It is the original intention of the establishment of Xiong'an New Area to build a centralized carrying place for non-capital functions in Beijing. In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, from 2021 onwards, focusing on universities, hospitals and central enterprise headquarters affiliated to ministries and commissions in Beijing, relevant non-capital functions will be promoted to Xiong'an New Area in phases and batches.
The start-up area, with a planned area of 38 square kilometers, is the key area of the first construction of Xiong'an New Area, and undertakes the important tasks of the first batch of Beijing's non-capital functional relief projects, exploring development and construction models, taking the lead in piloting policies and measures, and showing the prototype of the new area. In the kindergarten and compulsory education stages, priority will be given to ensuring that children can attend schools aided by the Beijing Municipal Government, and there are no residence permits or settlement restrictions; at the ordinary high school stage, children will be guaranteed to be enrolled in schools with the same level as the original ordinary high schools; and the children of Beijing evacuees studying in the Xiong'an New Area can return to Beijing to enjoy compulsory education and the policy of high school entrance examinations.
In terms of medical security for the relief of personnel, the Xiong'an New Area has strengthened medical services, the Xiong'an Xuanwu Hospital (Phase I) built with the assistance of Beijing has been opened, and the Xiong'an Campus of Peking University People's Hospital has started construction.
