BD Industrial: The subsidiary was included in the list of dishonest procurement
BD Industrial announced on the evening of April 17 that Guilin Haiwei, a holding subsidiary of the company, was suspended from participating in procurement activities by the Contract Supervision Bureau of the Equipment Development Department of the Central Military Commission from January 27, 2024 to October 26, 2024, for the reason of inclusion in the list of procurement dishonesty.
According to reports, on February 28, 2024, Guilin Haiwei learned that a qualification may be suspended for a period of time, but it has not received a specific and clear notice, and no relevant documents have been received after inquiry, so it is impossible to determine whether this matter is true and the specific content.
Since then, Guilin Haiwei has communicated with customers many times, but has not received the notice.
On April 8, 2024, after receiving the notice, Guilin Haiwei registered in the warehouse, and immediately organized internal personnel to conduct a self-examination to analyze the impact of the matter on Guilin Haiwei.
On April 15, 2024, Guilin Haiwei reported the matter in writing to BD Industrial, and BD Industrial once again organized personnel to verify the matter.
After learning that Guilin Haiwei was suspended from participating in procurement activities by the customer, BD Industrial immediately organized an inspection and learned that the reason for the suspension was caused by the improper payment and use of funds related to Guilin Haiwei with the customer between 2013 and 2014.
BD Industrial said that after communicating with the customer, during the suspension period, Guilin Haiwei was not allowed to participate in its procurement activities, which affected the customer's order acquisition during the suspension period. However, contracts that have already been concluded, are in force, pending and are being fulfilled, which remain unaffected. At present, Guilin Haiwei's production is normal, and a contract has been signed to meet the production tasks during the suspension period. The above matters will not have a material adverse impact on the company's operation in the short term, and it is expected that the completion of the company's operating results for the current year will have little impact.
Xinyu Guoke: Suspected of collusion in bidding
Before BD Industrial, another listed company, Xinyu Guoke, announced on the evening of April 16 that the Military Procurement Network (hereinafter referred to as the "Military Procurement Network") issued a penalty announcement on April 16, and the Procurement and Supply Bureau of the Army Logistics Department decided to prohibit the company from participating in the procurement of materials and engineering services for 2 years from April 16, 2024 in accordance with the relevant regulations on the management of military suppliers.
During the prohibition period, other enterprises controlled or managed by the legal representative Jin Weiping are prohibited from participating in the military procurement activities within the above-mentioned scope, and Hou Shuai, the bidding representative, is prohibited from participating in the military procurement activities within the above-mentioned scope on behalf of other suppliers.
After investigation, Xinyu Guoke participated in the procurement activities of a project, and there were similarities in the bidding documents of three companies, including Xinyu Guoke and two other companies, which were determined to be collusive bidding, invalid bidding, and the project was scrapped and other violations.
Xinyu Guoke said in the announcement on the evening of April 16 that the company's overall business situation is normal, and the relevant contracts signed before the ban date can still be implemented normally. During the prohibition period, the company cannot participate in the procurement of military materials and engineering services. The company's participation in the procurement activities of central enterprise military industrial groups, local military industrial enterprises and other non-military material engineering services has not been affected.
Xinyu Guoke also said that due to the company's small business income from material engineering services with the military in recent years (the proportion of operating income with the military from 2021 to 2023 did not exceed 1.5% of the company's main business income every year), the impact on the company's overall operation is very small. This penalty decision is not an administrative penalty, and does not touch the relevant regulations of the Shenzhen Stock Exchange for major violations of the mandatory delisting.
Kirin Xin'an: Suspected of collusive bidding
