other violations of laws and regulations, or are found to have data falsification, are not recommended.
(6) There is no requirement for the third batch of specialized, special and new "little giant" enterprises applying for review of the "average growth rate of main business income in the past two years not less than 5%", mainly considering the impact of the new crown pneumonia factor. For the new application of the sixth batch of specialized, special and new "little giant" enterprises, they still need to meet the index requirement of "the average growth rate of main business income in the past two years is not less than 5%".
(7) The provincial-level competent department for small and medium-sized enterprises shall carry out the preliminary verification and recommendation work from May 20 to June 15, 2024, and during this period, according to the needs of the work, contact the enterprises that have completed the application to supplement and upload supporting materials. The official documents with the official seal will be affixed before June 15, 2024, the application form for the sixth batch of specialized, special and new "little giant" enterprises (Annex 1, the applicant enterprise needs to be stamped with the official seal), the third batch of review application for the specialized, special and new "little giant" enterprises (Annex 2, the applicant enterprise needs to be stamped with the official seal), the sixth batch of specialized and special new "little giant" enterprise recommendation summary table (Annex 3), and the third batch of specialized, special and new "little giants" A summary table of enterprise review (Annex 4), one copy of each by postal express mail (EMS) to: Entrepreneurship and Innovation Division, Small and Medium-sized Enterprise Bureau, Ministry of Industry and Information Technology.
3. Precautions
(1) According to the situation in previous years, some enterprises have forgotten the login account and password of the gradient cultivation platform for high-quality small and medium-sized enterprises, and it is recommended that the applicant enterprises log in to the platform in advance for confirmation.
(2) The paper copies of supporting materials shall be properly retained by the provincial competent department for small and medium-sized enterprises for future reference, and do not need to be submitted to our department. Provincial-level competent departments for small and medium-sized enterprises shall ensure the authenticity of data by organizing spot checks, third-party data verification, and comparison of financial statements.
(3) In accordance with the requirements of the "Measures" and the review process, our ministry will organize the review and on-site spot inspection of the recommended enterprises in each province (the list of enterprises recommended by each city with separate planning is summarized by province, the same below), and finally form and issue the list of the sixth batch of specialized, special and new "little giant" enterprises and the third batch of specialized and special new "little giant" enterprises that have passed the review. Before the issuance of the list of approved enterprises, the title of the third batch of specialized, special and new "little giant" enterprises is still valid, and after the list of approved reviews is issued, the title of the original third batch of specialized, special and new "little giant" enterprises will automatically become invalid, and the enterprises in the list shall prevail.
