Promote the "energy" of automobiles——
Consumers who scrap high-emission passenger cars or eligible new energy passenger vehicles and purchase new energy vehicles that meet energy-saving requirements or new energy vehicles will be given a fixed subsidy; financial institutions can independently determine the down payment ratio of loans for self-use cars; improve infrastructure such as charging (swapping) electricity, parking, and smart transportation; implement a reverse invoicing policy for second-hand car transactions; and promote the door-to-door car collection service model.
Next year, we will strive to increase the number of end-of-life vehicles by 50% compared to 2023. The "Action Plan for Promoting the Trade-in of Consumer Goods" issued this time proposes to increase fiscal and financial policy support and carry out the trade-in of automobiles and home appliances and the "renewal" of home decoration, kitchen and bathroom nationwide.
The Action Plan proposes to accelerate the phase-out of passenger cars with emission standards of China III and below by 2025 by increasing policy guidance and support, and the recycling volume of scrapped vehicles will increase by 50% compared with 2023, and by 2027, the recycling volume of scrapped vehicles will double that of 2023, and the transaction volume of second-hand cars will increase by 45% compared with 2023.
The "Action Plan" clearly proposes to increase fiscal and financial policy support, the central government and local governments linkage, arrange funds to support the scrapping and renewal of automobiles, and encourage qualified localities to support the replacement and renewal of automobiles. Highlight the standard traction in the automotive field, improve the recycling and dismantling system of scrapped vehicles, promote the safe and convenient transaction of second-hand cars, cultivate and expand the main body of second-hand car business, and promote the innovation and development of automobile circulation and consumption.
In addition, the reporter learned from the China Association of Automobile Manufacturers that by the end of 2023, the number of cars in mainland China has reached 340 million, and the number of scrapped and transferred out cars is 7.56 million. The plan involves all aspects of automobile circulation and will play an important role in promoting the management of the whole life cycle of automobiles. The smooth circulation of automobiles will better promote the consumption of new cars and promote the high-quality development of the field of automobile circulation.
Promote the "wisdom" of household appliances -
The central government has allocated funds for the construction of a modern commercial circulation system and a county-level commercial system to support the construction of a renewable resource recycling system such as waste household appliances; encouraged qualified localities to provide subsidies to consumers to purchase green and smart household appliances; and supported household appliance enterprises to give preferential treatment to consumers who exchange old household appliances for energy-saving household appliances.
Xu Dongsheng, vice chairman of the China Household Electrical Appliances Association, said that the plan is guided by the improvement of technology, energy consumption, emission and other standards, with policies as incentives, and driven by smooth circulation, and on the basis of fully respecting the wishes of consumers, an effective mechanism of "it is easier to go to the old and more willing to replace the new". Improve the recycling system of waste household appliances, and encourage the replacement and use of intelligent, green, and low-carbon consumer goods.
