Interpretation of the Guidelines for Integrity and Self-discipline of the Communist Party of China

In October 2015, the Central Committee of the Communist Party of China (CPC) issued the Guidelines for Integrity and Self-Discipline of the Communist Party of China (CPC) and issued a circular requiring all regions and departments to conscientiously comply with them. The Guidelines came into force on 1 January 2016. The "Guidelines" is the first important basic law to standardize the integrity and self-discipline of the whole Party since the Communist Party of China came to power, which is the first important basic law to regulate the integrity and self-discipline of the whole Party and all Party members.

Interpretation of the "four musts": self-discipline comes from self-consciousness to establish roots in order to consolidate the foundation

At the beginning of the "Guidelines", the principle requirements of "four musts" were put forward for all Party members and Party members and leading cadres at all levels. Whether a person can be honest and self-disciplined, the biggest temptation is himself, and the most difficult enemy to defeat is also himself. We, the Communists, should all the more strengthen self-cultivation, self-restraint, and self-molding, set an example in honesty and self-discipline, return to the basics, consolidate our roots, strengthen our ideals and convictions, practice the fundamental purpose, carry forward the fine traditions and work styles, and strengthen moral cultivation. Honesty and self-discipline are difficult in "self-discipline", self-discipline comes from self-consciousness, and only by establishing roots can we consolidate our foundation. In order to truly internalize the requirements of honesty in our hearts and externalize them in our actions, we cannot do without the "four musts".

We must strengthen our belief in communist ideals and socialism with Chinese characteristics. Ideals and convictions are the spiritual "calcium" of communists, and without ideals and convictions, if ideals and convictions are not firm, they will be spiritually "deficient in calcium" and will suffer from "hypochondriasis." Ideals and beliefs are the general switch, the spiritual pillar of Communist Party members, and the foundation of honesty and self-discipline. We must uphold the fundamental purpose of serving the people wholeheartedly. Since the Seventh National Congress of the Communist Party of China, our party has written serving the people wholeheartedly into the party's fundamental purpose. Only by adhering to the fundamental purpose can we truly ensure that power is used by the people and safeguard rather than harm the interests of the people, thus providing a broad, deep, and reliable mass foundation for consolidating the party's ruling position. We must inherit and carry forward the party's fine traditions and work style. The party's fine traditions and work style, inheriting and absorbing the excellent cultural traditions of the Chinese nation, have been forged by our party in the historical practice of leading the people of all nationalities in revolution, construction, and reform, are a vivid embodiment of the great creative spirit of the CPC and the Chinese people, and are a powerful spiritual force that inspires us to struggle unremittingly. Inheriting and carrying forward these fine traditions and styles is an important guarantee for truly withstanding all kinds of tests such as power, money, and beauty. We must consciously cultivate noble moral sentiments. Ideological purity is the foundation for a Marxist political party to maintain its purity, and moral nobility is the foundation for honesty and honesty. Honesty and self-discipline and inner self-restraint are the most effective. To cultivate noble moral sentiments is to elevate the moral realm, consciously stay away from low-grade interests, and consciously resist unhealthy tendencies. Doing this will also build a strong psychological defense line of honesty and self-discipline. Comprehensively and strictly administering the party inevitably requires the close integration of governing the party according to rules and governing the party with ethics. Morality leads to goodness. The requirements of the "four musts" embody the noble moral pursuit of communists and play an ideological role in encouraging and guiding them. General Secretary Xi Jinping proposed that "faith is the foundation, style is the form", "maintaining and carrying forward the party's fine style, firm ideals and beliefs are fundamental." Our party takes Marxism as the foundation for building the party, the realization of communism as the highest ideal, and the fundamental purpose of serving the people wholeheartedly. "All party members and leading cadres at all levels must follow the requirements of the "four musts", truly ensure that the alarm bell rings ideologically, that life is spotless, that their work style is fair and upright, that they are not bound by fame, that they are not burdened by things, that they are not driven by profits, that they are not confused by money, that they are not tempted by sex, that they are innocent, that they do things cleanly, and that they always maintain the political nature of being honest and honest among Communist Party members. Interpretation of the "four insistences": set up moral standards to maintain the true character of integrity and implement the requirements of comprehensive and strict governance of the party, the "Guidelines" changed the past practice of only putting forward requirements for party members and leading cadres at and above the county and department level, and expanded the scope of application to all party members and leading cadres at all levels, closely related to how to maintain the true character of integrity, and put forward the requirements of "four insistences" for all party members, which is the code of conduct for all party members to be honest and self-disciplined. Adhere to the clear distinction between public and private, put public before private, and self-denial and public service. This requires that the relationship between "public and private" be properly handled. General Secretary Xi Jinping pointed out that the fundamental ruler to measure the strength of party spirit is the word public and private. As a member of the Communist Party, only by acting out of public interest in everything and restraining one's selfishness can one have a correct outlook on right and wrong, righteousness and interests, and cause, can we keep the masses in our hearts, and can we be upright and upright. The majority of party members must draw a clear line between public and private, and adhere to the bottom line of "public funds are surnamed public, and not a penny can be spent indiscriminately" and "public power is for the people, and no private use can be used at all". Adhere to the principle of advocating honesty and rejecting corruption, being innocent, and doing things cleanly. This is a requirement for properly handling the relationship between "honesty and corruption." Corruption is a cancer in society. Opposing corruption, building a clean and honest politics, and maintaining the health of the party have always been the clear-cut political stance that our party has always adhered to. All party members must always think about the harm of greed, always have a heart of self-discipline, keep a clear head, do not take things outside the body, do not be greedy for ill-gotten gains, do not be burdened by material desires, and do not do anything out of line. Adhere to frugality and abstain from luxury, hard work and simplicity, diligence and thrift. This is a requirement to properly handle the relationship between "thrift and luxury." Arduous struggle, diligence and thrift are the traditional virtues of the Chinese nation and are also the heirlooms of our party, which are of great significance for strengthening the flesh-and-blood ties between the party and the masses of the people and promoting the smooth progress of the mainland's reform, opening up, and socialist modernization. Extravagance and waste not only wastes money, but more importantly, it erodes the spirit of struggle and corrupts the social atmosphere. "After a look at the former virtuous country and home, it became from diligence and thrift to luxury. "In the new era, the majority of party members must continue to carry forward the fine tradition of hard work, adhere to the ideological concept that thrift is glorious and waste is shameful, be hard and simple, and do everything diligently and thriftily. Insist on enduring hardships first, enjoying last, and being willing to contribute. This is a requirement to properly handle the relationship between "suffering and happiness." It is the obligation of party members to endure hardships first, enjoy them last, and make more contributions. It is the character of a communist to have the worries of the world first, and to be happy with the joys of the world after the world, and to have the people and the party's cause in their hearts. Only when Communist Party members are willing to endure hardships first and then enjoy themselves, and are willing to endure hardships and make more contributions, will the masses trust you and follow you. If Communist Party members let in when they see difficulties and go to advantage when they see them, they will eventually be abandoned by the masses in the long run. The "four insistences" of distinguishing between public and private, advocating honesty and rejecting corruption, being diligent and thrifty, and being willing to make contributions have set up moral standards for all Party members to maintain their true qualities of integrity, and provided a specific and clear legal basis and implementation standards for Party members to exercise self-restraint, self-supervision, and strict self-discipline. All party members should continue to make comparisons, improve their sense of self-discipline, prevent microscopic problems, build a solid ideological and moral defense line, and lay a solid foundation for the implementation of the requirements of comprehensively and strictly governing the party. Interpretation of the "four consciousnesses": let the key minority play an exemplary role The "Guidelines" while making integrity and self-discipline norms for party members, for the "key minority" of party members and leading cadres, put forward higher and stricter requirements around the four aspects of politics, use of power, self-cultivation, and family. As a leading cadre of party members, we must take the lead in implementing the "Guidelines", practice them in an exemplary manner, strictly self-discipline and self-discipline, boldly fulfill our responsibilities and be an example of honesty and self-discipline. Party members and leading cadres should set an example in honest and honest politics and consciously maintain the true character of public servants of the people. "Politicians, masaya. Zi Shuai is upright, who dares to be wrong. "Honest and honest administration is a consistent requirement for party members and leading cadres, and it is also an important basis for the correct exercise of power and the performance of duties. To consciously maintain the true qualities of a public servant of the people is to keep firmly in mind the purpose and serve the people wholeheartedly, which is the foothold and fundamental purpose of honest and honest administration. Party-member leading cadres must always regard themselves as the people's servants, be strict with themselves, set strict demands, set an example, serve the public wholeheartedly, govern for the people, and work diligently and conscientiously for the people. Through continuous strengthening of inner consciousness, we will resolutely establish the consciousness of honesty in politics, public servant, and the purpose of serving the people. Leading cadres who are party members should set an example in the honest use of power and consciously safeguard the fundamental interests of the people. General Secretary Xi Jinping stressed that it is necessary to "use power in accordance with the law, impartially, and honestly". The honest use of power requires leading cadres to firmly establish a correct outlook on power, status, and interests. We must be unswerving in poverty, enjoy ourselves without indulgence, firmly guard our hearts, control our desires, and always maintain the clean and upright atmosphere of Communist Party members. The purpose of using power is to safeguard the fundamental interests of the people, and party-member leading cadres should regard the fulfillment, safeguarding, and development of the fundamental interests of the broadest masses of the people as their unswerving pursuit and goal, and regard whether the people support or disapprove, approve or disapprove, be happy or unhappy, and agree or not as the fundamental criterion for testing and judging all work.

Party members and leading cadres should set an example of honesty and self-cultivation, and consciously improve their ideological and moral realm.

"The way of a gentleman is to self-cultivation. In accordance with the requirements of General Secretary Xi Jinping, party members and leading cadres should "strictly cultivate themselves, strengthen party spirit, strengthen ideals and beliefs, improve moral realm, pursue noble sentiments, consciously stay away from low-level interests, and consciously resist unhealthy tendencies." Strict self-cultivation is specific to honesty and self-cultivation, that is, party members and leading cadres are required to consciously resist all kinds of temptations, always maintain a noble spiritual pursuit and a healthy taste for life, emphasize personality, pay attention to conduct, have a decent style, clean themselves, and choose good friends. We must always reflect on ourselves, see the wise and think together, be cautious in words and deeds, guard against microscopic problems, be content and happy, and guard against impetuousness.

Party members and leading cadres should set an example of honesty and integrity, and consciously take the lead in establishing a good family style.

The family style of leading cadres is not a trivial personal matter or a private family matter, but an important manifestation of the work style of leading cadres. As far as leading cadres are concerned, a good family style is undoubtedly an important line of defense against corruption. The power in the hands of party-member leading cadres is given by the party and the people, and can only be used to seek benefits for the people, and must not be used as a tool for seeking personal interests for themselves and their family members. Party-member leading cadres should start with themselves, correctly understand and handle family affection, strictly educate and restrain their spouses, children, and other relatives, adhere to principles, act impartially, and do not show favoritism or seek personal gain.
