In 2024, Huainan Center for Disease Control and Prevention will open recruitment of master's degree and above talents

In order to further strengthen the construction of the talent team of Huainan CDC, optimize the structure of the talent team, and meet the demand for high-level professionals for the development of disease control and prevention, in accordance with the "Regulations on the Personnel Management of Public Institutions" (Order No. 652 of the State Council), the "Notice on Further Standardizing the Open Recruitment of Public Institutions" (Ministry of Human Resources and Social Security [2010] No. 92), the "Interim Measures for Public Recruitment of Personnel in Public Institutions in Anhui Province" (Anhui Provincial Public Institutions [2010] No. 78) and the " Huainan City Public Institutions to Introduce the Implementation Measures for the Recruitment of Urgently Needed Talents (Huairen Social Secretary [2021] No. 45) and other documents, with the approval of the competent authorities at a higher level, our center will organize and implement the recruitment of master's degree and above talents in 2024 in the near future, and the relevant matters are hereby announced as follows:

First, the principle of recruitment

The recruitment work is organized and implemented in strict accordance with the procedures, methods and requirements stipulated in the "Interim Measures for Public Recruitment of Personnel in Public Institutions in Anhui Province" and other documents, adheres to democracy, openness, competition, and merit-based selection, adheres to the combination of unified open recruitment and independent employment of units, and adheres to the selection and employment standards of paying attention to political and ideological quality and highlighting professional ability.

2. Recruitment plan and conditions

Huainan Center for Disease Control and Prevention openly recruits 3 professional and technical personnel with master's degree or above, all of whom are career establishments. In addition to meeting the "2024 Huainan Center for Disease Control and Prevention Open Recruitment of Master's Degree and Above Talent Position Plan", the recruitment target is a nationally recognized fresh graduate with a master's degree or above, and must also meet the following conditions:

(1) Have the nationality of the People's Republic of China;

(2) Abide by the Constitution and laws;

(3) Have good conduct;

(4) The professional or technical conditions required for the position;

(5) Physical conditions to meet the requirements of the post;

(6) Other conditions required for the post.

The age requirement is under the age of 35 (born on or after April 21, 1988) (other age calculations are extrapolated).

Recognition and interpretation of "fresh graduate status":

(1) Fresh college graduates in 2024 who are included in the national unified enrollment plan and admitted to ordinary colleges and universities.

(2) Graduates of ordinary colleges and universities in 2022 and 2023 who are uniformly enrolled by the state have not secured a job when they leave school or during the career selection period (the state stipulates that the career selection period is two years), and their household registration, files, and organizational relationships are still retained in the original school from which they graduated, or the graduates who are retained in the competent departments for graduate employment at all levels (graduate employment guidance service centers), talent exchange service agencies at all levels, and public employment service institutions at all levels.

(3) Personnel who have no work experience before participating in the "service grassroots project", and who have not implemented a work unit within 2 years after the expiration of the service period and passing the assessment, can apply for the position of "fresh graduate".

(4) Retired soldiers who are currently enrolled in ordinary institutions of higher learning or who enlisted in the army in the year of graduation and have not secured a work unit within 2 years after retirement (including returning to school) may apply for the post of "fresh graduate".

(5) Returnees who have obtained a foreign degree in 2024 and completed the academic certification of the education department; and those who have obtained a foreign degree in 2022 and 2023 and completed the academic certification of the education department and have not confirmed their work unit can apply for the position of "fresh graduate".

(6) Other persons who can enjoy the relevant policies of fresh graduates according to regulations.

Persons with any of the following circumstances are not allowed to register:

(1) Persons who have not yet been lifted from disciplinary sanctions or are undergoing disciplinary review, as well as persons whose criminal punishment period has not yet expired or who are currently under investigation for suspected violations or crimes;

(2) Persons who have previously received criminal punishment for crimes and persons who have been dismissed from public office;

(3) Persons who have been identified by the government human resources and social security departments as having disciplinary violations in examinations and are within the period of suspension;

(4) Active-duty military personnel;

(5) Persons in other circumstances who are prohibited by law from being employed as staff of public institutions.

3. Registration

(1) Recruitment positions: In 2024, it is planned to recruit 3 people with master's degree or above (see Annex 1 for details).

(2) Registration time: from 9 a.m. on April 22, 2024 to 17 a.m. on April 28, 2024.

(3) Registration method: online registration. Applicants will send the registration materials in PDF format to the mailbox ([email protected]) of the Organization and Personnel Department of Huainan Center for Disease Control and Prevention (PDF file named after their name + post code).

(4) Materials to be submitted for registration

1. Huainan Center for Disease Control and Prevention openly recruits master's degree or above talent registration form (Annex 2);

2. Valid ID card (front and back);

3. Master's degree certificate and degree certificate (2024 graduates who have not obtained the graduation certificate must provide the "Graduate Two-way Choice Employment Recommendation Form" issued by their institution);

4. Awards and academic performance in school;

5. Obtain scientific research results and published papers;

6. Graduation certificate and degree certificate of the first degree;

7. Relevant qualification certificates, online verification reports of student status on the academic information network, CET-4 and CET-6 certificates and other materials.

4. Qualification review

If the applicant fails to pass the preliminary examination due to incomplete or inaccurate personal information, the registration shall be deemed invalid, and the applicant shall be responsible for it.

After the end of registration, if the proportion of people who have passed the preliminary examination for a position exceeds 1:10, the qualification review personnel will be determined according to the applicant's character and academic excellence. Qualification review throughout the whole process of recruitment, the information submitted by the candidates and the relevant materials provided must be true and effective, where there is fraud, inconsistent with the facts, once verified, the qualification will be cancelled.

Before the interview, the on-site qualification review will be conducted, and the original materials required for registration will be provided during the review, and the interview admission ticket will be obtained to participate in the interview after passing the review.

5. Interview

(1) Time and place of interview: subject to the interview admission ticket.

(2) Interview results: According to the number of recruitment plans and the interview results of the candidates, from high scores to low scores, the physical examination and inspection objects will be determined in equal amounts according to the ratio of 1:1.

In order to ensure the basic quality of recruiters, set a minimum control score for interview scores. Candidates with a full score of 100 points and an interview score of less than 70 points will not be allowed to enter the physical examination and inspection link.

6. Physical examination

The physical examination is organized by the Organization Department of the Huainan Municipal Party Committee, the Huainan Municipal Human Resources and Social Security Bureau, and the Huainan Municipal Health Commission, and the Huainan Municipal Center for Disease Control and Prevention is responsible for the specific implementation. The physical examination standards refer to the requirements of the notice of the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission and the State Civil Service Bureau on Revising the General Standards for Physical Examination for Civil Servants in < (Trial) >and the < of the Physical Examination Operation Manual for Civil Servants (Trial) >(Ministry of Human Resources and Social Security [2016] No. 140), in accordance with the Provincial Party Committee Organization Department, the Provincial Department of Human Resources and Social Security, and the Provincial Department of Health "Notice on Further Standardizing the Physical Examination of Public Recruitment Personnel in Public Institutions in the Province" (Anhui Social Security Secretary [2013]) No. 208) and other provisions. Those who pass the physical examination are determined to be hired, and those who fail to pass the physical examination can apply for a re-examination, and if the re-examination is still unqualified, their employment qualifications will be cancelled. The cost of the medical examination shall be borne by the applicant.

7. Assessment

Those who have passed the physical examination are the assessment objects. The assessment work adheres to the standard of having both ability and political integrity and putting morality first, and adopts a variety of forms according to the professional requirements to be recruited, so as to fully understand the political ideology, moral character, law-abiding, ability and quality, learning and work performance of the assessment object, and further review the qualifications of the assessment object.

8. Signing and hiring

The personnel to be hired after passing the assessment will be reviewed by the Huainan Municipal Human Resources and Social Security Bureau and publicized on the website of the Huainan Municipal Health Commission, and the publicity period is 7 days. If there is no objection at the expiration of the publicity period, the formal approval and employment procedures shall be handled in accordance with the current regulations, and the recruiting unit shall sign an employment contract with the new recruits. The probationary period of new personnel is implemented for one year, and the probationary period and salary and benefits are implemented in accordance with the relevant regulations.
