In order to do a good job in the qualification of teachers in Chenggong District in the first half of 2024, according to the "Announcement on the Qualification of Primary and Secondary School Teachers in Yunnan Province in 2024", the relevant matters related to the qualification of junior high school teachers, primary school teachers and kindergarten teachers in the first half of 2024 of the Education and Sports Bureau of Chenggong District are hereby announced as follows:
1. Designated objects
Persons who have not reached the national statutory retirement age and meet one of the following conditions:
(1) Social personnel (including in-service and unemployed persons) with household registration in Chenggong District;
(2) Persons holding a residence permit in Yunnan Province issued by the Chenggong Branch of the Municipal Public Security Bureau and within the validity period;
(3) 2024 fresh graduates, graduate students and post-secondary students of full-time colleges and universities in the jurisdiction of Chenggong;
(4) Registered in Chenggong District, 2024 fresh graduates, graduate students and post-secondary students enrolled in full-time colleges and universities outside the district;
(5) Active-duty military personnel and active-duty armed police stationed in Chenggong District;
(6) Hong Kong, Macao and Taiwan residents who hold a residence permit for Hong Kong, Macao and Taiwan residents issued by the Chenggong Branch of the Municipal Public Security Bureau and within the validity period may apply for recognition in Chenggong District; Holders of Mainland Travel Permit for Hong Kong and Macao Residents and Mainland Travel Permit for Taiwan Residents with a five-year validity period and within the validity period, who have taken the primary and secondary school teacher qualification examination in Kunming and obtained a certificate of qualification, shall apply for recognition at the place where the examination is located; The above-mentioned Hong Kong, Macao and Taiwan residents are required to submit a certificate of no criminal record when applying for recognition, and other conditions, procedures and materials are the same as those of applicants in this district.
Where teacher qualifications are revoked, they must not reapply for recognition of teacher qualifications for 5 years from the date of revocation. Those who have been deprived of political rights or have intentionally committed a crime and received a criminal punishment of fixed-term imprisonment or higher, they must not apply for designation of teacher credentials. According to the "Opinions of the Supreme People's Procuratorate, the Ministry of Education, and the Ministry of Public Security on Establishing a System for Faculty and Staff to Access and Inquire into Information on Sexual Assault Violations and Crimes" (Gao Jian Fa [2020] No. 14), applicants who have been inquired into information on sexual assault violations and crimes by designating bodies are not to be recognized as teachers.
II. Identification Requirements
(1) Ideological and moral conditions
Abide by the Constitution of the People's Republic of China and laws, implement the Party's education policy, love the cause of education, fulfill the obligations stipulated in the "Teachers Law of the People's Republic of China", and abide by the professional ethics of teachers.
(2) Academic qualifications
Possess the corresponding academic qualifications of the national education series stipulated in the Teachers Law of the People's Republic of China, as follows:
1. To apply for recognition of kindergarten teacher qualifications, you should have a preschool normal school graduation or above;
2. To apply for recognition of primary school teacher qualifications, they shall have a secondary normal school graduation or above;
3. To apply for recognition of junior high school teacher qualifications, they shall have a college degree or above from a higher normal college or other university.
"Completion" and "dropout" do not meet the academic requirements for teacher qualification.
(3) Physical conditions
Able to adapt to the needs of education and teaching, with good physical and psychological quality. Applicants must be in accordance with the notice of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education on adjusting the physical examination standards for persons applying for kindergarten teacher qualifications (Jiao Zi [2010] No. 15), the notice of the Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Health on further standardizing the physical examination items for admission and employment, and safeguarding the rights of hepatitis B surface antigen carriers in school and employment (Ministry of Human Resources and Social Security [2010] No. 12), and the measures for the physical examination of persons applying for teacher qualifications in Yunnan Province, and pass the physical examination in hospitals at or above the county level.
(4) Putonghua proficiency
Applicants must meet the Putonghua proficiency test standards for Grade 2 B and above promulgated by the State Language Commission, of which the Putonghua of language teachers shall reach Grade 2A and above.
(5) Education and teaching ability
Education and teaching ability must meet one of the following conditions:
1. Pass the primary and secondary school teacher qualification examination, pass the written examination and interview, and obtain the certificate of passing the primary and secondary school teacher qualification examination issued by the Education Examination Institute of the Ministry of Education within the validity period (you can log on to the primary and secondary school teacher qualification examination website https://ntce.neea.edu.cn query).
2. Graduate students and normal students in education who are included in the scope of the reform of exemption from examination for primary and secondary school teacher qualifications shall pass the professional ability test for normal students and teachers organized by the school, pass the education and teaching ability assessment, and obtain the professional ability certificate for normal students and teachers, and the certificate shall be within the validity period.
3. Full-time teacher education graduates and full-time master of education who have been enrolled before 2016 (including 2016) or before the start of the reform of the primary and secondary school teacher qualification examination outside Yunnan Province can apply for direct recognition of teacher qualifications corresponding to their majors and school periods.
3. Online declaration
(1) Online reporting time
The first online report in the first half of the year will be from 9:00 on April 22, 2024 to 18:00 on May 15, 2024;
The second online report time in the first half of the year: from 9:00 on June 17, 2024 to 18:00 on June 26, 2024;
Online reporting time for the second half of the year: 9:00 on September 18, 2024 to 18:00 on September 30, 2024.
Note: In the second half of the year, only social candidates who meet the conditions will be registered, and the specific matters and work arrangements will be announced separately.
(2) Registration method
Applicants who meet the requirements for Chenggong District junior high school teacher qualification, primary school teacher qualification and kindergarten teacher qualification should log in to the "China Teacher Qualification Network" (www.jszg.edu.cn) during the registration time, click "Online Service - Teacher Qualification" service entrance, click "Online Processing", register and log in to the system, complete personal related information, and click "Business Platform" - "Teacher Qualification" to register. Among them, when non-current post-secondary students and graduate students register, please select "Non-current graduate students or post-secondary students" for the "whether they are current students" option, and they can synchronize the student status information in the recognition registration, and add the academic qualifications and degree information they have obtained, and recognize the teacher qualifications according to the academic qualifications they have obtained.
If the applicant has any questions in the online report, he or she can consult the "Applicant Account Registration and Login Manual" and the "Teacher Qualification Applicant Manual" in the "Consulting Service" column on the online newspaper page. When the online registration time is closed, the registration portal will be automatically closed, please pay attention to reserve sufficient time for filling.
(3) Selection of the designating body and confirmation point
The applicant chooses the accreditation agency with corresponding authority according to his actual situation, that is, if he or she participates in the accreditation of junior high school teacher qualifications, primary school teacher qualifications and kindergarten teacher qualifications in Chenggong District, please select the accreditation agency of "Chenggong District Education and Sports Bureau". The confirmation point and confirmation method are selected according to the identity category:
1. The 2024 fresh graduates of Yunnan Normal University, Yunnan University for Nationalities, Kunming University of Science and Technology, Yunnan University of Arts, Kunming University of Media and Communication (formerly Wenhua College of Yunnan University of the Arts) full-time ordinary colleges and universities in the jurisdiction of Chenggong, and non-graduate students and post-secondary students should choose their school as the confirmation point, please refer to the time, place and consultation telephone number of the on-site confirmation point of colleges and universities in Chenggong District (Annex 3) for details.
2. For other eligible applicants and fresh graduates and non-graduating graduate students and post-secondary students from the above five universities, please select the confirmation point of "Chenggong District Education and Sports Bureau".
(4) Precautions for registration
1. The applicant shall determine the type of teacher qualification applied for in accordance with the corresponding academic requirements for teacher qualification. Applicants who have obtained the certificate of passing the primary and secondary school teacher qualification examination must apply for recognition in the same teaching subject as the subject on the certificate.
2. Applicants should fill in the application information truthfully and completely according to the prompts of the online reporting system, and upload a recent electronic photo of a bareheaded 1-inch color front ID with a white background (format: JPG/JPEG, no more than 200K, the same version as the photo of the teacher's qualification certificate and physical examination form).
3. The online registration system has opened the function of real-name verification of personal information, please fill in your personal information accurately, if the real-name verification cannot be passed, the declaration will not be made (for details of real-name verification, please refer to the "FAQ" in the http://www.jszg.edu.cn of the China Teacher Qualification Network).
4. On-site confirmation of qualifications
(1) Fresh graduates of five colleges and universities, Yunnan Normal University, Yunnan University for Nationalities, Kunming University of Science and Technology, Yunnan University of Arts, and Kunming University of Media and Communication (formerly Wenhua College of Yunnan University of the Arts), and non-graduate students and post-secondary students should go to the qualification confirmation point set up in the university for on-site confirmation. For details of the method, time and place of qualification confirmation of the five universities, please refer to the "Time, Place and Consultation Telephone Number of On-site Confirmation Points of Colleges and Universities in Chenggong District" (Annex 3). The qualification confirmation of colleges and universities must be completed before 17:00 on July 10 and ensure that the information reported online is complete and accurate. (2) Other eligible identification objects, as well as fresh graduates and non-graduating graduate students and post-secondary students from colleges and universities other than the above five universities, shall go to the confirmation point of the Education and Sports Bureau of Chenggong District for on-site confirmation.
1. On-site confirmation time:
The first session of the first half of the year: May 14, 2024 to May 24, 2024 (9:00-17:00, except weekends and public holidays)
The second session of the first half of the year: June 27, 2024 to July 12, 2024 (9:00-17:00, except weekends and public holidays).
2. On-site confirmation location: Education and sports service hall on the 1st floor of Building D7, Huijingyuan Community, Chenggong District, Kunming City.
5. Relevant materials to be submitted
(1) Application form for administrative licensing
Teacher qualification recognition is an administrative licensing matter, and applicants must fill in and submit an administrative licensing application form (Annex 1).
(2) Proof of identity
1. Second-generation ID card (within the validity period).
2. Applicants who are not registered in Chenggong District but hold a valid Yunnan Provincial Residence Permit issued by the Chenggong District Public Security Bureau shall provide a Yunnan Provincial Residence Permit.
3. Hong Kong, Macao and Taiwan residents must provide a residence permit for Hong Kong, Macao and Taiwan residents, a Mainland Travel Permit for Hong Kong and Macao Residents or a Mainland Travel Permit for Taiwan Residents with a validity period of 5 years and is within the validity period.
4. The servicemen and armed police officers on active duty in the submitting army shall provide a certificate of personnel relationship issued by the unit or unit to which they belong, and the format of the certificate shall be determined according to the regulations of the unit or unit, and the certificate shall clearly indicate that the applicant's place of service is within the jurisdiction of Chenggong.
(3) Proof of academic qualifications
1. The graduation certificate does not need to be provided if the system automatically verifies it. If the system fails to pass the verification, the applicant must submit the China Higher Education Qualification Authentication Report or the Electronic Registration and Filing Form of the Ministry of Education's Academic Certificate. Kindergarten teachers, secondary teachers and other secondary vocational qualifications need to submit a secondary vocational education certification report, and secondary vocational graduates in Yunnan Province can apply at the Yunnan Provincial College Graduates Employment Service Center (contact information: 0871-65166862). Failure to submit as required will not be accepted, please go to the academic information network in advance to verify and download or apply for a paper academic certification report.
2. Hong Kong, Macao and Taiwan academic qualifications should also be submitted at the same time as the Hong Kong, Macao and Taiwan academic degree certification issued by the Service Center for Scholarly Study of the Ministry of Education, and foreign academic qualifications should also be submitted at the same time as the foreign academic degree certification issued by the Service Center for Scholarly Study of the Ministry of Education.
(4) Certificate of physical examination
The original physical examination form (Annex 2) for applicants for teacher qualification certification in Yunnan Province. Among them, the "physical examination conclusion column" must have the conclusion of "passing the physical examination", and the "physical examination hospital opinion column" must have the official seal of the hospital. The medical examination report is only valid for the current time. The matters related to the physical examination are:
1. The physical examination form for applicants for teacher qualification certification in Yunnan Province shall be downloaded by the applicant, and a one-inch photo of himself shall be pasted to the hospital for physical examination (the photo must have the seal of the physical examination hospital).
2. Opinions on the handling of matters related to the applicant's chest X-ray during pregnancy: if the applicant is pregnant, provide the relevant pregnancy certificate to the hospital, and the chest X-ray can be exempted; if the applicant is suspected of being pregnant, he can go to the hospital for examination, and if the pregnancy is determined by the examination results, he can be exempted from chest X-ray;
3. When choosing a physical examination hospital, the applicant must confirm in advance whether the physical examination hospital can conduct the physical examination in accordance with the above requirements and complete the requirements for filling in and stamping the physical examination conclusions.
(5) Putonghua proficiency test grade certificate
1. For Putonghua proficiency test grade certificates that cannot be directly compared and verified by the online reporting system, applicants must upload the original Putonghua proficiency test grade certificate. Those that have passed the system comparison and verification do not need to be submitted again.
2. According to the requirements of the Notice of the Yunnan Provincial Department of Education and the Yunnan Provincial Language Work Committee on Enabling the National General Putonghua Proficiency Test Grade Certificate (Yunjiao Yu [2002] No. 5), the Putonghua Proficiency Test Grade Certificate made by Yunnan Province before June 2002 has been discontinued. Applicants who hold such certificates are required to retake the National Putonghua Proficiency Test Certificate.
(6) ID photo
A recent bareheaded frontal 1-inch color ID photo with white background, the size should be less than 190K, in jpg format, the resolution width should be greater than 290 pixels and less than 300 pixels, and the height should be greater than 408 pixels and less than 418 pixels.
(7) Materials on education and teaching ability
1. The certificate of passing the qualification examination for primary and secondary school teachers and the professional ability certificate of normal students and teachers shall be compared and verified by the system, and the applicant does not need to submit it.
2. Full-time normal education graduates and full-time masters of education who have been enrolled before 2016 (including 2016) or before the start of the reform of the primary and secondary school teacher qualification examination in Yunnan Province shall provide a complete transcript of education and educational psychology issued by the student status management department during the period of study in the normal college in their personnel file and a copy of the educational internship appraisal form (the copy should be stamped with the official seal of the personnel file management agency).
6. Qualification and certificate collection
After the completion of the review and confirmation work, the application for no criminal record of the mainland applicant will be uniformly verified by the teacher qualification accreditation agency. Hong Kong, Macao and Taiwan residents applying for recognition of primary and secondary school teacher qualifications must submit the original certificate of no criminal record issued by the relevant departments of the Hong Kong Special Administrative Region, the Macao Special Administrative Region and the Taiwan region. Hong Kong and Macao residents may apply to the Provincial Teacher Qualification Accreditation Guidance Center for the issuance of a letter of no criminal record through the accreditation agency. Based on the results of the verification, the accreditation body shall make a conclusion on whether the accreditation has been passed, and issue a teacher qualification certificate and an application form for teacher qualification accreditation to eligible applicants. The time and place of certificate collection is: Education and Sports Service Hall, 1st Floor, Building D7, Huijingyuan Community, Chenggong District, Kunming City.
After the qualifications of fresh graduates and non-graduating students of the five colleges and universities are confirmed, the school will be collectively recognized and issued certificates, and the application form for teacher qualification certification will be stored in the student file.
7. Other matters
(1) The applicant should truthfully fill in the "personal commitment", if the commitment is inconsistent with the facts, it is an act of fraudulently obtaining teacher qualifications, and the applicant shall bear the corresponding legal responsibility.
(2) The applicant is requested to carry out online declaration and qualification confirmation procedures according to the specified time, place and requirements, due to missing the declaration time, selecting the wrong accreditation agency or confirmation point, incorrect application information or incomplete submission materials, etc., as well as failing to complete the application within the specified time, the Chenggong District Education and Sports Bureau will no longer accept it, and the responsibility shall be borne by the applicant himself.
(3) According to the regulations, applicants are only allowed to recognize one type of teaching qualification per calendar year.
