On the afternoon of April 13, a boat rollover accident occurred in the waters of Qinglong River in Taolinkou Village, Liujiaying Township, Lulong County, Qinhuangdao City, Hebei Province. After on-site search and rescue and preliminary verification, the accident caused 31 tourists to fall into the water, all of whom have been found and sent to the hospital, of which 12 died after rescue, 10 people were treated in the hospital without life-threatening danger, and 9 people have returned home safely.
After the accident, the party committees and governments of Hebei Province, cities and counties quickly organized emergency response, fire protection, water affairs, health care, public security and other departments to carry out on-site rescue. The search and rescue personnel were quickly sent to the hospital, and medical experts were organized to go all out to carry out treatment. Qinhuangdao City and Tangshan City have set up special teams to properly do a good job in comforting the families of the deceased and the wounded.
After a preliminary investigation, on April 13, 155 tourists from Tangshan City took three buses organized by a travel agency to have lunch near Taolinkou Village, and 31 of them went to the waters of the Qinglong River downstream of the Taolinkou Reservoir and overturned and fell into the water while taking an illegally operated sightseeing boat.
At present, the shipowner and relevant responsible personnel have been controlled by the public security organs.
Hebei Province has set up an accident investigation team headed by a provincial leader and composed of relevant personnel directly under the provincial government, Qinhuangdao City, and relevant experts to investigate and determine the cause, nature, and responsibility of the accident. The Hebei Provincial Commission for Discipline Inspection and Supervision has also launched relevant accountability work. In addition, Hebei Province has made arrangements to re-investigate and rectify potential safety hazards in key areas, and strengthen the supervision of tourism safety, especially water-related projects.

If there is a sudden accident, please do not panic, obey the command of the staff, self-rescue or wait for rescue, and tourists who are not familiar with water should not go into the water to rescue without authorization.
What should I do if I find someone overboard?
If you are drowning, the right thing to do: first of all, the most important thing is to stay calm, hold your breath, relax your whole body, let your body float naturally, and at the same time tilt your head back as much as possible so that your mouth and nose are exposed to the water, and throw off heavy objects on your body as much as possible, such as backpacks and shoes. Secondly, try to grab any floating objects around you, such as planks, branches, etc., and float on the water with their buoyancy, looking for opportunities to catch fixed objects such as buildings and trees.
How to rescue others who fall into the water: First, shout for help, ask for help from the people around you, and call 110 to call the police immediately if possible. Secondly, take local materials, see if there are lifebuoys, bamboo poles, planks and other tools around, throw them at the person who has fallen into the water, let him (her) climb them, and drag them to the shore. Note: "People who have not been trained in proper water rescue" should attempt to rescue from a safe position, and when dragging, lower their center of gravity to avoid being pulled into the water. After the drowning person is rescued ashore, immediately remove the dirt in the mouth and nose, let the drowning person raise his head, raise his chin to open the airway, and call the 120 emergency number at the same time; if the drowning person's breathing and heartbeat are weak or have stopped, it is recommended to immediately carry out cardiopulmonary resuscitation chest compressions for non-professional rescuers, and artificial respiration and chest compressions should be carried out immediately for those who have rescue capabilities. Do not give up easily, especially if hypothermia is present, and resuscitation should be carried out for a longer period of time until medical professionals arrive at the scene.
